Meeting of November 5, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, November 5, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

 

SPRINGER - HARMS

Motion to approve the agenda after removing Item C from the agenda.

SPRINGER - WOBBE

Motion to approve the consent agenda, including the following and after adjusting invoice.

SPRINGER – WOBBE

Claims were amended to remove $222.48 from the Iverson Reuvers Condon for services dated prior to resolution being passed by the County Board. The amount removed is being looked into by county staff.

Resolution No.: 2013-221

Whereas, Daniel and Kathleen Wetterstrom, of parcel # R22.02745.00 located at 1212 S Lakeshore Dr, Lake City has provided a written request to the Wabasha County Board of Commissioners regarding the local option abatement for property not qualifying for disaster credit as defined in MS 273.1233.

Whereas, the Wabasha County Assessor has determined that fifty percent or more of the home was destroyed by fire on May 23, 2013, and the home was not livable.

Now therefore be it resolved by the Wabasha County Board of Commissioners that, a reduction in the 2013 property tax is granted on parcel # R22.02745.00 based on the number of complete months the home is uninhabitable or unlivable.

SPRINGER - HARMS

Resolution No.: 2013-222

Whereas, the Property Tax Division of the Minnesota Department of Revenue is implementing a new Property Tax Record Information System of Minnesota (PRISM).

Whereas, each County in Minnesota will have costs involved to implement this system.

Whereas, the Minnesota Legislature has authorized a grant of $300,000 to help counties pay for their costs.

Whereas, each County has to apply for the grant.

Whereas, the Chairperson of each County must sign the grant application.

Now therefore be it resolved that the Wabasha County Board of Commissioners Chairperson sign the application. . Authorize Chairperson to sign the grant application on behalf of the County.

Resolution No.: 2013-223

Whereas, Wabasha County has advertised, taken and reviewed applications and conducted interviews for one vacant Highway Maintenance Worker Position,

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the hiring of Simon Kehren as a Highway Maintenance Worker contingent upon successful pre-employment background check and drug testing.

SPRINGER - HALL

Resolution No: 2013-224

Whereas, Wabasha County has completed the hiring process for the retention of a new Wabasha County Social Services Director; and

Whereas, the County of Wabasha has offered and John Dahlstrom has accepted the position of Wabasha County Social Services Director; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners hereby accepts and authorizes the appointment of John Dahlstrom as Wabasha County Social Services Director. The starting date of employment shall be 12/02/13 and the annual salary shall be $79,606. The following additional terms of employment have been agreed upon...

• Initial salary at step 4, $38.272/hour or $79,606/year.

• Increase to step 5, following successful review of goals at 6 months of employment.

• Increase to step 6, following successful review of goals at 12 months of employment.

• Subsequent step increases would occur following successful review after each 12 month period to the end of the 10 step range or be subject to County policy regarding step increases.

• Mr. Dahlstrom will also be credited with 40 hours of vacation and 40 hours of sick leave, begin accruing at the 10 year step for vacation, and vacation will be available immediately upon hire.

John Dahlstrom was hired as Wabasha County Social Services Director and will begin December 2, 2013.

 

SPRINGER - WOBBE

Resolution No.: 2013-225

Whereas, Wabasha County has applied for and been granted $20,832 to apply toward expenses associated with the Wabasha County Emergency Management Office through the Emergency Management Performance Grant, and

Whereas, said grant is a 50% matching grant that is awarded through the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management, and

Now, Therefore, be it Resolved that Wabasha County enter into an Agreement with the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management, by signing the 3 originals of the 2013 Emergency Management Performance Grant Contract.
