Meeting of August 18, 2015

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, August 18, 2015 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

Resolution No.: 2015-184

Whereas, Wabasha County has advertised, taken and reviewed applications and conducted interviews for one vacant Highway Engineering Technician II position,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Mr. Kyle DeLong is hereby authorized to be hired as a Highway Engineering Technician II at the Grade 8 start step of $18.77 per hour as stated in the AFSCME Council 65 Local 3542 Labor Agreement.

Whereas, the Wabasha County Board of Commissioners has previously authorized the County Administrator to enter into a contract with Greg Glomski to provide coordination of the Wabasha County Youth Link Mentorship Program, and;

Whereas, after review of the contract, the Wabasha County Attorney's Office has recommended an amendment to the proposed general provisions to clarify the nature of the position, and;

Whereas, the recommended amendment to the general provisions are $27,700 a year for salary, reimbursement for transportation costs to follow county policy, and any other expenses to be reimbursed only if preauthorized by the County Administrator or Department Head, and;

Whereas, the Personnel Committee has reviewed and approved these proposed amendments;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the County Administrator is hereby authorized to enter into a contract with Greg Glomski to provide coordination of the Wabasha County Youth Link Mentorship Program under the amended general provisions stated in this resolution. This authorization is conditional upon review and final approval of the contract by the County Attorney.

Resolution No.: 2015-186

Whereas, Teryl Scharpen has recently been appointed to a child protection social worker position; and

Whereas, this appointment has created a social worker vacancy in the Adult Services & Chemical Dependency Unit of the Social Services Department; and

Whereas, the Social Services Director has recommended the hiring of a social worker to fill this vacancy in order to maintain normal operations of the Social Services Department; and

Whereas, the Wabasha County Personnel Committee has reviewed the Social Services Director's request to hire a social worker and supports his recommendation;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Social Services Director is hereby authorized to hire a social worker to fill the vacancy created in the Adult Services & Chemical Dependency Unit in order to maintain normal operations of the Social Services Department.

SPRINGER - KEY

Resolution No. 2015-187

Be It Resolved by Wabasha County that the County enter into the attached Grant Contract with the Minnesota Department of Veterans Affairs (MDVA) to conduct the following Program: County Veterans Service Office Operational Enhancement Grant Program. The grant must be used to provide outreach to the county's veterans; to assist in the reintegration of combat veterans into society; to collaborate with other social service agencies, educational institutions, and other community organizations for the purposes of enhancing services offered to veterans; to reduce homelessness among veterans; and to enhance the operations of the county veterans service office, as specified in Minnesota Laws 2013 Chapter 142 Article 4. This Grant should not be used to supplant or replace other funding.

Be It Further Resolved by the Wabasha County Board that Nathan Pelz, the Wabasha County Veteran Service Officer, be authorized to execute the attached Grant Contract for the above-mentioned Program on behalf of the County.

SPRINGER - HALL

Resolution No.: 2015-188

Whereas, since early 2010 the Wabasha and Olmsted County Boards have worked together in a collaborative manner to develop and support the Lake Zumbro Improvement District; and

Whereas, during that time frame a number of meetings have been held regarding the scope of the project, the schedule of the proposed project, and how the project would be funded; and

Whereas, in May of 2015 the Wabasha County Board of Commissioners passed a contingent resolution in which it agreed to contribute $100,000 towards the project assuming that Olmsted County contributed at least $300,000;

Whereas; on July 28, 2015 the Olmsted County Board of Commissioners agreed to contribute $300,000 towards the project over a period of five (5) years. Olmsted County also agreed to contribute $100,000 that could be used to cover legal fees or could revert to the project.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners agrees to contribute $100,000 towards the Lake Zumbro Improvement District restoration project spread over a period of 5 years.

Resolution No.: 2015-189

Whereas, in the spring of 2012, Wabasha County solicited proposals (RFP) for an "Employee Classification, External Market Survey and Compensation Study."; and

Whereas, after the proposals were submitted, the Board selected Springsted Consulting to oversee the project; and

Whereas; the study found that, at that time, the County had a fairly stable work force but there were positions in the County that were under-compensated in relation to other comparable organizations and in relation to comparable positions within the County; and

Whereas; based on those findings, the study made two recommendations for implementation, neither of which were implemented; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that the referenced study be updated and that the attached agreement ("Agreement for Organizational Management Consulting Services") be entered into with Springsted Incorporated.
