Wabasha County Human Services Board

Meeting of November 25, 2014

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 11 :00 a.m., November 25,2014 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

 

The following members were present: Commissioners Hall, Harms, Springer and Wobbe.

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda with the following additions:

C. Social Services: CD Navigator Program

D. Social Services: Eligibility Worker Reclassification Request

F. PHS & SS: MA Waiver Waiting List

WHEREAS, the Minutes of the October 28,2014 regular board meeting have been presented for review and that no changes have been made to. the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 10/28/14 through 11/25/14 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 10/28/14 through 11/25/14 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 10/28/14 through 11/25/14 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 10/28/14 tluough 11/25/14 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Whereas, the Wabasha County Human Services Board has maintained an agreement for the provision of mental health and chemical dependency services with Hiawatha Valley Mental Health Center (HVMHC) for many years and wishes to continue this contractual relationship; and

Whereas, the Director of Social Services recommends approval of this agreement;

Now, therefore be it resolved the Wabasha County Human Services Board approves the mental health and chemical dependency services agreement with Hiawatha Valley Mental Health Center at a maximum cost of $125,500. This agreement will end December 31, 2015.

6.0 DISCUSSION and INFORMATIONAL ITEMS

A. Social Services - Increase work week hours of Fiscal Supervisor to 40 hours/week

John discussed the idea of increasing the work week hours of the fiscal supervisor to 40 so that it is aligned with the other management positions in the Depmiment. The Board indicated that it had no opposition to the proposal. John stated he will bring a resolution forward at a future meeting.

B. Social Services- EDMS Update

John informed the Board that he had a meeting on November 24th to discuss the EDMS project with Mark Anderson and the other regional directors. John reported that some counties were going to pay their bills now, but others wanted a service agreement in place before doing so. John stated that he informed Mark Anderson and the other directors that Wabasha County would need a Service Agreement and Board approval before we would paid ours.

C. Social Services CD Navigator Program

John reported the regional CD Navigator Program would likely continue with a case rate payment model of $1187 per client per month. The fiscal agent fee would likely be $60 per client per month with a minimum charge of $60 per month for counties with no clients emolled in the program. Counties who wanted to end their participation would need to give a 30 day notice to DHS. John stated his recommendation would be to continue participation with the program.

D. Social Services -Eligibility Worker Reclassification Request

John reported that it came to his attention that the Eligibility Worker's Reclassification Request would need to be acted on soon. John stated that he supported their request based on the fact that the Merit System rated the positions as equivalent. The issue was deferred to the County Administrator.

E. Social Services -Youth Link Mentorship Program Review

Luke Simonett reported that the Youth Link Mentorship Program received a 4.98 out of 5.00 during its last review by the Mentoring Partnership of Minnesota. The County's program is now considered an "expert partner" committed to quality mentoring. Luke stated this is a reflection of the good work Judy Siebenaler has done with the program. The Board requested that this be brought forward during staff updates during the next County Board meeting.

F. Social Services & Public Health Waiting list for CADI/CACIBI waivers

Judy informed the Board that for the first time since we have been administering the waiver programs we may have to develop a waiting list for the disabilities waivers of CADI, CAC, and BI. The county receives a set amount of money for these waivers each year, the county authorizes services for disabled waiver clients from this fund. Currently we have all but 9% of the fund spoken for through June 30,2015.

G. PHS and SS Miscellaneous:

Judy reported that there are 4 applicaIlts for the open nursing position. Krissa is in the process of calling all 4 to offer them the opportunity to interview.

 

Commissioner Wobbe brought forward a letter from Steve Kohls regarding concerns he has with DHS and their implementation of the rate management system and its impact on reimbursement and paperwork. Commissioner Wobbe requested that staff review the letter and provide any input they may have back to him. He will pass along our thoughts to Steve.

John and Judy informed the Board that the South Country Health Alliance grant application had been submitted for $277,000. We should know by the end of November whether or not it is funded.
