Wabasha County Board of Commissioners Meeting of September 3, 2013
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, September 3, 2013 at 9:00 a.m.
The meeting was called to order by Acting Board Chairman Springer.
The following Commissioners were present: Wobbe, Springer, Harms, Roschen. Absent: Hall
HARMS - ROSCHEN Motion to approve the agenda. Adopted Unanimously WOBBE - HARMS Motion to approve the consent agenda including the following: Claims Meal Vouchers Per Diems SSIS Claims Minutes: Minutes: August 20, 2013, August 27, 2013; Special Board Meetings August 23-24, 2013 Donation of $100 from Plainview-Elgin-Millville School to the Sheriff's Office KIDS's ID program; $100 from Burkhardt-Roemer Post 4086 to the Youth Link Mentorship program. Adopted Unanimously WOBBE – HARMS Resolution No.: 2013-170 Whereas, a Kato Light Power Generator is considered a surplus; and, Whereas, the Wabasha County Sheriff Office is requesting that this item be given to Wabasha City Public Utilities as is, at no cost. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to dispose of said Kato Light Power Generator (Serial #8811-186) to Wabasha City Public Utilities as is. Be it Further Resolved by the Wabasha County Board of Commissioners that: will be given to Wabasha City Public Utilities at a no cost. Adopted Unanimously HARMS - ROSCHEN Resolution No: 2013-171 Contract #67334; CFDA #97.012 and authorization for Auditor's Warrant Whereas, the Sheriff's Office has received notification of award for the 2013 Federal Boating Safety Supplemental Equipment Grant; and, Whereas, this grant contract needs to be approved and signed by the Sheriff, County Auditor or County Administrator and County Board Chairperson; and Whereas, the Sheriff requests the approval and signing of the 2013 Minnesota Department of Natural Resources Federal Boating Safety Supplemental Equipment Grant by the County Auditor, Chairman of the County Board, and Sheriff. Whereas, this grant expires October 31, 2013 and all requirements (Exhibit A) must be met on or before this date in order to receive reimbursement. Whereas, the Sheriff also requests approval for the Auditor's Office to cut an Auditor's Warrant not to exceed the award amount of $1,541.00 once the invoices are received to ensure reimbursement timelines are met. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2013 Minnesota Department of Natural Resources Federal Boating Safety Supplemental Equipment Grant is hereby approved and authorizes it's signing by the Chairman of the County Board, County Auditor, and Sheriff. Be it further Resolved by the Wabasha County Board of Commissioners that: the Auditor's Office is hereby authorized to cut an Auditor's Warrant not to exceed the award amount of $1,541.00 to the respective vendors once invoices are received. Adopted Unanimously ROSCHEN – WOBBE Resolution No: 2013-172 Whereas, Wabasha County is required by the FCC to narrow band existing radio systems which includes the Outdoor Warning Siren radio system, and Whereas, Wabasha County will use the Minnesota State purchase contracts as the basis for purchase of said equipment thru Whitewater Wireless Inc., and Whereas, Wabasha County, using 911 funds (01-290-295) to purchase and utilize, has set aside designated funds of costs incurred for said radio equipment, Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: Wabasha County commits to the purchase of said radio equipment for Outdoor Warning Siren Enhancement and narrow banding for the City of Plainview, not to exceed the sum of $7,000.00. Adopted Unanimously ROSCHEN - HARMS Resolution No.: 2013-173 Be it Resolved by the Wabasha County Board of Commissioners that Wabasha County enter into the attached Grant Contract with the Minnesota Department of Veterans Affairs (MDVA) to conduct the following Program: County Veterans Service Office Enhancement Grant Program. The grant must be used to provide outreach to the County's veterans; to assist in the reintegration of combat veterans into society; to collaborate with other social service agencies, educational institutions, and other community organizations for the purposes of enhancing services offered to veterans; to reduce homelessness among veterans; and to enhance the operations of the County Veterans Service Office, as specified in Minnesota Laws 2013 Chapter 142 Article 4. This Grant should not be used to supplant or replace other funding. Be It Further Resolved by the Wabasha County Board of Commissioners, that Nathan Pelz, the County Veterans Service Officer, be authorized to execute the attached Grant Contract for the above-mentioned Program on behalf of the County. Adopted Unanimously HARMS - ROSCHEN Resolution No.: 2013-174 Whereas, The Wabasha County Board of Commissions authorized the contract with The Schneider Corporation on May 21st, 2013, for the purchase of the Beacon Web Portal with the understanding some of the costs would be offset by subscription fees to advanced users; Whereas, Basic GIS functionality, tax data search, and other basic information will be provided via the Beacon website at no charge to public viewers; Whereas, Detailed appraisal data collected and maintained by the Wabasha County Assessor's Office has commercial value and is outside the scope of information typically requested by the public; Whereas, The Wabasha County Assessor, The Wabasha County Auditor/Treasurer, and The Wabasha County GIS Coordinator recommend the approval of the Beacon Subscription Fee Schedule for access to detailed appraisal data, comparable search functionality, and advanced GIS layers. