The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, July 7, 2015 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Wobbe. Absent: Springer

Resolution No.: 2015-140

Whereas, Wabasha County is a members of the Southeast Communication Board Joint Powers Board (JPB); and

Whereas, the JPB has identified the need to enhance and improve interoperability public safety communications and wishes to add voice logging equipment as part of a regional emergency communications system; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners agrees to ratify the Joint Powers Agreement and Memorandum of Understanding. Included in the Board packet.

Resolution No.: 2015-142

Whereas, the Minnesota State Legislature has authorized grant allocations to counties to increase staffing for child protection services; and

Whereas, Wabasha County's base allocation for State Fiscal Year 2016 is scheduled to be $63,200; and

Whereas, the Social Services Director has recommended the hiring of a child protection social worker in response to the receipt of this grant allocation; and

Whereas, the Wabasha County Personnel Committee has reviewed the Social Services Director's request to hire a child protection social worker and supports his recommendation;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Social Services Director is hereby authorized to hire a child protection social worker in response to the receipt of the child protection grant allocation authorized by the Minnesota State Legislature . The continuance of this child protection social worker position is contingent upon the ongoing receipt and maintenance of this grant allocation.

Resolution No.: 2015-143

Whereas, Wabasha County Probation has requested and been approved for the Department of Corrections Caseload/Workload Grant of $ $39, 484, per year, in FY 2016 and 2017 and Wabasha County Probation uses these dollars for costs related to "caseload and workload reduction" expenses

Whereas, Wabasha County Probation has requested and been approved for the Department of Corrections Remote Electronic Alcohol Grant (REAM) $ 6,000, per year, in FY 2016 and 2017 and Wabasha County Probation uses these dollars assist eligible offenders in covering expenses related to alcohol monitoring,

Now Therefore, Be It Resolved that the Wabasha County Board of Commissioners hereby approves and accepts DOC FY 2016-2017 Caseload/Workload and REAM Grants.

Resolution No.: 2015-148

Whereas, Judy Siebenaler, Coordinator of the Wabasha County Youth Link Mentorship Program, is retiring on July 31, 2015, and;

Whereas, Wabasha County has participated with the Youth Link Mentorship Program, a community-based program that matches adult volunteers with at-risk youth ages 8-18, since 1996, and;

Whereas, Wabasha County recognizes the importance of continuing this program as a critical resource for the betterment of at-risk youth in our communities, and;

Whereas, the Social Services Director recommends contracting with Greg Glomski to provide coordination of the Wabasha County Youth Link Mentorship Program with general provisions of $25,000 a year for salary, $1000 a year for phone, and $1000 allowance for a personal computer. Reimbursement for transportation costs will follow county policy and the Social Services Department will provide any necessary office supplies and postage;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the County Administrator is hereby authorized to enter into a contract with Greg Glomski to provide coordination of the Wabasha County Youth Link Mentorship Program under the general provisions stated in this resolution. This authorization is conditional upon review and final approval of the contract by the County Attorney.

By consensus, the Board of Commissioners set the date of August 4, 2015 at 9:15 a.m. for the Sunday Growler Sales Hours public hearing.

Whereas, the applicants do have current food & beverage licenses issued by Wabasha County Public Health, and

Whereas, the applications have been approved by the County Attorney and County Sheriff. The Wabasha County Auditor/Treasurer has received the certificate of insurance and the appropriate license fee. The liquor license will run from August 1, 2015 to July 31, 2016.

Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of Liquor License to the individuals listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

Resolution No.: 2015-145

Whereas, the County of Wabasha is eligible to acquire surplus Federal and/or State surplus property from the State of Minnesota Department of Administration , Fleet and Surplus Services Division, and

Whereas, signatures of employees authorized to select and remove property for the use of Wabasha County from the Minnesota Surplus Services Distribution Center is required, and

Whereas, Tim Beck is no longer employed by Wabasha County it is necessary to update the signature card.

Now, therefore, be it resolved by the Wabasha County Board of Commissioners that the following employees are authorized to select and remove Federal and/or State Surplus Property to be utilized by Wabasha County from the Minnesota Surplus Services Distribution Center provided that the County purchasing Policy has been adhered to:

Resolution No.: 2015-146

Whereas, Jesse and Brittany Roemer requested a Conditional Use Permit to operate an auto repair business on parcel R05.00047.03 & parcel R05.00066.03 located in Section 9 & 10, Township 110 North, Range 10 West, Town of Greenfield; and

Whereas, The Wabasha County Planning Commission conducted a public hearing on June 22, 2015 to provide an opportunity for the public to present any testimony related to the request; and

Whereas, The Wabasha County Planning Commission discussed the matter after the public hearing and by a vote of 4-0 recommends to the Wabasha County Board of Commissioners that the request be approved with nine conditions.

Now Therefore, Be It Resolved the Wabasha County Board of Commissioners approves the Conditional Use Permit for Jesse and Brittany Roemer with the following conditions:

1. The business shall be limited to only repair cars and light trucks.

2. All storage of parts, tires, etc. shall be inside a building.

3. A row of Arbor Vitae shall be planted/maintained in a row that extends from the highway right-of-way to a point where the hill begins to break northwest of the building where the business will operate. The cost for planting/replacing any Arbor Vitae shall be the responsibility of the applicant.

4. The CUP is valid only for Jesse Roemer as the owner of the business.

5. The driveway shall conform to County standards for a business.

6. The number of employees shall be limited to two.

7. Hours of operation shall be limited to 7:00 a.m. to 8:00 p.m. Monday through Saturday.

8. The business shall comply with all MPCA regulations.

9. The number of vehicles on the property located outside of a building shall be limited to ten at any point in time.

Resolution No.: 2015-147

Whereas, the County has entered into a Service Agreement with La Crosse County, La Crosse, WI, for delivery of solid waste from Wabasha County to Xcel Energy, French Island, La Crosse, WI; and

Whereas, the County has been delegated the authority to enter into a delivery contract with the solid waste haulers in order to assure a supply of solid waste to a solid waste disposal facility that meets the County's environmental and other policy objectives, pursuant to Minnesota Statutes, Sections 471.59, 115A et. seq.; and

Whereas, the solid waste haulers that desire to operate in Wabasha County have signed a contract with the County to deliver waste to a Facility that meets the County's environmental and other policy objectives.

Now Therefore, Be It Resolved that the Wabasha County Board of Commissioners hereby approves the 2015-2020 Wabasha County Waste Delivery Contract with each of the solid waste haulers listed in the attached documents.

Be It Further Resoslved, that any solid waste hauler that does not enter into a contract with Wabasha County for the delivery of solid waste to a disposal facility that meets the County's environmental and other policy objectives will be prohibited from collecting household solid waste in Wabasha County.
