The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 15, 2014 at 9:00 a.m.
The meeting was called to order by Board Chairman Springer. The following Commissioners were present: Springer, Wobbe, Hall, Harms, Roschen

SPRINGER - WOBBE Resolution No.: 2014-100 Whereas, Wabasha County wishes to remain a Delegated County for the County Feedlot Program; and Whereas, Minnesota Rules Chapter 7020 requires that a Delegation Agreement must be reviewed and approved by a Delegated County and the Minnesota Pollution Control Agency(MPCA) annually; and Whereas, The Environmental Services Department has prepared a 2014-2015 Delegation Agreement and Work Plan in consultation with the MPCA. Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the attached 2014-2015 Delegation Agreement and Work Plan. Adopted Unanimously WOBBE - HARMS Resolution No.: 2014-115 Whereas, Wabasha County has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A; and Whereas, the Social Security Administration requires a "dedicated account" be opened to receive Supplemental Social Security Income (SSI) past-due benefits for a Social Services client; and Whereas, the funds received can only be used for eligible expenses that benefit the client. Now therefore be it resolved, that the Wabasha County Board of Commissioners authorizes the opening of an account to manage the funds received. Be it further resolved, by the Wabasha County Board of Commissioners that Debbie Koenig, Finance Director and Nicki Moline, Fiscal Supervisor, are approved as authorized signers on the account. Adopted Unanimously Resolution No.: 2014-116 Whereas, Wabasha County's current maintenance contract for the three elevators is expiring on June 30, 2014; and Whereas, the County requested quotations from two vendors for the continuation of the service; and Whereas, the proposed maintenance agreements have been received and reviewed. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Wabasha County herby accepts the agreement from ___________________________ and the County Interim Administrator is herby authorized to sign the agreement. Tabled to April 22 Board Meeting ROSCHEN – HALL Resolution No.: 2014-117 Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant for 2010 Local Road and Bridge Disaster Relief on County State Aid Highway 11 under S.A.P. 079-611-031, and Whereas, the Commissioner of Transportation has given notice that funding for this Project is available, and Whereas, the amount of the 2010 Local Road and Bridge Disaster Relief (LRBDR) grant for construction has been determined to be $577,736.25 by reason of the lowest responsible bid, and Whereas, the amount of the 2010 Local Road and Bridge Disaster Relief (LRBDR) grant for engineering has been determined to be $75,000, and Whereas, the State of Minnesota requires the attached Grant Agreement No. 05483 and Declaration for S.A.P. 079-611-031 be executed by Wabasha County in order to receive the necessary funds for this Project. Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that, Wabasha County does hereby agree to the terms and conditions of the grant and 2010 Local Road and Bridge Disaster Relief Grant Agreement, and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for this project but not required. Grant agreement information is on file at the County Highway Department. Be it further resolved that, the Chair of the Wabasha County Board of Commissioners and Interim County Administrator are hereby authorized to execute the 2010 Local Road and Bridge Disaster Relief Grant Agreement and Declaration on behalf of Wabasha County. Adopted Unanimously ROSCHEN - HARMS Resolution No.: 2014-118 Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant for 2010 Local Road and Bridge Disaster Relief on County Aid Highway 68 under S.A.P. 079-598-025, and Whereas, the Commissioner of Transportation has given notice that funding for this Project is available, and Whereas, the amount of the 2010 Local Road and Bridge Disaster Relief (LRBDR) grant for construction has been determined to be $144,256.50 by reason of the lowest responsible bid, and Whereas, the amount of the 2010 Local Road and Bridge Disaster Relief (LRBDR) grant for engineering has been determined to be $53,000, and Whereas, the State of Minnesota requires the attached Grant Agreement No. 04788 and Declaration for S.A.P. 079-598-025 be executed by Wabasha County in order to receive the necessary funds for this Project. Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that, Wabasha County does hereby agree to the terms and conditions of the grant and 2010 Local Road and Bridge Disaster Relief Grant Agreement, and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for this project but not required. Grant agreement information is on file at the County Highway Department. Be it further resolved that, the Chair of the Wabasha County Board of Commissioners and Interim County Administrator are hereby authorized to execute the 2010 Local Road and Bridge Disaster Relief Grant Agreement and Declaration on behalf of Wabasha County. Adopted Unanimously WOBBE - HALL Resolution No.: 2014-119 Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant for 2010 Local Road and Bridge Disaster Relief on County Aid Highway 69 under S.A.P. 079-598-026, and Whereas, the Commissioner of Transportation has given notice that funding for this Project is available, and Whereas, the amount of the 2010 Local Road and Bridge Disaster Relief (LRBDR) grant for construction has been determined to be $246,664.50 by reason of the lowest responsible bid, and Whereas, the amount of the 2010 Local Road and Bridge Disaster Relief (LRBDR) grant for engineering has been determined to be $55,000, and Whereas, the State of Minnesota requires the attached Grant Agreement No. 04783 and Declaration for S.A.P. 079-598-026 be executed by Wabasha County in order to receive the necessary funds for this Project. Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that, Wabasha County does hereby agree to the terms and conditions of the grant and 2010 Local Road and Bridge Disaster Relief Grant Agreement, and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for this project but not required. Dietrich Flesch, Highway Engineer, presented the Highway Department Annual Report to the Board.
