Meeting of July 1, 2014

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, July 1, 2014 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Springer.

The following Commissioners were present: Springer, Wobbe, Hall, Harms. Absent: Roschen

Whereas, the applicants do have current food & beverage licenses issued by Wabasha County Public Health, and

Whereas, the applications have been approved by the County Attorney and County Sheriff. The Wabasha County Auditor/Treasurer has received the certificate of insurance and the appropriate license fee. The liquor license will run from August 1, 2014 to July 31, 2015.

Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of Liquor License to the individuals listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

HALL - SPRINGER

Resolution No.: 2014-172

Whereas, August 12th 2014 is the Primary Election date and November 4th 2014 is the State General Election date.

Whereas, if a recount(s) is called by the Secretary State Recount Agreements are needed between State of Minnesota and Wabasha County.

Whereas, State of Minnesota has drafted the Recount Agreements (attached).

Whereas, County Attorney, James Nordstrom and Chief Election Official, Denise M Anderson have reviewed the agreement.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners hereby authorizes Denise M Anderson, Chief Election Official, to sign the agreements with State of Minnesota dealing with a possible recount.

Resolution No.: 2014-173

Be It Resolved, that the Wabasha County Board of Commissioners, hereby authorize the establishment of an Absentee Ballot Board, Mail Ballot Board and UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act) Ballot Board under Chapter 203B.121, Subd 1 and 203B.23 of2011 Minnesota Statutes, pertaining to Ballot Boards, and

Be It Resolved , that these Boards will meet on an as needed basis when called by a Wabasha County Auditor/Treasurer during the 46 calendar days prior to each election, and

Be It Resolved that a minimum of any two people from different major parties can constitute a quorum for a meeting and

Be It Resolved that this board will Accept or Reject absentee ballots and process ballots throughout the Absentee voting period, and

Be It Resolved that this board will follow all statutory requirements enacted by the Minnesota Legislature and count the absentee ballots after the polls close rather than deliver absentee ballots to the polling sites.

Therefore, the Wabasha County Board of Commissioners approves the establishment of an Absentee Ballot Board, Mail Ballot Board and UOCAVA Ballot Board and appoints the following election officials on that board for 2014: Denise M. Anderson, Francie Warren, Audry Plote, Christine Niesen.

Resolution No.: 2014-174

Whereas, David Johnson on behalf of Marilyn Kastler submitted Steeple Ridge Second plat to create one (1) new parcel on land described as parcel 09.00162.00 located in part of the SE ¼, Section 17, Township 109 North, Range 14 West, Mazeppa Township; and

Whereas, The Wabasha County Planning Commission conducted a public hearing on June 23, 2014 to provide an opportunity for the public to present any testimony related to the request; and

Whereas, The Wabasha County Planning Commission discussed the matter and with a vote of 5-0 recommends to the Wabasha County Commissioners the request be approved without conditions.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves Steeple Ridge Second Plat without conditions.

Resolution No.: 2014-175

Whereas, Brad & Amy Handevidt have requested a Conditional Use Permit to allow for the rental of an existing barn and indoor arena for weddings and other social gatherings on parcel R17.00266.03 located in the Section 24, Township 109 North, Range 14 West (58343 Hwy 63, Zumbro Falls; and

Whereas, The Wabasha County Planning Commission conducted a public hearing on June 23, 2014 to provide an opportunity for the public to present any testimony related to the request; and

Whereas, The Wabasha County Planning Commission discussed the matter and with a vote of 5-0 recommends to the Wabasha County Commissioners the request be approved with the condition as follows:

1. Hours of operation shall be Friday and Saturday 10:00 a.m. to 12:00 a.m. Sunday through Thursday all events shall cease at 10:00 p.m.

2. There shall be no parking on the road right-of-way or along the highway for any event.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the Conditional Use Permit for Brad & Amy Handevidt with conditions.

Whereas, the County Board has many responsibilities that relate to other civic and governmental

organizations and agencies; and

Whereas, frequently, these responsibilities require the County Commissioners participate as a Committee

or Board Member for these organizations and agencies.
