Wabasha County Board of Commissioners Meeting of April 28, 2015
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 28, 2015 at 9:00 a.m.
The meeting was called to order by Board Chairman Wobbe. The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe
SPRINGER - KEY Motion to approve the agenda after moving Items F and G to follow Item A, and adding Item I. Adopted Unanimously
Public Forum Comments were made in regard to the Board of Water and Soil Resources settlement and former County Road 11.
SPRINGER - HALL Motion to approve the consent agenda including the following: Claims Minutes: April 21, 2015 Meal Vouchers Per Diems Resolution No.: 2015-090 Whereas, Wabasha County has advertised, taken and reviewed applications and conducted interviews for Deputy Auditor/Treasurer – Accounts Receivable position, Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Ms. Jane Roemer is hereby authorized to be hired as a Deputy Auditor/Treasurer – Accounts Receivable –Part Time at the Grade 6 start step of $15.28 per hour as stated in the AFSCME Local 3542 (Courthouse Unit) Labor Agreement. Adopted Unanimously
Marvin Howatt gave a short update on the County/Snowmobile Contracts.
SPRINGER - GOIHL Resolution No.: 2015-092 Whereas, certain portions of Wabasha County Highway 11 have been relocated by reason of a County Highway improvement project; Whereas, the relocated portions of Wabasha County Highway 11 are presently open for travel, use as a public Highway, and taking the place of and serving the same purpose as the relocated portion of the Wabasha County Highway did before the relocation; Whereas, the Wabasha County Board of Commissioners desires to vacate the following relocated portion of Wabasha County Highway 11 no longer needed by reason of the relocation. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the following portion of County Highway 11 be vacated as a Public Road: Within the NE 1/4, Section 32, T.109N.., R.13W. lying north of the south line of said Northeast Quarter of Section 32, east of the most easterly right of way line of Wabasha County Highway Right of Way Plat No. 24, and south of the south line of the north 936 feet of the Northeast Quarter of said Section 32; and as shown on the attached Certificate of Survey labeled as "Former Wabasha County Road No. 11" within the above said boundaries. The following persons are known by the County Board to be owners and occupants within the above tract of land where this portion of roadway passes: Parcel 17.00154.00: Randall Hart, Jodi Hart, Andy P. Hart, and Julie A. Hart Parcel 17.00155.00: Brian J. Tentis and Amy S. Tentis Parcel 17.00154.03: Jerry L. Snow and Beverly C. Snow Be it further Resolved by the Wabasha County Board of Commissioners that, this action to vacate shall not affect in any manner any other existing easements therein except for any County Highway easements which are hereby being vacated, or the authority of any persons, corporation or municipality owning or controlling electric or telephone poles or gas lines, gas and sewer lines or water pipes, mains and hydrants, thereon or thereunder to continue maintaining the same or to enter upon such way or portion thereof vacated to maintain, repair, replace, remove or otherwise attend thereto. Be it further Resolved by the Wabasha County Board of Commissioners that, that the Wabasha County Auditor shall cause personal service of the resolution to be made upon each occupant of land through which the vacated portions passed and shall also post notice of the resolution for at least ten days. A copy of the resolution together with proof of service and affidavit of posting shall be filed in the County Auditor's office. Adopted Unanimously SPRINGER - HALL Resolution No.: 2015-093 Whereas, the Wabasha County Board of Commissioners has acted to vacate the following relocated portion of Wabasha County Highway 11 no longer needed by reason of the relocation. Within the NE 1/4, Section 32, T.109N.., R.13W. lying north of the south line of said Northeast Quarter of Section 32, east of the most easterly right of way line of Wabasha County Highway Right of Way Plat No. 24, and south of the south line of the north 936 feet of the Northeast Quarter of said Section 32; and as shown on the attached Certificate of Survey labeled as "Former Wabasha County Road No. 11" within the above said boundaries. Whereas, the following persons are known by the County Board to be underlying and adjacent property parcel owners within the above tract of land where this portion of roadway passes: Parcel 17.00154.00: Randall Hart, Jodi Hart, Andy P. Hart, and Julie A. Hart Parcel 17.00155.00: Brian J. Tentis and Amy S. Tentis Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Wabasha County hereby quitclaim and release any interest it may have in the above described and vacated former County Highway 11 right of way, and hereby authorizes the Chairperson and County Administrator to execute a Quit Claim Deed to each of the above property owners for that respective portion of the vacated County Highway 11 right of way. Jennifer Wahls, AIS Coordinator with Wabasha SWCD, gave a short presentation on Aquatic Invasive Species Programming. Terri Peters, Wabasha SWCD Manager, gave a presentation on the Comprehensive Water Plan for Wabasha County. Finance Director, Deb Koenig, presented the Quarterly Financial Report of Budget, Investments and Cash Flow.
HALL - GOIHL Resolution No.: 2015-091 Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Wabasha County hereby accepts the proposal of True North Steel for the 2015 Corrugated Metal Culvert Materials in the amount of $20,425.15 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with True North Steel for these materials. Adopted Unanimously
Dietrich Flesch, Highway Engineer, presented the 2014 Highway Department Annual Report.
HALL – KEY The Board recognized Child Abuse Prevention Month. Adopted Unanimously
