Meeting of September 2, 2014

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, September 2, 2014 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Springer.

The following Commissioners were present: Springer, Wobbe, Harms. Absent: Hall, Roschen

WOBBE - HARMS

Resolution No: 2014-203

Whereas, three parcels (on attached list) of land have forfeited to the State of Minnesota for non-payment of taxes; and

Whereas, the County of Wabasha removed the parcels from sale with County Resolution # 2014-146 dated 05/27/14 to allow the City time to adjust the special assessment amounts.

Whereas, the City of Wabasha has adjusted the amount of special assessments against the forfeited parcels – City Resolution # 32-2014 dated 08/05/14.

Whereas, the Wabasha County Board of Commissioners desires to sell these parcels at a public auction again.

Be it Resolved by the Wabasha County Board of Commissioners that: all parcels of tax forfeited land listed on Tax Forfeited Land List 2011A be classified as non-conservation land; that the basic sale price of each parcel on the Tax Forfeited Land List 2011A be approved and authorization for a public sale be granted; pursuant to M.S. 282.01; that the sale will be held at 9:00 a.m., Thursday, October 2, 2014 by the Wabasha County Auditor/Treasurer in the Commissioner's Room of the Wabasha County Courthouse, for not less than the basic sale price; and that the sale be cash/money order/check only; that the County Auditor/Treasurer is hereby directed to publish a notice of sale as provided by law.

Be it Further Resolved, that the conditions and terms of the public sale shall be as described in the list contained here-in and approved by the Wabasha County Board of Commissioners.

HARMS - WOBBE

Resolution No.: 2014-204

Whereas, Wabasha County Auditor/Treasurer received a "Petition to Change the Name of Unnamed Stream" on August 8, 2014 from Duane Sprick. The stream is located in Sections 28 & 33, Township 110 and Range 11 in Glasgow Township.

Whereas, the petition does meet the qualifications set forth in MN Statue 83A-83A.07.

Whereas, the Wabasha County Recorder reviewed his records and confirm that this stream has not been named.

Whereas, the Wabasha County Auditor/Treasurer and Wabasha County Assistant County Attorney have reviewed and approved the petition as presented.

Whereas, a public hearing is required per MN Statue to hear comments from interested parties regarding naming the stream.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby, set a public hearing for October 7, 2014 at 9:15 am for hearing comments regarding the naming of the stream mention above.

WOBBE - SPRINGER

Resolution No.: 2014-205

Whereas, the Southeastern Minnesota Multi-County Housing and Redevelopment Authority was created by action of the Boards of Commissioners of Dodge, Goodhue, Wabasha and Winona Counties pursuant to Minnesota Statutes, Section 469.004; and

Whereas, Minnesota Statute Section 469.033, subs. 6, permits the Authority to levy and collect a special benefits tax not to exceed 0.0185 percent of taxable market value; and

Whereas, the Wabasha County Board of Commissioners has considered the Authority's request to approve a special benefit tax to be levied upon all taxable market value of taxable property within the Authority's area of operation within Wabasha County.

Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners instructs the County Auditor-Treasurer to certify a 2015 proposed special benefit property tax levy in the amount of $60,517 for Southeastern Minnesota Multi-County Housing Redevelopment to the Minnesota Department of Revenue.

SPRINGER - WOBBE

Resolution No.: 2014-206

Whereas, The Wabasha County Board of Commissioners approved a Special Benefit Tax agreement dated July 1, 2005 with Southeastern Minnesota Multi-County Housing and Redevelopment Authority for the purpose of paying, in part the debt service on the Authority's Tax Increment Revenue notes, Series 2005; and

Whereas, pursuant to this agreement, the Wabasha County Board of Commissioners does hereby certify the proposed special benefit property tax levy in the amount of $50,000.00 for the Southeastern Minnesota Multi-County Housing Redevelopment Authority, a Special Taxing district.

Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners instructs the County Auditor-Treasurer to certify the above 2015 proposed special benefit property tax levy for Southeastern Minnesota Multi-County Housing Redevelopment Authority to the Minnesota Department of Revenue.

HARMS - SPRINGER

Resolution No.: 2014-207

Whereas, the Local Water Management NRBG was allocated to the SWCD; and the SWCD can justify the funds were spent appropriately.

Whereas, the All Details Report shows how the funds were spent as reported to BWSR; and the money was spent by the grant expiration date.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that sign the Final Financial Report.

Board consensus was given to allow SWCD to sign similar financial documents in the future if reviewed by the County Administrator.
