Wabasha County Board of Commissioners Meeting of May 24, 2016 The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, May 24th, 2016 at 9:00 a.m. The meeting was called to order by Board Chairman Hall. The following Commissioners were present: Goihl, Hall, Key The following Commissioners were absent: Springer and Wobbe KEY-GOIHL Motion to approve the agenda Adopted Unanimously Administrator Updates: KEY-HALL Motion to approve the consent agenda including the following: Minutes: May 17th, 2016 Claims Meal Vouchers Per Diems Resolution No: 2016-139 Resolution Authorizing the Sheriff’s Office to set up a designated fund for donations To be used to purchase a new K-9 Whereas, the Wabasha County Sheriff’s Office is requesting authorization to set up a designated fund for donations to be used to purchase a new K-9 at a cost not expected to exceed $14,000; and Whereas, this new K-9 would eventually replace current K-9 Recon (handler, Deputy Jason Lorenson) who is expected to retire at the end of this year, if not sooner. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to set up a designated fund for donations to be used to purchase a new K-9. This purchase will likely take place after January 1, 2017. Adopted Unanimously Presentation: Leota Lind – South Country Health Alliance Update Presentation: Gordy Simanton – Solar Stone KEY-GOIHL Resolution No: 2016-140 Resolution Authorizing the purchase of an electronic medical records program For the jail from Securus Technologies Whereas, the Wabasha County Sheriff’s Office is requesting authorization to purchase an electronic medical records program for the jail from Securus Technologies at a cost not to exceed $28,000; and Whereas, the purchase of this program would be paid from Capital funds ($20,900) and the remaining balance from the lease and service agreements line item. Whereas, the Sheriff further requests the approval and signing of the Software license, Maintenance and Support Agreement. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase an electronic medical records program for the jail from Securus Technologies. Furthermore, the Sheriff is authorized to sign the Software license, Maintenance and Support Agreement. Adopted Unanimously GOIHL-HALL Resolution No.: 2016-141 Whereas, Wabasha County Auditor/Treasurer administers elections as required by Minnesota State Statues. Whereas, Wabasha County Auditor/Treasurer has a working relationship with SeaChange for ballot layout, ballot printing and programming. Whereas, SeaChange would like to enter into a four year Service Agreement with Wabasha County for the above mentioned services. Agreement would start with the 2016 election cycle. Whereas, Wabasha County Attorney’s Office has reviewed the Service Agreement and does not see any problems as to form or content of the agreement. Whereas, Wabasha County Auditor/Treasurer is recommending approval of the agreement as it will help with budgeting in the coming years. Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the Service Agreement between Wabasha County and SeaChange.
