Meeting of July 23, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, July 23, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms. Absent: Roschen

Motion to approve the agenda.

Motion to approve the consent agenda including the following:

Resolution No.: 2013-141

Whereas, Wabasha County is the local sponsor of the Zumbro River – Kellogg Levee System, and

Whereas, Wabasha County has provided for the maintenance and operation of the Levee System since its construction, and

Whereas, Wabasha County's past and present efforts demonstrate Wabasha County's commitment to the maintenance and operation of the levees and fulfilling the past requirements of the USACE to remain active in the Corps rehabilitation inspection program and eligible for post flood assistance.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby reaffirms Wabasha County's commitment to the continued maintenance and operation of the Zumbro River – Kellogg levee system.

Be it further resolved that the Wabasha County Board of Commissioners is committed to funding, through non-federal sources, the resources and improvements necessary for the levee system to remain active in the USACE Levee Program.

Resolution No.: 2013- 142

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the Wabasha County Engineer to execute a supplemental agreement with Chippewa Concrete Services Inc. under Contract No. 13005 for the resurfacing of the County services building parking lot.

Resolution No.: 2013-143

Be it resolved by the Wabasha County Board of Commissioners that Wabasha County enter into Mn/DOT Agreement No. 03629 with the State of Minnesota, Department of Transportation for the following purposes:

To provide for payment by the State to the County for the use and maintenance of County State Aid Highways 3, 17, 2, 6, and 11 as detour routes during the contract construction to be performed upon, along and adjacent to Trunk Highway No. 63 from 700 feet south of T.H. 60 to 200 feet north of T.H. 60 under State Project No. 7907-13 (T.H. 63=059).

It is further resolved by the Wabasha County Board of Commissioners that the Wabasha County Engineer is authorized to execute the Agreement and any amendments to the Agreement.

Resolution No.: 2013-144

Whereas, the 2013 State of Minnesota Legislative Session approved legislation authorizing all counties to levy a wheelage tax under Minnesota Statute 163.051, and

Whereas, counties that intend to enact the tax and have the State do the collection beginning January 1, 2014 must notify the state of their intent by August 1, 2013.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes and imposes a wheelage tax as provided in Minnesota Statutes 163.051 in an amount of $10 per year on each motor vehicle as applicable under State Statute and effective starting in a registration period on January 1, 2014.

Be it Further Resolved that the Wabasha County Board of Commissioners hereby requests that the wheelage tax be collected by the State Registrar of Motor Vehicles, as provided for in Minnesota Statutes 163.051.

Be it Further Resolved, that the Wabasha County Board of Commissioners hereby directs the Wabasha County Auditor/Treasurer to certify the tax to the State Registrar of Motor Vehicles before August 1,2013 and that the tax be effective January 1, 2014.

Discussion to consider 550th Street a candidate for a County Highway. And if desired, consensus to begin process for a road jurisdiction change. Consensus of the Board was to leave 550th Street as is.

 

WOBBE - HARMS

Resolution No.: 2013-145

Whereas, a 2002 Ford Explorer utilized by the Zoning Department is being replaced with a 2007 Dodge Durango from Sheriff's Department; and

Whereas, the Zoning Department is requesting that the 2002 Ford Explorer be sold since it is considered excess property; and

Whereas, the Wabasha County Sheriff's Department regularly sells vehicles on eBay.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners authorizes the Wabasha County Sheriff to sell the 2002 Ford Explorer (VIN # 1FM2U72E82ZA81627) from the Zoning Department on eBay.

Be It Further Resolved, funds from the sale shall be deposited to the Wabasha County Sheriff's squad car fund.

Resolution No.: 2013- 146

Whereas, the Zoning Department received an excess 2002 Ford Explorer from the Sheriff's Department; and

Whereas, the Sheriff's Department has a 2007 Dodge Durango that is also an excess vehicle in much better condition than the 2002 Ford Explorer; and

Whereas, the Zoning Administrator requests that the 2007 Durango (VIN: 1D8HB482X7F5395182002) be transferred to the Zoning Department and the 2002 Ford Explorer be sold since it is considered excess property.

Now Therefore Be It Resolved, the 2007 Dodge Durango bearing VIN # 1D8HB482X7F5395182002 be transferred to the Wabasha County Zoning Department.

Resolution No.: 2013-147

Whereas, Wabasha County Public Health has been receiving Public Health Emergency Preparedness grant money from the MN State Dept for the last 9 years, and;

Whereas, the MN Dept of Health has offered grant funding of $19,000 for July 1, 2013-June 30, 2014 to the Public Health Dept. to continue the work of planning, drilling, and responding to Public Health Emergencies

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that; the Director of Public Health accept this grant funding to continue this work

Resolution No.: 2013-148

Whereas, Wabasha County Public Health wishes to receive State Health Improvement Plan (SHIP) grant monies which were made available by the 2013 legislative session, and;

Whereas, it is not financially sound to apply as a South East Regional effort this grant cycle,

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that; Wabasha County Public Health apply as a single entity for SHIP grant funding, for the period of November 2013 thru June 30, 2015.

A discussion of Commissioner Committee and Meeting Assignments was tabled until there is a full Board present.

 

SPRINGER – WOBBE

Resolution No.: 2013-149

Whereas, on February 5, 2013, the Wabasha and Olmsted County boards held a joint meeting to discuss how to proceed with the development of a Lake Improvement District (LID)that would encompass Lake Zumbro; and

Whereas, on February 12, 2013, the Wabasha County Board voted to enter into a Joint Powers Agreement with Olmsted County to oversee the potential LID as well as carry out other duties as proscribed by the counties; and

Whereas, members of the LID board need to be appointed; and

Whereas, the Olmsted County Board passed a motion approving a proposed Slate of Candidates for the LID Board and appointed an Olmsted County Board Commissioner to serve as ex-officio member of the LID Board as requested.

Whereas, that proposed list of candidates is as follows: 1.Steve Roth, 2.Jason LaPlante, 3.Matt Johnson, 4.Dean Albertson, 5. Derrick Johnson, 6.Mark Mathre, 7.Joe Weis, 8.Lou Ohly, 9.Donald Srpinger

Whereas, the Wabasha County Board would need to take action to either approve or reject the slate of proposed candidates; and

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that:

The Board approves the proposed Slate of Candidates referenced above for the LID Board including having Commissioner Donald Springer serve as ex-officio non-voting member.

Resolution No.: 2013-150

Whereas, the Wabasha County Social Services Director, Terry Smith, has submitted his letter of retirement, effective October 4, 2013; and

Whereas, Mr. Smith has been employed by Wabasha County since May, 1982 and is departing Wabasha County in good standing; and

Whereas, the Director of Social Services recommends acceptance of the letter of retirement;

Now therefore be it resolved by the Wabasha County Board of Commissioners, that the retirement of Terry Smith is accepted.

Budget appropriation requests for 2014 were presented by: SEMCAC, Wabasha County Historical Society, and Wabasha-Kellogg Chamber of Commerce (Southern MN Tourism Association Membership). Approval of requests will be done at a future Board meeting.