WOBBE – HALL Resolution No.: 2014-120 Whereas, The Wabasha County Board and the Wabasha Human Services Board have approved the job description for a Temporary Home and Community Based Services Supervisor, not to extend beyond 2 years; and Whereas, The Wabasha County Board and the Wabasha Human Services Board have also approved the hiring of this temporary position; and Whereas, The County Administrator, the County Social Services Director, and the Public Health Director, have conducted interviews with the internal applicants; and Whereas, the hiring committee is recommending the hiring of Tammy Fiedler for this temporary position, and the Human Services Board has recommended that this temporary position be placed at pay grade 7, step 5 for reimbursement; and Whereas, the Board is filling this temporary position with an internal candidate, the Board will offer the assurance that Tammy Fiedler may return to a staff nurse position in Public Health if at any time she does not continue in this temporary position, up to and including when and if it is made a permanent position; Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, it hereby accepts and authorizes the appointment of Tammy Fiedler in the temporary position of Home and Community Based Services Supervisor, at pay grade 7, step 5. The starting date of employment shall be April 21, 2014. Adopted Unanimously HARMS - SPRINGER Resolution No.: 2014-121 Whereas, the Wabasha County Board and the Wabasha Human Services Board have previously approved filling the vacant Social Services Supervisor position; and Whereas, the County Administrator, the Social Services Director, and the Public Health Director, have conducted interviews with applicants for this position; and Whereas, the hiring committee is recommending the hiring of Luke Simonett for this position, and is also recommending that based upon the candidate's qualifications and in recognition of the difficulty in filling this position, that the salary be set at pay grade 7, step 4 for reimbursement; and Whereas, the hiring committee is also recommending that Luke Simonett begin accruing at the 6th year step for vacation; Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, it hereby accepts and authorizes the appointment of Luke Simonett as Social Services Supervisor, at pay grade 7, step 4, and begin accruing at the 6th year step for vacation. The starting date of employment shall be April 28, 2014. Adopted Unanimously Resolution No.: 2014-122 Whereas, a letter of resignation has been tendered by John Graupner, effective June 2, 2014; and Whereas, this will create a vacancy in the maintenance department; and Whereas, the Wabasha County Administration department is requesting authorization to fill the position of _______________________ at a pay grade level ____________________ per the Courthouse Union Contract. Now therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board hereby accepts the resignation of John Graupner, Custodian. Be it further Resolved by the Wabasha County Board of Commissioners that, the Interim Administrator is hereby be authorized to advertise and fill the position of _________________________ in order to ensure the continued effective and efficient operations of the of the Maintenance Department. Tabled to April 22 Board Meeting WOBBE - ROSCHEN Resolution No.: 2014-123 Whereas, the County has approved a personnel policies and procedures manual that is a living document; and Whereas, periodically it is necessary to establish new policies and procedures for effective personnel administration; and Whereas, the personnel policy and procedures committee has determined a need for new policy to be added to the manual; and Whereas, the personnel policy and procedures committee recommends adoption of the attached Continuous Service Policy. Now there be it resolved by the Wabasha County Board of Commissioners that, the Continuous Service Policy as presented is hereby approved. Adopted Unanimously Resolution No.: 2014-124 Whereas, the County has approved a personnel policies and procedures manual that is a living document; and Whereas, periodically it is necessary to establish new policies and procedures for effective personnel administration; and Whereas, the personnel policy and procedures committee has determined a need for new policy to be added to the manual; and Whereas, the personnel policy and procedures committee recommends adoption of the attached Layoff Policy. Now there be it resolved by the Wabasha County Board of Commissioners that the Layoff Policy, as presented, is hereby approved. Tabled to April 22 Board Meeting HALL - HARMS Resolution No.: 2014-125 Whereas, the County has approved a personnel policies and procedures manual that is a living document; and Whereas, periodically it is necessary to establish new policies and procedures for effective personnel administration; and Whereas, the personnel policy and procedures committee has determined a need for new policy to be added to the manual; and Whereas, the personnel policy and procedures committee recommends adoption of the attached Chain of Command Policy. Now there be it resolved by the Wabasha County Board of Commissioners that the Chain of Command Policy, as presented, is hereby approved. Adopted Unanimously ROSCHEN - SPRINGER Resolution No.: 2014-126 Whereas, the County has approved a personnel policies and procedures manual that is a living document; and Whereas, periodically it is necessary to review and update policies and procedures for effective personnel administration; and Whereas, the personnel policy and procedures committee has determined a need for policy review; and Whereas, the personnel policy and procedures committee recommends revision of the attached Outside Employment Policy and Report of Outside Employment form. Now there be it resolved by the Wabasha County Board of Commissioners that the Outside Employment Policy and Report form, as presented, is hereby approved. Adopted Unanimously HALL - WOBBE Resolution No. 2014-127 Whereas, the County Board annually at the first meeting of the year reviews the various committees, boards, or other official duties and assigns commissioner(s) to them; and Whereas, in 2013 the Board appointed members (Commissioners Springer and Roschen) as members of the Policy Committee; and Whereas, the Board chose not to make appointments to the committee for 2014; and Now Therefore Be It Resolved that the Wabasha County Board of Commissioners appoints Commissioner Springer as a member of the Policy Committee.
