Meeting of May 7, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, May 7, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

Resolution No.: 2013-093

Whereas, on February 12, 2013, the Wabasha County Board of Commissioners established a the County Administrator Hiring Committee ("Committee") to recruit, interview, and recommend to the County Board a suitable candidate for interim County Administrator; and

Whereas, that Committee has determined that it is prudent to pursue to hire a professional consultant to assist in the process; and

Whereas, the Committee has interviewed two such professional consultants and they have determined that Brimeyer Fursman best suits the County's needs; and

Now, Therefore, Be it Resolved that the Wabasha Board of Commissioners hereby accepts the contract of Brimeyer Fursman to provide their professional services to the County in assisting with the hiring of a County Administrator. The total cost of said contract shall not exceed $18,500.

Resolution No.: 2013-095

Whereas, Wabasha county wishes to seek additional help and guidance from the Minnesota Department of Veterans Affairs; and

Whereas, Minnesota Statute 197.605 states that "the commissioner of veterans affairs shall make resources available within the Department of Veterans Affairs to every county that operates a county veterans service office, to assist the county with maintaining efficient and effective services to veterans. To receive available resources from the department, a county must formally request them from the commissioner and invite the commissioner or the commissioner's designee or designees into the county as necessary to provide those resources;" and

Now Therefore Be It Resolved, that the Wabasha County Board of Commissioners hereby formally requests the help of the Minnesota Department of Veterans Affairs to assist the County with maintaining efficient and effective services to veterans and to provide any help or recommendations that it sees fit.

Resolution No: 2013-094

Contract #60384

Whereas, the Wabasha County Sheriff's Office has been authorized to participate in the 2013 Federal Boating Safety Patrol Supplement Grant; and

Whereas, the Sheriff's Office has received the 2013 contract which needs to be approved and signed by the Sheriff, County Auditor (or equivalent) and County Board Chairperson; and

Whereas, the Sheriff requests the approval and signing of the 2013 Minnesota Department of Natural Resources Federal Boating Safety Patrol Supplemental Grant by the County Auditor (or equivalent) and Chairman of the County Board.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2013 Minnesota Department of Natural Resources Federal Boating Safety Patrol Supplement Grant is hereby approved and authorizes it's signing by the County Auditor (Clerk to the County Board) and Chairman of the County Board.

Resolution No.: 2013-096

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Highway Engineer to hire, contingent upon meeting pre-employment requirements, the following applicants for 2013 Part-Time Temporary Summer Employment at $10.00/hour; Blaine Miller, Michael Pick, and Garret Miller.

Resolution No.: 2013-097

Be it resolved by the Wabasha County Board of Commissioners acting as the Wabasha County Regional Rail Authority that Wabasha County enter into the attached Great River Ridge State Trail Cooperative Agreement Between the State of Minnesota and Wabasha County Regional Rail Authority for Maintenance and Operation and authorizes the Chairman of the Board and Clerk of the Board to execute the Agreement.

Resolution No.: 2013-098

Now therefore be it resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for grading, pavement widening and resurfacing of Wabasha County Highway 76 under C.P. 079-076-001.

Resolution No.: 2013-099

Whereas, the Wabasha County Department of Social Services has a current position of Financial/Eligibility Worker that is part-time , and

Whereas, Director Smith and Supervisor McNally have shared information with the Human Services Board on why this position should be considered for an increase to full-time; and

Whereas, the additional hours of a Financial/Eligibility Worker will have a fiscal impact of approximately $6,800 in salary during calendar year plus insurance benefits; and

Whereas, the County currently receives reimbursement of 50% for expenses incurred for this position and the reimbursement rate will rise to 75% through 2015;

Whereas, the delivery of timely and quality-level service is important to the residents of Wabasha County and the Human Services Board;

Whereas, the Director and Supervisor recommend increasing the hours of this position to meet the departmental needs;

Now therefore be it resolved, the Wabasha County Board of Commissioners hereby approves the change for this position from part-time to full-time. Further, that the date of this change will be determined by the Director of Social Services, not to occur before June 30, 2013.
