Meeting of July 17, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session in the Chalet at the Wabasha County Fairgrounds, City of Wabasha, Minnesota on Wednesday July 17, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

 

WOBBE - SPRINGER

Motion to approve the agenda, after the removal of Item C.

Resolution No.: 2013-117

Whereas, Rochester Sand and Gravel, Division of Mathy Construction Company, is the lowest responsible bidder for C.P. 079-076-002.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of and awards a Contract to Rochester Sand and Gravel, Division of Mathy Construction Company, for C.P. 079-076-002 in the amount of $1,158,758.57 and that the Chairman of the County Board and the Clerk of the Board are hereby authorized to execute a Contract with Rochester Sand and Gravel, Division of Mathy Construction Company, for this work.

Resolution No.: 2013-137

Whereas, Bruce Vagt has been an employee of the County since December 1993, and

Whereas, Bruce Vagt has notified the County of his retirement on September 27, 2013, and

Whereas, a vacancy will be made at the Wabasha County Highway Department due to the retirement of Bruce Vagt.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Bruce Vagt's retirement is hereby accepted by Wabasha County.

Be it further resolved by the Wabasha County Board of Commissioners that the County Highway Department be authorized to advertise for a Highway Maintenance Worker.

Resolution No. 2013-138

Whereas, a 2003 GMC Safari Van used by Wabasha County Substance Abuse Court is involved in a collision with a deer; and,

Whereas, insurance proceeds from the resulting claim are $2,311; and,

Whereas, the Wabasha County Substance Abuse Court team is requesting that this vehicle be sold on eBay; and,

Whereas, The Wabasha County Substance Abuse is requesting that the proceeds from the salfe of this vehicle, along with the insurance proceeds, be deposited into the Wabasha County Substance Abuse Court budget for use in future compliance testing; and,

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that: the Wabasha County Substance Abuse Court team is authorized and directed to sell the 2003 GMC Safari van, VIN: IGKEL19XX3B514051 on eBay as noted above.

Be it Further Resolved by the Wabasha County Board of Commissioners that: funds from the sale, along with the above-noted insurance proceeds, be deposited into the Wabasha County Substance Abuse Court budget for use in future compliance testing.

SPRINGER – HALL

Resolution No.: 2013-139

Whereas, the Wabasha County Human Director has accepted the resignation of Timothy Hunter, on behalf of the Wabasha County Human Services Board; and

Mr. Hunter has been employed by Wabasha County for 6+ years and has now accepted a promotional position as Social Services Supervisor with Houston County; and

Whereas, the filling of this vacancy is anticipated to result in a budget savings of approximately $8,300 (annualized) as the individual will likely be hired at a salary less than the incumbent; and

Whereas, the Director recommends maintaining the current level of staffing to provide necessary services in Wabasha County; and

Whereas, the Director of Social Services recommends this vacancy be filled;

Now therefore be it resolved by the Wabasha County Board of Commissioners, that the resignation of Timothy Hunter is accepted, with reluctance and best wishes in the new position, and the Director of Social Services hereby be authorized to fill the Social Worker vacancy to maintain normal operations of the Social Services Department.

WOBBE - SPRINGER

Resolution No.: 2013-140

Whereas, the Wabasha County Human Director has accepted the retirement of Linda Hough, on behalf of the Wabasha County Human Services Board; and

Ms. Hough has been employed by Wabasha County Social Services for 15 years and was previously working for the Court Administrator's Office; and

Whereas, the filling of this vacancy is anticipated to result in a budget savings of approximately $16,500 (annualized) as the individual will likely be hired at a salary less than the incumbent; and

Whereas, the Director recommends maintaining the current level of staffing to provide necessary services in Wabasha County; and

Whereas, the Director of Social Services recommends this vacancy be filled;

Now therefore be it resolved by the Wabasha County Board of Commissioners, that the retirement of Linda Hough is accepted, with reluctance and best wishes in retirement, and the Director of Social Services hereby be authorized to fill the Child Support Officer vacancy to maintain normal operations of the Social Services Department.

Discussion was held on Flood Properties and Use of Land. A committee consisting of Commissioners Roschen and Springer, along with the Soil & Water Conservation District and Environmental Services, will prepare a plan to address this issue.