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Beacon Subscription Fee Schedule is adopted effective September 15th, 2013. Adopted Unanimously WOBBE – HARMS Resolution No.: 2013-175 Whereas, the Wabasha County Human Services Board adopted a schedule of meetings for calendar year 2013 wherein the Human Services meeting begins following the conclusion of the County Board meeting; and Whereas, this schedule has resulted in the random start to the Human Services meetings with no set starting time; and Whereas, this schedule has been in place since March 2013 and has shown to be difficult in operational process to coordinate with staff and necessary guests to attend the Human Services Board meetings; Whereas, the Human Services Board members wish to re-establish a set time for the beginning of the Human Service Board meetings; Now therefore be it resolved by the Wabasha County Board of Commissioners, that the Human Services Board meetings shall be designated to begin at 1:00 PM on the fourth Tuesday of each month, beginning with the September 24, 2013 meeting. Adopted Unanimously HARMS - WOBBE Resolution No.: 2013-176 Whereas, the Wabasha County Human Director has accepted the resignation of Marcia Hitz, on behalf of the Wabasha County Human Services Board, effective September 27, 2013; and Whereas, Ms. Hitz has been employed by Wabasha County Social Services for 14 years; and Whereas, the Director recommends maintaining the current level of staffing to provide necessary services in Wabasha County; and Whereas, the Director of Social Services recommends this vacancy be filled; Now therefore be it resolved by the Wabasha County Board of Commissioners, that the resignation of Marcia Hitz is accepted, with reluctance and best wishes in her new position, and the Director of Social Services hereby be authorized to fill the Social Services Supervisor vacancy to maintain normal operations of the Social Services Department. Adopted Unanimously ROSCHEN – HARMS Resolution No.: 2013-177 Whereas, the Wabasha County Highway Department proposes to acquire land along the existing right of way of County State Aid Highway 10 for the purpose of the proposed construction under S.A.P. 079-610-013; and Whereas, S.A.P. 079-610-013 is necessary in order to improve this segment of County State Aid Highway 10 to provide for public health, welfare, safety and convenience; and Whereas, the lands necessary to be acquired for S.A.P. 079-610-013 are described in Wabasha County Highway Right of Way Plat No. 43. Now therefore be it resolved that the Wabasha County Board of Commissioners hereby accepts Wabasha County Highway Right of Way Plat No. 43, designating the definite location of the right of way. Be it further resolved, that the Wabasha County Board of Commissioners hereby authorizes the County Highway Engineer to proceed to acquire the necessary lands as described in Wabasha County Highway Right of Way Plat No. 43 in accordance with applicable laws and statutes. Adopted Unanimously WOBBE - HARMS Resolution No.: 2013-178 Maintenance Agreements with Cities for 2014 Whereas, Wabasha County is obligated to maintain County State Aid Highways within cities throughout the County, and Whereas, it is more expedient for the citizens of the listed cities to have those cities perform the maintenance activities of snow and ice control and removal, and sweeping and removal of debris. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County of Wabasha enter into the attached agreements for the maintenance activities described above with the City of Elgin, Kellogg, Mazeppa, Millville, Plainview and Wabasha, and authorizes the Chairman of the Board and County Coordinator to execute the Agreements. The table below is a summary of the mileages and payment amounts of the agreements. Adopted Unanimously ROSCHEN – Motion by Roschen to strike a paragraph in the Right-Of-Way Encroachment Agreement dealing with liability insurance. This motion was then withdrawn and Resolution 2013-180 was tabled. Resolution No.: 2013-180 Be it resolved by the Wabasha County Board of Commissioners that Wabasha County enter into the attached Right of Way Encroachment Agreement between the County and Owners of Record, Dallas V. Moe and Trina R. Refsland and authorizes the County Board Chair to execute the Agreement. (or other County Board alternative) Tabled ROSCHEN - WOBBE Resolution No.: 2013-181 Whereas, Project S.P. 055-610-021, S.P. 079-604-044, S.A.P. 055-610-023 and S.A.P. 079-604-047 Minn. Project No. STPX 8811(258) – Grading, Aggregate Base, Concrete Surface, Bridge 55J81 and 79548 with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Hoffman Construction Company in the amount of $50,000.
