Meeting of July 17, 2018


The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, July 17, 2018 at 9:00 a.m.

The meeting was called to order by Board Chairperson Goihl.

Resolution No.:  2018-113

Whereas,  Wabasha County Sheriff’s Office must post minimal qualifications for consideration of hire for Correctional Officers within the Sheriff’s Office,

Whereas, the minimal qualifications for a Wabasha County Correctional Officer were previously 21 years of age, and

Whereas, to recruit and retain future employees at Wabasha County, minimal qualifications  for a Correctional Officer will be changed to 18 years of age.

Now Therefore be it resolved by the Wabasha County Board of Commissioners that, the revised Job Description of the Wabasha County Correctional Officer is approved.

Resolution No.: 2018-114

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the attached Merit System Equal Employment Opportunity and Affirmative Action Guidelines is approved.

Resolution No.:  2018-115

Now Therefore be it Resolved that the Wabasha County Board of Commissioners that Wabasha County enter into the attached “Cooperative Agreement Between the City of Elgin and Wabasha County” for the project identified as S.P. 079-596-011 for improvements within the City of Elgin and hereby authorizes the Chair of the Board and County Administrator to execute the above Agreement.

Resolution No.:  2018-116

Whereas, Minnowa Construction Inc. is the lowest responsible bidder for SAP 079-599-078.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of and hereby awards a contract to Minnowa Construction Inc. for SAP 079-599-078 in the amount of $285,984.74 and that the Chair of the County Board and the County Administrator are hereby authorized to execute a Contract with Minnowa Construction Inc. for this work.

Resolution No.: 2018-117

Whereas, Project CP 79-18-6030 – Aggregate Surfacing with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed. 

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Bruening Rock Products Inc. in the amount of $5293.91.

Resolution No.: 2018-119

Whereas, Wabasha County has had an agreement in place with Greg Glomski to provide coordination for the Youth Link Mentorship program since September 1, 2015; and

Whereas, the current agreement is set to expire on August 31, 2018 and both parties wish to continue this contractual relationship; and 

Whereas, the Social Services Director has recommended the continuation of the Youth Link Mentorship program as community-based mentoring is an effective support system for families in our community; and

Whereas, the new agreement shall be effective September 1, 2018 with a term of thirty nine (39) months.  The compensation paid shall be Two Thousand Seven Hundred Fifty Dollars ($2,750) a month with no other fees and/or expenses paid unless approved in advance by the Social Services Director;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, it authorizes approval of the independent contractor agreement with Greg Glomski to continue to provide coordination for the Youth Link Mentorship program.  The effective date of the new agreement shall be September 1, 2018 with an expiration date of December 31, 2021 unless terminated earlier by either party in accordance with the terms and conditions of the agreement.

Resolution No.: 2018-121

Potential Jarrett Property Sale

Whereas, On May 1, 2018 the Wabasha County Board authorized for bids a small parcel of property located in Jarrett, MN that the County owns. The Parcel ID number is identified as 07.00227.00.; and

Whereas, The deadline for bids to be submitted for the parcel has now closed.  One bid was received in the amount of $200.00 by an adjacent land owner, Larry Diedrich.  The assessed value of the property is $5,000.; and

Now Therefore be it Resolved by the Wabasha County Regional Rail Authority that, Wabasha County Board of Commissioners accepts / rejects the bid in the amount of $200.00.

If the bid is rejected, the Board authorizes Administrator Plante to dispose of the land as deemed appropriate,

Resolution No.: 2018-122

Potential Hammond Property Sale

Whereas, On April 3, 2018 the Wabasha County Board authorized the County Administrator to sell a small parcel of property located near Hammond, MN that the County owns. The Parcel ID number is identified as 17.00061.00.; and

Whereas, The authorized sale amount was $115,470 plus nominal fees.  The purchaser has agreed to those terms; and

Now Therefore be it Resolved by the Wabasha County Regional Rail Authority that, Wabasha County Board of Commissioners accepts the sale price of $115,470 for parcel 17.00061.00. The Board also authorizes County staff to execute any and all necessary documents to facilitate the transfer.

Resolution No.: 2018-123

Whereas, Jason Ferguson owner of parcel 23.00159.00 commercial property located at 217 1st Ave N Mazeppa MN 55956, has provided a written request to the Wabasha County Board of Commissioners regarding the local option abatement for property qualifying for disaster credit as defined in MS273.1233;

Whereas, the Wabasha County Assessor has determined that fifty percent or more of the structure was destroyed by fire March 11, 2018.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, a reduction in the 2018 property tax is granted on parcel R23.00159.00 based on the number of complete months the property was inhabitable or unlivable.

Resolution No.: 2018-124

Whereas, Mark Island owner of parcel 23.00158.00 commercial property located at 229 1st Ave N Mazeppa MN 55956, has provided a written request to the Wabasha County Board of Commissioners regarding the local option abatement for property qualifying for disaster credit as defined in MS273.1233;

Whereas, the Wabasha County Assessor has determined that fifty percent or more of the structure was destroyed by fire March 11, 2018.

Resolution No: 2018-118

Resolution Authorizing the 2019–Open-end Criminal Justice Center Office Space

 Lease Agreement between Wabasha County and the City of Wabasha

Whereas, the City of Wabasha is interested in continuing to lease space in the County’s Criminal Justice Center to house the Wabasha Police Department; and

Whereas the Wabasha County Board of Commissioners believes that entering into such an agreement would be beneficial to the County citizens as well as the City of Wabasha.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the contract attached be entered into and executed by the County. All terms and conditions of the attached contract will be adopted by reference of this resolution.

Public Hearing: County Sidewalk Ordinance

Resolution No.: 2018-120

Whereas, the Wabasha County Board of Commissioners deems it in the best interest of the safety and welfare of its citizens to adopt an ordinance providing for the maintenance, repair, replacement and construction of sidewalk constructed within Wabasha County Highway right of way in all municipalities and other areas of Wabasha County.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the attached Wabasha County Sidewalk Ordinance is hereby adopted and enacted.
