Meeting of January 20, 2015

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, January 20, 2015 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

Donation of $994 from the Wabasha Combined Drive to the Drug Court. Donations of $756 from Southern Minnesota Initiative Foundation and $100 from Judith M. Platte to the Youth Link Mentorship Program.

Resolution No.: 2015-030

Whereas, the State of Minnesota requires the County to participate in a regional public library system; and

Whereas, the Southeastern Library Cooperative (SELCO) is a regional library system created pursuant to Minnesota statutes and is designated to serve the County; and

Whereas, the prior contract between the County and SELCO expired on January 1, 2015 and the parties wish to continue in their partnership; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners approves the adoption of the attached agreement (Exhibit #1) which calls for funding for SELCO in the following amounts:

2015 - $141,500

2016 - $144,500

2017 - $148,000

Resolution No.: 2015-020

Whereas, Article 16, Section 5 of the Wabasha County Zoning Ordinances establishes a Board of Adjustment vested with the authority as provided by Chapter 394.21 through 394.37 of the Minnesota Statues; and

Whereas, Each Wabasha County Board Commissioner is granted the authority to select a member of the Wabasha County Board of Adjustment; and

Whereas, The Wabasha County Board of Commissioners appoints the members of the Board of Adjustment.

Now Therefore Be It Resolved, The Wabasha County Board of Commissioners appoints to the Wabasha County Board of Adjustment the following individuals to serve a term of two years.

• Ken Jacob (Goihl)

• Gayle Gillespie (Springer)

Resolution No.: 2015-021

Whereas, Article 16, Section 4 of the Wabasha County Zoning Ordinances establishes a Planning Commission vested with the authority to conduct public hearings, the authority to order the issuance of some or all categories of conditional use permits, the authority to approve some or all categories of subdivisions of land, and the authority to approve some or all categories of planned unit developments; and

Whereas, Each Wabasha County Board Commissioner is granted the authority to select a member of the Wabasha County Planning Commission; and

Whereas, The Wabasha County Board of Commissioners appoints the members of the Planning Commission.

Now Therefore Be It Resolved, The Wabasha County Board of Commissioners appoints to the Wabasha County Planning Commission the following individuals to serve a term of two years.

Resolution No.: 2015-022

Whereas, Wabasha County has been a member of the Region 1 Southeast Minnesota Homeland Security and Emergency Management (SERHSEM) Joint Powers Agreement and Joint Powers Board since 2009; and

Whereas, in 2014, Prairie Island Indian Community and City of Rochester joined the SERHSEM Joint Powers Board; and

Whereas, the County Attorney's of Olmsted County and Fillmore County just corrected and updated the SERHSEM Joint Powers Agreement.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Wabasha County agree to continue to be a member of the SERHSEM Joint Powers Board and sign the updated Joint Powers Agreement.

Resolution No.: 2015-013

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the 2015 Crushed Rock Project – CP 79-15-8160.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the Furnish and Apply Chloride Solution Project – CP 79-15-8150.

Resolution No.: 2015-023

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

The Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department

to advertise and hire 3 – 2015 Part-Time Temporary Seasonal Employment Positions.

Resolution No.: 2015-024

Whereas, Project CP 079-076-002 – Reconstruction of CR 76 with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Rochester Sand & Gravel, Division of Mathy Construction Company in the amount of $55,977.10.

Resolution No.: 2015-025

Whereas, Wabasha County uses cryptographic (SSL) certificates to authenticate and secure some electronic communications,

Whereas, Wabasha County needs to name a delegate who is authorized to act as agent to obtain and use these certificates,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Kyle Jerviss, Wabasha County IT Director, is hereby authorized to represent Wabasha county in matters concerning cryptographic certificates, to sign documents and act on behalf of Wabasha County relating to the application for, use of and revocation of cryptographic certificates,

Further, be it Resolved, this authorization is effective immediately, and will continue until January 31st, 2016.

Resolution No: 2015-026

Whereas, the Wabasha County Sheriff's Office is requesting to purchase one (1) Walk through Metal Detector, Retractable Belt Barriers, Security Table, and Airhorn at a cost not to exceed $4,500; and

Whereas, the money for these purchases will come out of Capital Funds.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase one (1) Walk through Metal Detector, Retractable Belt Barriers, Security Table, and Airhorn at a cost not to exceed $4,500; and,

Be it Further Resolved by the Wabasha County Board of Commissioners that funding of these purchases will come out of Capital Funds.

Resolution No.: 2015-027

A Resolution Approving the Appointment of Cheryl Key to the Southeastern Minnesota Multi-County Housing and Redevelopment Authority consisting of the Counties of Wabasha, Winona, Goodhue and Dodge.

Be It Resolved, by the County Board of Wabasha County, Minnesota that the recommendation from the Southeastern Minnesota Multi-County Housing and Redevelopment Authority of Cheryl Key to serve as Commissioner of the Southeastern Minnesota Multi-County Housing and Redevelopment Authority for a period of five (5) years, the recommendation of appointment is hereby approved.

Resolution No.: 2015-028

Whereas, Wabasha County has a vacancy in its Maintenance Department for a Custodian; and

Whereas, the County Administrator has identified the need to keep the position filled in order to provide uninterrupted services for the county's buildings and help in potential snow removal from county premises; and

Whereas, former custodian John Graupner has indicated a willingness to work provide custodial services to the county on a temporary basis not to exceed 20 hours per week for a period of no more than 4 months or until a permanent replacement for the position can be found; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners authorizes the hiring of John Graupner as a Temporary Custodian at a rate of pay of $15.52 an hour with no county benefits. The position shall be limited to a period of four (4) months with hours not to exceed twenty (20) hours per week. Upon the filling of the position on a permanent basis the temporary position shall be vacated.

Resolution No.: 2015-029

Whereas, Wabasha County has a vacancy in its Maintenance Department for a Custodian; and

Whereas, the County Administrator has identified the need to keep the position filled in order to provide uninterrupted services for the county's buildings and help in potential snow removal from county premises; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners authorizes the hire of a Custodian to fill the vacant and budgeted position. Upon the filling of the position on a permanent basis the temporary position shall be vacated.
