Meeting of March 18, 2014

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, March 18, 2014 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Springer.

 

The following Commissioners were present: Springer, Wobbe, Hall, Harms, Roschen

 

SPRINGER - HALL

Motion to approve the agenda after moving the Commissioner Reports and Board Concerns prior to the closed session.

ROSCHEN - WOBBE

Resolution No: 2014-092

Whereas, a letter of resignation was tendered by Full-Time Jailer Amber Fjerstad, and;

Whereas, Ms Fjerstad's resignation is effective March 9th, 2014, and;

Whereas, the vacancy created by Ms Fjerstad's resignation will drop the Wabasha County Jail's staffing plan below the State mandated number of jailers required to operate.

Now Therefore be it Resolved the Wabasha County Board of Commissioners hereby accepts the letter of resignation of Full Time Jailer Amber Fjerstad.

Resolution No: 2014-093

Whereas, a vacancy for a Jailer position has been created;

Whereas, it is expected that this vacancy will be filled from an Eligibility List of applicants.

Whereas, the Wabasha County Sheriff is requesting authorization to hire a Jailer to fill this vacancy.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that he Wabasha County Sheriff's Office is hereby authorized to hire a Jailer to fill the current vacancy, effective immediately.

HARMS - ROSCHEN

Resolution No.: 2014-094

Whereas, the county has an old printer which is now surplus,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the IT director is authorized to dispose of the surplus printer with asset tag number 1245, to a recycler or junk hauler of his choosing, and to pay any necessary fees if they cannot be avoided.

Resolution No.: 2014-095

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department to advertise and hire five 2014 Part-Time Temporary Seasonal Employment Positions.

WOBBE - HALL

Resolution No.: 2014-096

Whereas, the Wabasha County Attorney's Office has provided prosecution services to the City of Plainview from April 2008 to present; and

Whereas, the City of Plainview wishes to extend the contract for one year starting April 2014; and

Whereas, the County Board of Commissioners, with the recommendation of the County Attorney that said contract be extended at a cost to the City of Plainview of $1,800.00 per month paid to County, divided $750 a month County and $350 a month each attorney, James Nordstrom, Karrie Kelly, Elena Rozwadowski, in the County Attorney's Office.

Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that the chairman of the County Board and its Acting Board Clerk sign said contract upon receipt from the City of Plainview.

Resolution No. 2014-097

Whereas, the Public Health Director and Social Services Director have identified workforce planning needs for their departments; and

Whereas, creating a joint supervisory position that provides oversight of community & home based services from both departments was determined to better coordinate county services and benefit the public; and

Whereas, on February 25, 2014 the Wabasha County Board of Commissioners authorized the internal recruitment of a Community & Home Based Supervisor to oversee staff from both the Public Health and Social Services departments. The position will be a temporary appointment not to exceed 2 years;

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that attached job description (Exhibit A) be adopted for the position of Community & Home Based Supervisor.

Resolution No. 2014-098

Whereas, the Public Health Director and Social Services Director have identified workforce planning needs for their departments; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that the position of "Community & Home Based Supervisor" is placed on pay level 7 of the appropriate grid.

WOBBE - HARMS

Resolution No.: 2014-099

Whereas, Minn. Stat. §13D.01 subd. 1(a) permits closing a County Board meeting for the purposes of discussing labor negotiation strategy;

Whereas, the County Board desires to consult with its attorney regarding the best course of action to take during the upcoming labor negotiations.

Whereas, the County Attorney has advised the Board that it is not possible to fully discuss strategy and the options available to the County in a public meeting that may be attended by the opposing party

Whereas, without such a meeting the County will have to make decisions without the full benefit of consultation with counsel, and is concerned that in such a situation, it could make poor or uninformed decisions, exposing the County and its taxpayers to liabilities and costs that could be avoided by fully informed decision making available only in a closed session with counsel.

Whereas, certain phases of the negotiation strategy may be impaired if every discussion is available for the benefit of opposing parties;

Whereas, the County Board wishes to meet with its attorney to discuss the pros and cons, and strategy regarding the labor negotiations, and finds that such a discussion cannot be had in public session.

Whereas, based upon the foregoing the Board finds there is an absolute need for confidentiality of this matter.

Now, Therefore, Be It Resolved a closed meeting of the County Board addressing the labor negotiation strategy will be held with the County Attorney and other County staff. No subject matter other than the foregoing shall be discussed at said meeting.
