Special Meeting of April 30,2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Special Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 30, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

 

ROSCHEN - SPRINGER

Motion to approve the agenda after moving Item H before Item A. Item A moved to 10:30 a.m.

Resolution No.: 2013-092

Whereas, the Wabasha County Board of Commissioners has advertised for applicants to fill the position(s) of Veterans Service Officer and/or Assistant Veteran's Service Officer; and

Whereas, the goal of Wabasha County whenever it looks to hire an employee is to find the most qualified person for the position based on job related factors; and

Whereas, the Wabasha County Board has determined that it was necessary to create a committee to recommend to the Board a qualified candidate(s) to become the County's next County Veterans Service Officer and/or Assistant Veteran's Service Officer; and

Whereas, the County received a number of applicant to fill the two vacant positions; and

Whereas, Bob Davis from Goodhue County has been appointed to the interview committee; and

Whereas; the County Board wishes to interview the selected candidates at a meeting of the whole board; and

Whereas; the County Board now intends that interviews of the potential applicants be conducted on a mutually agreed upon date;

Now, Therefore, Be it Resolved that the Wabasha Board of Commissioners determines that the interviews will be held on May 13 at 9:00 a.m.

Now, Therefore, Be It Further Resolved that Laura Kreofsky, Wabasha County Human Resources Specialist, be directed to setup the interviews for the Board on said date.

Resolution No.: 2013-088

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby finds it to be in the best interest of the County to:

WOBBE - HARMS

Resolution No.: 2013-089

Whereas, Social Services has replaced a 2010 Ford Fusion with a 2012 Chevrolet Malibu: and

Whereas, it is being requested that the 2010 Ford Fusion be transferred into the fleet of County pool vehicles; and

Whereas, it is also requested that one of the pool vehicles be transferred to the Assessor's office to replace a 2003 Chevrolet Impala.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Social Services 2010 Ford Fusion be transferred to the fleet of County pool vehicles.

Be if Further Resolved by the Wabasha County Board of Commissioners that one of the pool vehicles be transferred to the Assessor's department and that the 2003 Chevrolet Impala (VIN# 2G1WFS2E339257252) be declared excess property and be sold on EBay by the Sheriff's department.

Deb Koenig, Finance Director, presented the quarterly financial reports to the Board. There was also discussion on the Disaster Recovery Plan.

 

ROSCHEN - SPRINGER

Resolution No.: 2013-090

Whereas, Wabasha County (hereinafter, "County") and the Minnesota AFSCME Council 65, Local 3541, County Auditor/Treasurer's Unit, are parties to a Collective Bargaining Agreement; and

Whereas, the County has a need for additional staffing hours during the County's peak tax collection months of May, October, and November;

Whereas, if the additional hours are assigned to the current part time position of "Deputy Auditor/Treasurer – Accounts Receivable – Part Time," said position will cross the contractual threshold and be eligible for County furnished healthcare; and

Whereas; since these additional hours are of a short duration; and

Whereas; the additional hours will help the Wabasha County Auditor/Treasurer's Office provided their statutorily defined obligations in a cost effective manner;

Now, Therefore be it Resolved, that notwithstanding Article XVI the Collective Bargaining Agreement, the position of Deputy Auditor/Treasurer – Accounts Receivable – Part Time shall not be eligible for employer paid health insurance during the months of May, October, and November,

Resolution No.: 2013-091

Whereas, Wabasha County Probation has requested and been approved for the Department of Corrections Caseload/Workload Grant of $ $39,484, per year, in FY 2014 and 2015 and,

Whereas, Wabasha County Probation uses these dollars for costs related to "caseload and workload reduction" expenses,

Now Therefore, be it Resolved, that the Wabasha County Board of Commissioners hereby approves and accepts DOC FY 2014-2015 Caseload/Workload Grant.

SPRINGER - WOBBE

Resolution Number: 2013-028

Whereas, Minnesota Statutes 375.055 provides for the establishment of compensation for services rendered by County Commissioners in Minnesota; and

Whereas, Minnesota Statutes 375.055 provides that a change in County Commissioner's salary or per diems shall not be effective until January 1st of the next year; and

Whereas, Minnesota Statutes 375.055 provides that a change in County Commissioner's salary or per diems shall not change except in accordance with Minnesota Statutes 375.055; and

Now, Therefore, Be It Resolved that for the year of 2014 the salary and per diems for the Wabasha County Board of Commissioners be established at:

Annual Salary:

$17,324.68 (plus $500 for the Board Chair)

 

Per Diem Payments:

$45.00 for less than four (4) hours spent at meetings, and

$90.00 for meetings that exceed that time limit

Be It Further Resolved, that publication of this action and resolution be printed in the official newspaper of the County as part of the proceedings of the meetings of the County Board, and in one other newspaper of the County, in a different municipality than the official newspaper.
