Meeting of May 01, 2018


The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 17, 2018 at 9:00 a.m.

The meeting was called to order by Board Chairperson Goihl.

The following Commissioners were present:  Goihl, Hall, Key, Springer, Wobbe

Motion to approve the agenda after moving item 9.0 L under the consent agenda to item 10.0 G under action/discussion items. Item 9.0 N under consent was tabled to the May 1, 2018 board meeting. Item 10.0 D was moved to item 10.0 A under action /discussion.

Resolution No.: 2018-053

Whereas, the term for Commissioner Wobbe on the Solid Waste Policy Board is set to expire on 4/30/18 so we need to re-appoint another person for this board.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

Wabasha County  Re-Appoint Commissioner Wobbe to the Solid Waste Policy Board.

Resolution No.: 2018-054

Whereas, the County of Wabasha has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A, and

Whereas, a list of authorities to transact business is provided to First State Bank annually or when changes are necessary, and

Whereas, it has become necessary to update authorized signers due to personnel changes.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Audry Plote is no longer authorized to make deposits for the County at First State Bank of Wabasha.

Be it further resolved that the Wabasha County Board of Commissioners authorizes Helen Grimm to makes deposits for the County at First State Bank of Wabasha.

Resolution No.:  2018-055

Whereas, the Social Services Department finds it beneficial to purchase a multi-functional copier , and

Whereas, the purchase of the copier would replace the current Aficio MP 5001SP (asset tag #010997) which has reached the end of its useful life. 

Now therefore be it resolved by the Wabasha County Board of Commissioners that, the Social Services Department is authorized to purchase a Ricoh 4054sp multi-function copier.

Be it further resolved that the Wabasha County Board of Commissioners declares the Aficio MP 5001SP as excess equipment with no market value and authorizes Metro Sales Inc to dispose of the copier after removing all data from said copier.

Resolution No.: 2018-056

Whereas, Rochester Sand and Gravel – Division of Mathy Construction Company is the lowest responsible bidder for SP 079-070-009 Minn. Proj. HSIP 7919(002) and SAP 079-603-005.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of and hereby awards a contract to Rochester Sand and Gravel – Division of Mathy Construction Company for SP 079-070-009 Minn. Proj. HSIP 7919(002) and SAP 079-603-005 in the amount of $1,857,383.92 and that the Chair of the County Board and the County Administrator are hereby authorized to execute a Contract with Rochester Sand and Gravel – Division of Mathy Construction Company for this work.

Resolution No.: 2018-057

Whereas, High Plains Cooperative is the lowest responsible bidder for Furnish and Deliver Diesel Fuel.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of High Plains Cooperative at the Bid Constant Unit Prices proposed and that the County Engineer is hereby authorized to execute a Contract with High Plains Cooperative for this work.

Resolution No.: 2018-058

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Engineer is approved to purchase an air exchange system for humidity control for the Lake City Shop and the proposed costs be paid from the County’s Building Fund.

Resolution No.: 2018-060

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the attached “Wabasha County Highway Mailbox Policy” is hereby approved.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Social Services Department is authorized to dispose of the following listed equipment by scraping or waste disposal: Item 2557 Steelcase office chair. Item 101481 HON office chair.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the attached “Wabasha County Highway Traffic Sign Request Policy” is hereby approved.

Veterans: Presentation Regarding Wabasha County becoming a Purple Heart County

County Board by consensus appoints Commissioner Hall & Commissioner Springer to 2018 Wabasha County Canvass Board

Resolution No.: 2018-063

Resolution Authorizing the Purchase of three (3) Mobile Data Terminals (MDT’s)

Whereas,  the Wabasha County Sheriff’s Office is requesting authorization to purchase a total of three (3) Mobile Data Terminals (MDT’s) from Compar in the amount not to exceed $27,000.  This amount includes the MDT units along with the appropriate licenses needed from Computer Information Systems (CIS).

Whereas,  this purchase will be paid from the Gun Permit Fund.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

The Wabasha County Sheriff’s Office is authorized to purchase three (3) Mobile Data Terminals (MDT’s) from Compar and licenses from Computer Information Systems (CIS) not to exceed $27,000.

Resolution Number: 2018-064

Adoption of the Wabasha County 2018 Aquatic Invasive Species (AIS) Management Plan

WHEREAS, the legislature of the State of Minnesota requires that Minnesota’s counties develop and adopt an AIS management plan in accordance with Minn. Stat. §§ 477A.19, subd. 3; and

WHEREAS, Minnesota counties recognize the need to plan for efficient management and prevention of Aquatic Invasive Species; and

WHEREAS, Wabasha County recognizes the need to protect its water resources from the threat of AIS.

NOW THEREFORE BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves and adopts the Wabasha County 2018 AIS Management Plan as attached.

Resolution Number: 2018-065

Amendments to Chapter 2, 4, 5, 6, 7, 9, 13, & 16 of the Wabasha County Zoning Ordinance and Adoption of Chapter 25 of the Wabasha County Zoning Ordinance.

WHEREAS, Wabasha County has adopted a Comprehensive Zoning Ordinance as provided in Chapter 394 Minn. Stats.; and

WHEREAS, the Wabasha County Planning Commission has reviewed the Zoning Ordinance and discussed the proposed language and the necessity for such ordinance amendments; and

WHEREAS, the Planning Commission conducted a public hearing on March 26, 2018 and after the public hearing voted 5-0 that the revisions be forwarded to the Wabasha County Board of Commissioners with a recommendation that the revisions and addition be approved by the County Board. 

NOW THEREFORE BE IT RESOLVED, the Wabasha County Board of Commissioners has received and reviewed the recommendations of the Wabasha County Planning Commission; and

BE IT FURTHER RESOLVED, the Wabasha County Board of Commissioners adopts the revisions as attached to Chapter 2, 4, 5, 6, 7, 9, 13, & 16 of the Wabasha County Zoning Ordinance and adopts as attached Chapter 25 of the Wabasha County Zoning Ordinance.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Engineer is approved to purchase one Model SK300-SP roadside spraying system from Altec Spray Equipment in the amount of $10,770.
