Meeting of June 25, 2013


The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, June 25, 2013 at 9:04 a.m.


The meeting was called to order by Board Chairman Hall.


The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen



Motion to approve the agenda.

Motion to re-open the Wabasha County Board of Commissioner meeting.


State Senator Matt Schmidt, District 21, provided a Legislative update.


Ms. Lynda Boudreau, representing Congressman John Kline, District 2, provided an update on Federal activity and the Congressman's willingness to assist the citizens as possible through his office.


Richard Fursman, Irina Fursman and Deb Koenig provided an update on the hiring process for the County Administrator.


Consensus to continue agreement with Laser Products Technologies.



Resolution No.: 2013-124

Whereas, the Wabasha County Assessor's Office has a current vacancy in the position of certified appraiser due to the incumbent Luanne Petron leaving her position.

Whereas, Ms. Petron has been an employee in good standing in the assessor's since 2001.

Whereas, this position is full time 37.5 hours per week.

Whereas, the Assessor recommends this position be filled.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby accepts the resignation of Luanne Petron and thanks for her years of service to Wabasha County effective June 30th 2013. Further the Assessor is authorized to fill the vacancy to maintain normal operations of the Assessor's Office.

Resolution No.: 2013-126

Whereas, Westcott Products has applied for a Conditional Use Permit to construct an office building as part of a commercial business on parcel R02.00229.00 located in the NE ¼ NW ¼, Section 26, Township 108 North, Range 12 West.; and

Whereas, The Wabasha County Planning Commission conducted a public hearing for the request on June 17, 2013; and

Whereas, the Planning Commission on a 3-0 vote wishes to forward the application to the Wabasha County Commissioners for consideration with a recommendation of approval.

Now, Therefore Be It Resolved the Wabasha County Board of Commissioners approves the Conditional Use Permit submitted by Westcott Products for a commercial business as regulated under Article 10, Section 3 of the Wabasha County Zoning Ordinance.

Resolution No.: 2013-112

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Highway Committee will be comprised of two Commissioners (Commissioner Springer and Commissioner Harms), the County Engineer, and Highway Department Supervisors. Highway Department staff (Dietrich Flesch, Dan Wagner, Jim Atkinson, Tim Beck were identified as probable participants) will participate as needed and requested. Commissioner Harms will not accept a per diem to participate on this committee.

Highway Department discussion on possible options the County could use to fund road projects, and a review of vehicle and equipment replacement.

Update regarding the school speed zone.



Resolution No.: 2013-127

Whereas, On April 2, 2013 the Wabasha County Board of Commissioners established the ATV Ordinance subcommittee; and

Whereas, the ATV ordinance is designed to promote responsible riding and to protect sensitive environmental areas while also helping to bring in additional travelers to support Wabasha County businesses; and

Whereas, the ATV Ordinance subcommittee has worked diligently to draft a model ordinance to establish the above referenced goals;

Whereas, A public hearing is needed before the ordinance can be adopted; and

Now Therefore Be It Resolved, that pursuant to Minnesota Statutes Sections 13D.04 and 375.51 that the Wabasha County Board of Commissioners will hold a public hearing on the 6th of August at 9:30 a.m., at the Old Courthouse Annex, 625 Jefferson Avenue, Wabasha, Minnesota, 55981, to consider the adoption of the described ATV Ordinance.
