Meeting of January 19, 2016

The Regional Rail Authority of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, January 19, 2016 at 1:30 p.m.

The meeting was called to order by Chairman Hall.

The following members were present: Goihl, Hall, Key, Springer, Wobbe

Resolution No. 2016-001

Whereas, pursuant to the Bylaws of the Regional Rail Authority its members are required to appoint a Chairperson, Vice-Chairperson, and Secretary Treasurer.

Now Therefore Be It Resolved by the Wabasha County Regional Rail Authority Board that the following officers be appointed to serve until the first meeting of the Authority in 2017, or until their successors are appointed and take office, whichever is later, the following:

Chair: Rich Hall

Vice-Chair: Cheryl Key

Secretary/Treasurer: Mike Wobbe

Resolution No. 2016-002

Whereas, pursuant to the Bylaws of the Regional Rail Authority, the inaugural meeting of the Regional Rail Authority is to be held on the third Tuesday of January of each year at 1:30p.m in the Commissioners’ Room at the Old Courthouse at 625 Jefferson Avenue, in Wabasha, Minnesota, 55981; and

Whereas, the Regional Rail Authority Board wishes to establish a schedule for future meeting dates; and

Now therefore be it resolved that the Wabasha County Regional Rail Authority set the following meeting dates for 2016: January 19, April 5, July 5, October 4

Be it further resolved that all meetings will be scheduled to begin at 10:00 a.m., unless otherwise noticed, and will be held in the Commissioners’ Room at the Old Courthouse.

Now Therefore Be It Resolved by the Wabasha County Regional Rail Authority that, all interest in the following described property is hereby conveyed to Wabasha County, a Municipal corporation under the laws of Minnesota, and the Chair of the Wabasha County Regional Rail Authority and Wabasha County Administrator acting under and authorized to act by the Wabasha County Regional Rail Authority are hereby authorized to execute the attached Quit Claim Deed for the following described property:

That part of the Northeast ¼ of the Northeast ¼ and Southeast ¼ of the Northeast ¼, Section 33, Township 108 North, Range 12 West, and Northwest ¼ of the Northwest ¼, Section 34, Township 108 North, Range 12 West, shown as Parcel 11 of WABASHA COUNTY HIGHWAY RIGHT OF WAY PLAT NO. 47 on file and of record in the office of the County Recorder in and for Wabasha County, Minnesota;

Containing 1.21 acres more or less of existing right-of-way previously acquired by written instrument or by prescription.

Resolution No. 2016-004

Whereas, The Minnesota High Speed Rail Commission (Commission) is a joint powers board under the provisions of Minnesota Statutes Sections 471.59 and;

Whereas, the Commission is established by a Joint Powers Agreement by and between Ramsey County Regional Railroad Authority, Dakota County Regional Railroad Authority, Goodhue County Regional Railroad Authority, Wabasha County Regional Railroad Authority, Winona County Regional Railroad Authority, City of Cottage Grove, City of Goodview, City of Hastings, City of Lake City, City of Red Wing, City of Saint Charles, City of Saint Paul, City of Saint Paul Park, City of Utica, City of Wabasha, City of Winona; and

Whereas, the Commission is working to establish high-speed intercity passenger rail service between the Union Depot Multi-Modal Transportation Hub in Saint Paul and Chicago along the current Amtrak Empire Builder route in Minnesota which parallels the Mississippi River (the River Route); and

Whereas, The La Crosse Area Planning Committee (LAPC) is a Metropolitan Planning Organization, a federally mandated and federally funded transportation policy-making organization in the United States that is made up of representatives from local government and governmental transportation authorities; and

Whereas, the LAPC is an ex officio member of the Commission and has expressed interest in joining the Commission as a Financial Party; and

Whereas, the Commission determined that it would be desirable for the LAPC to join the Commission as a Financial Party, recognizing LAPC’s importance for the work of the Commission and to ensure that the public, business leaders and legislators in the La Crosse area are aware of the benefits of high-speed rail in the River Route and invited LAPC to consider joining the Commission; and

Whereas, the LAPC voted to join the Commission and participate as a Financial Party; and

Whereas, amending the Joint Powers Agreement will enable the LAPC to join the Commission as a Financial Party;

Now Therefore Be It Resolved that the Joint Powers Agreement be amended to include the La Crosse Area Planning Committee as a Financial Party.
