Wabasha County Board of Commissioners Meeting of June 18, 2013
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, June 18, 2013 at 4:00 p.m.
The meeting was called to order by Board Chairman Hall.
The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

SPRINGER - WOBBE Motion to approve the consent agenda after removing April 22, 2013 $45 Per Diem Claim Claims Meal Vouchers Per Diems SSIS Claims Minutes: June 4, 2013 Public Health – Approve Agreement with Rochester Area Foundation for Joyride Program Abstain: Roschen – not able to view warrants Adopted Resolution No.: 2013-117 Whereas, Rochester Sand and Gravel, Division of Mathy Construction Company, is the lowest responsible bidder for C.P. 079-076-002. Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of and awards a Contract to Rochester Sand and Gravel, Division of Mathy Construction Company, for C.P. 079-076-002 in the amount of $1,158,758.57 and that the Chairman of the County Board and the Clerk of the Board are hereby authorized to execute a Contract with Rochester Sand and Gravel, Division of Mathy Construction Company, for this work. Adopted Unanimously SPRINGER – ROSCHEN Resolution No.: 2013-118 Whereas, the Wabasha County Highway Department has received proposals for herbicide application contract services; and Whereas, the proposal from DeAngelo Brothers, Inc. was the lowest proposal received per unit price at $25.00 per acre. Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Engineer to purchase herbicide application contract services from DeAngelo Brothers, Inc. Adopted Unanimously ROSCHEN - HARMS Resolution No.: 2013-119 Whereas, the Board approved a 1% COLA increase for Non-Union employees on December 26th, 2012, and Whereas, further clarification is needed on how COLA increases are handled for certain non-union positions and/or employees, and Whereas, the following is effective for prior and future COLA increases: • Highway seasonal worker's rate of pay is not adjusted by COLA increases. • Bailiffs will receive the same COLA increase as other non-union positions. (Position is not on a grid and step increases are not given) • Any non-union employee currently being paid above the final step of their pay grid will not receive a COLA • Part time dispatchers, deputy sheriffs and jailers will be paid at 50 cents below the starting wage of the union contract wage schedule as approved by board resolution on December 17, 2002. Now therefore be it resolved by the Wabasha County Board of Commissioners that the above clarifications are approved and incorporated into resolutions involving non-union increases unless other agreements are made. Abstain: Springer Adopted SPRINGER - WOBBE Resolution No.: 2013-120 Whereas, on May 28, 2013, the Wabasha County Human Services Board authorized county staff to execute an agreement with our regional partners to participate in a 5-county Fraud Prevention Investigation effort; and Whereas, the County Boards of Goodhue, Fillmore, Houston, Winona and Wabasha counties wish to continue participation in the Regional Administrative Agency Cooperative Agreement for Fraud Prevention with the State of Minnesota; and Whereas, the Wabasha County Human Services Board has authorized continued participation through June 30, 2015; and Whereas, the participating counties have agreed to utilize a law enforcement investigator to continue the Fraud Prevention efforts; and Whereas, the Wabasha County Sheriff's Office is requesting approval to create a Fraud Prevention Investigator position and hire a full-time Deputy to backfill a current Investigator position within the Sheriff's Office. Now, therefore be it resolved by the Wabasha County Board of Commissioners, that the Sheriff's Office is hereby authorized to create a Fraud Prevention Investigator position and hire a full-time Deputy to backfill the current Investigator position effective through June 30, 2015. Adopted Unanimously SPRINGER – WOBBE Resolution No.: 2013-121 Whereas, Wabasha County Human Services Board authorized, on May 28, 2013, county staff to execute an agreement with our regional partners to participate in a 5-county Fraud Prevention Investigation effort; and Whereas, the County Boards of Goodhue, Fillmore, Houston, Winona and Wabasha counties wish to continue participation in the Regional Administrative Agency Cooperative Agreement for Fraud Prevention with the State of Minnesota; and Whereas, the Wabasha County Human Services Board has authorized continued participation through June 30, 2015; and Whereas, the participating counties have agreed to utilize a law enforcement investigator to continue the Fraud Prevention efforts; and Whereas, the Wabasha County Board of Commissioners has approved the hiring of an additional employee in the Sheriff's Department to implement the service; and Whereas, the Fraud Prevention Investigator will need a vehicle to perform required duties throughout the 5-county region, and the Department of Social Services is able to purchase a vehicle from the State contract with up to 50% reimbursement; and Whereas, Director of Social Services and Wabasha County Sheriff have recommended said purchase; Now, therefore be it resolved by the Wabasha County Board of Commissioners, the Department of Social Services is hereby authorized to purchase a 2013 Dodge Durango from the State contract at a price of $24,834 plus tax and license. This vehicle will be assigned to the Fraud Investigator. Should the current 5-county collaborative agreement dissolve or be significantly modified, assignment of this vehicle will be reviewed by the Departments, with a recommendation on future use returned to the County Board for action. Adopted Unanimously ROSCHEN - SPRINGER Resolution No.: 2013-122 Whereas, a 2002 Ford Explorer (former squad #61) is considered an excess vehicle and it has been replaced with a 2013 Dodge Durango; and Whereas, Wabasha County Environmental Services (Zoning) is requesting that the 2002 Ford Explorer be transferred to that office for their use; and Whereas, the Wabasha County Sheriff's Department is requesting that the 2002 Ford Explorer be transferred to the Wabasha County Environmental Services Department. Now Therefore Be It Resolved , the 2002 Ford Explorer bearing VIN # 1FM2U72E82ZA81627 be transferred to the Wabasha County Environmental Services Department. Adopted Unanimously WOBBE - HARMS Resolution No.: 2013-123 Whereas, a 2000 Ford Explorer utilized by the Environmental Services Department is being replaced with a 2002 Ford Explorer from Sheriff's Department; and Whereas, the Environmental Services Department is requesting that the 2000 Ford Explorer be sold since it is considered excess property; and Whereas, the Wabasha County Sheriff's Department regularly sells vehicles on eBay. Now Therefore Be It Resolved, the Wabasha County Board of Commissioners authorizes the Wabasha County Sheriff to sell the 2000 Ford Explorer (VIN # 1FMZU71X2YZB80567) from the Environmental Services Department on eBay. Be It Further Resolved, funds from the sale shall be deposited to the Wabasha County Sheriff's squad car fund.
