Meeting of May 5, 2015

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, May 5, 2015 at 10:00 a.m.

 

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Wobbe. Absent: Springer

Resolution No.: 2015-094

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for SAP 079-599-077 Elgin Township bridge project.

Resolution No.: 2015-095

Whereas, the Minnesota Radiological Emergency Preparedness (REP) program and the Federal Emergency Management Agency (FEMA) have approved a Reception Center site at the Wabasha-Kellogg School to be used for possible decontamination efforts in the event an incident occurs at the Prairie Island Nuclear Power Plant in Red Wing, MN; and

Whereas, the City of Wabasha and Wabasha County have received training and equipment regarding opening the Reception Center when needed; and

Whereas, this Agreement provides roles and responsibilities for the City of Wabasha and Wabasha County when the Reception Center needs to be opened.

Now, Therefore, Be It Resolved that the Wabasha County Board of Commissioners approves and executes the Letter of Agreement with the City of Wabasha.

Resolution No.: 2015-096

Whereas, Kory & Kareen Bigalk submitted a plat to create two new lots and reconfigure parcel R17.00178.00 & parcel R17.00178.03 located in the NW ¼, Section 34, Township 109 North, Range 13 West, Town of Zumbro; and

Whereas, The Wabasha County Planning Commission conducted a public hearing on April 27, 2015 to provide an opportunity for the public to present any testimony related to the request; and

Whereas, The Wabasha County Planning Commission discussed the matter and with a vote of 4-0 recommends to the Wabasha County Commissioners the request be approved without conditions.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves Steeple Ridge Second Plat without conditions.

Resolution No.: 2015-097

Whereas, Wabasha County has a solid waste program that promotes recycling by way of providing collection sites throughout the County; and

Whereas, Collection sites utilize small sheds to house residential recycling materials until a contractor collects those materials; and

Whereas, Two sheds in Wabasha, three sheds in Plainview, and 1 shed at the Mazeppa Highway Shops have been identified as being excess or badly damaged property;

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves of the disposal of the excess and badly damaged sheds at the above referenced locations and that the County Administrator is authorized to dispose of them in them in a manner that he determines appropriate.

Whereas, the Wabasha County Policy 202 outlines the process for travel and training expense reimbursement for County employees; and

Whereas, the proposed changes would provide clarification or guidance as to the proper procedure, and what is allowed, under County Policy 202; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners adopts the revised Policy 202 (Attached).
