Special Meeting of January 14, 2014

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Special Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, January 14, 2014 at 9:00 a.m.

 

Purpose of this special meeting was to hire an interim county administrator after discussion with the county administrator hiring committee, fill the assistant county attorney position, and discuss labor negotiation strategy.

 

The meeting was called to order by Board Chairman Springer.

The following Commissioners were present:  Springer, Wobbe, Hall, Harms, Roschen

 

HALL – WOBBE

Motion to approve the agenda.

Adopted Unanimously

 

Public Forum:  hiring county administrator.

 

Discussion with the County Administrator Hiring Committee in regard to hiring an interim county administrator.

Members present included:  Deb Koenig, Finance Director; Judy Barton, Public Health; Randy Eggenberger, Citizen; Don Springer, County Commissioner.  Also on the committee but not present was Gayle Gillespie, Citizen.

 

WOBBE – SPRINGER

Resolution No:  2014-020

Whereas, the individual hired as the County Administrator has resigned from the position creating a vacancy in the office of the County Administrator; and

Whereas, the Wabasha County Board of Commissioners appointed a committee to help find and recommend to the Board a suitable candidate for the position of County Administrator; and

Whereas, the committee recommends that Michael Plante be appointed as the interim County Administrator.

Now Therefore Be It Resolved that the Wabasha County Board of Commissioners hereby accepts and authorizes the employment agreement (attached Exhibit 1) with Michael Plante as Wabasha County Interim County Administrator according to the terms and conditions of said employment agreement.  The starting date of employment shall commence on April 1, 2014, or when the County hires a replacement Assistant County Attorney, whichever occurs first. The annual salary shall be $82,140.86 which represents Step 2 of the salary grid for this position.

Be it further resolved, that Michael Plante will be resigning his position as Assistant County Attorney for Wabasha County to accept the position of Interim County Administrator and this action is not to be considered as a break in service with his employment with Wabasha County.

Whereas, a vacancy has been created in the County Attorney's Office due to Michael Plante being appointed Interim County Administrator; and

Whereas, a replacement Assistant County Attorney should be retained to fill the position; and

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Attorney's Office s authorized to begin the process to retain an Assistant County Attorney.

Motion to open Labor Negotiations closed session.

Resolution:  2014-022

Whereas, Minn. Stat. §13D.01 subd. 1(a) permits closing a County Board meeting for the purposes of discussing labor negotiation strategy;

Whereas, the County Board desires to consult with its attorney regarding the best course of action to take during the upcoming labor negotiations.

Whereas, the County Attorney has advised the Board that it is not possible to fully discuss strategy and the options available to the County in a public meeting that may be attended by the opposing party

Whereas, without such a meeting the County will have to make decisions without the full benefit of consultation with counsel, and is concerned that in such a situation, it could make poor or uninformed decisions, exposing the County and its taxpayers to liabilities and costs that could be avoided by fully informed decision making available only in a closed session with counsel.

Whereas, certain phases of the negotiation strategy may be impaired if every discussion is available for the benefit of opposing parties;

Whereas, the County Board wishes to meet with its attorney to discuss the pros and cons, and strategy regarding the labor negotiations, and finds that such a discussion cannot be had in public session.

Whereas, based upon the foregoing the Board finds there is an absolute need for confidentiality of this matter.

Now, Therefore, Be It Resolved a closed meeting of the County Board addressing the labor negotiation strategy will be held with the County Attorney and other County staff. No subject matter other than the foregoing shall be discussed at said meeting.
