Meeting of December 20, 2016


The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, December 20, 2016 at 9:00 a.m.

The meeting was called to order by Board Chairman Hall.

Resolution No.:  2016-279

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for SAP 079-608-013 and SAP 079-627-007.

Resolution No.: 2016-280

Whereas, Fahrner Asphalt Sealers LLC is the lowest responsible bidder for CP 79-17-8295.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Fahrner Asphalt Sealers LLC. for CP 79-17-8295 in the amount of $163,012.50 and that the Chair of the County Board and the County Administrator are hereby authorized to execute a Contract with Fahrner Asphalt Sealers LLC for this work.

Resolution No.: 2016-281

Whereas, Asphalt Surface Technologies Corporation is the lowest responsible bidder for SAP 079-030-007, 079-600-013 and 085-625-066, and

Whereas, Asphalt Surface Technologies Corporation is the lowest responsible bidder for CP 79-17-8290.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Asphalt Surface Technologies Corporation for SAP 079-030-007, 079-600-013 and 085-625-066 in the amount of $1,068,045.84 and that the Chair of the County Board and the County Administrator are hereby authorized to execute a Contract with Asphalt Surface Technologies Corporation for this work.

Be it Further Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Asphalt Surface Technologies Corporation for CP 79-17-8290 in the amount of $620,428.26 and that the Chair of the County Board and the County Administrator are hereby authorized to execute a Contract with Asphalt Surface Technologies Corporation for this work.

WOBBE-SPRINGER

Resolution No.:  2016-282

Whereas,   the Uniform Guidance  establishes cost principles and audit requirements for all Federal awards to non-Federal entities and administrative requirements for all Federal grants and cooperative agreements , and

Whereas,   under this guidance the County is required to adopt a written procurement policy  which reflects applicable State and local laws and regulations,  and conforms to applicable Federal statutes and the procurement requirements indentified in 2 CFR 200 of the guidance.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the attached Procurement Policy for Federal Grants, to be effective beginning January 1, 2017, is herby approved.

Resolution No.: 2016-283

Pay Study Implementation

Whereas, Springsted Incorporated was contracted to complete a classification and compensation study, and

Whereas,  the study represents a comprehensive review of the components that affect Wabasha County’s compensation program—position description, current compensation structure, pay philosophy, regional work competitiveness, internal equity, fringe benefits, and ongoing maintenance and implementation of the compensation system, and

Whereas, a single pay grid has been designed by establishing 20 pay grades with a 6.5% spread between pay grades.  Each grade has 11 steps with 2.75% between steps, and

Whereas, the proposed pay grid and reevaluation of position points allows the County to pass the Minnesota State Pay Equity Study.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the points assigned to positions per the study be approved and implemented for all employees and that the 2016 pay grid developed under the study be implemented as of December 31, 2016 for non-union employees by using Option 2 as outlined in the study.

Be it further resolved by the Wabasha County Board of Commissioners that:

•    Employees whose wage falls below the minimum of the proposed range for their position will be moved to the minimum of the range.

•    Employees whose current wage falls within the proposed range for their position would move to the step closest to their current wage for the position without receiving a decrease.

•    Employees whose current wage falls above the final step of their proposed wage scale for the position will not receive an increase.

•    The grid will be adjusted by a 2% COLA effective Janaury1, 2017 as approved by resolution 2016-224 passed on September 27th, 2016, all other items approved in this resolution remain in effect for 2017.

•    Employees being paid above the final step of their pay grid will receive only an amount that will bring them equal to their final step.
