Wabasha County Human Services Board

Meeting of June 23, 2015

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 10:20 a.m., June 23, 2015 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

The following members were present: Commissioners Hall, Goihl, Springer, Wobbe and Key.

Wobbe/Goihl

WHEREAS, the Agenda has been presented for review and that a revision has been requested to add two items: the recognition of new staff and a request to authorize 2016 Group Residential Housing agreements;

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda with the requested revisions.

WHEREAS, the Minutes of the May 26,2015 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 05/26115 through 06/23/15 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 05/26/15 through 06/23/15 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 05/26/15 through 06/23/15 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed hereby approved,

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 05/26/15 through 06/23/15 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Wobbe/Key

WHEREAS, the IT Department has identified two additional personal computers in the Social Services Department running unsupported operating systems; and/p>

WHEREAS, Social Services has worked with the IT Department and received a quote from CDW-G in the amount of$1,215.58 to purchase 2 replacement desktop computers only, the current peripheral equipment will be re-used; and

WHEREAS, the Director of Social Services recommends the purchasing of this equipment as a necessary expense to continue efficient work operations of the unit and safeguard protected information;

BE IT RESOLVED, that the Human Services Board authorizes the Director of Social Services to purchase replacement computer equipment for staff of the Social Services Department at a cost not to exceed $1,215.58.

WHEREAS, the Wabasha County Human Services Board is the host for group residential housing (GRH) agreements to providers with facilities within Wabasha County; and

WHEREAS, Minnesota Statutes 2561.01 through 2561.06 set forward the "Group Residential Housing Act", which establishes a comprehensive system of rates and payments for persons who reside in the community and who meet the eligibility criteria set forward therein; and

WHEREAS, "Group Residential Housing Rate" means a monthly rate set for shelter, fuel, food, utilities, household supplies, and other costs necessary to provide room and board for eligible individuals, Group >residential housing rate does not include payments for foster care for children who are not blind, child welfare services, medical care, dental care, hospitalization, nursing care, drugs or medical supplies, program costs, or other social services; and

WHEREAS, the State of Minnesota has approved a rate of $891.00 for GRH facilities and host counties therefore need to establish agreements with the providers to meet the needs of our residents; and

WHEREAS, Wabasha County Social Services anticipates the execution of approximately 30 GRH Agreements for the State Fiscal Year, beginning July 1, 2015; and

WHEREAS, the Director of Social Services recommends approval of these agreements;

BE IT RESOLVED, that the Wabasha County Human Services Board authorizes the Director of Social Services to execute Group Residential Housing Agreements for State Fiscal Year 2016 (July 1, 2015 through June 30, 2016), It is further understood by the Human Services Board, this authorization is valid for GRH agreements brought forward during the 2016 State Fiscal Year,

SPECIAL PRESENTATION

New eligibility worker, LoriAnna Young, was introduced and welcomed to Wabasha County,

 

DISCUSSION and INFORMATIONAL ITEMS

A. Transient, non-community public water supply draft ordinance:

Judy presented a draft ordinance regarding transient community public water supply and the counties responsibilities for testing and monitoring, Public Health has always included this activity in our food, beverage, lodging ordinance, however, since we are no longer doing these functions MDH is stating we need to have a new ordinance that addresses just this issue and then repeal our Food, Beverage, and Lodging ordinances officially, County Attorney's office has reviewed and has approved for form and legality, The Board had no additions or changes, so Judy will bring it forward to the County Board meeting and request that a Public Hearing date for the ordinance be set.

B. Advance level Septic System Designer:

MPCA rules passed last year require that counties perform the plan reviews and inspections on individual advanced design septic systems, These systems now require a certification as an Advance Level Designer/inspector in order to do the plan reviews and inspections, Current staff does not have this level of certification, After discussion of the pros and cons the Board decided, by consensus, that for the occasional system we may have installed in our county we will contract for this service. Judy was directed to bring to the County Board meeting recommended contracts and a recommended fee schedule for this service.

C. Agreement with MPCA to assist with paying for cost of Advanced Designed Systems:

Judy presented to the board the opportunity to sign a joint powers agreement with MPCA which could pay up to 75% of the plan review and inspection of advanced design septic systems if they met certain criteria. She did inform the Board it would require considerable paperwork by staff before we could collect for eligible systems. By consensus the Board decided not to pursue this opportunity at this time.

D. Child Protection County Allocations:

John discussed the state funding counties will receive to provide additional child protection services. Wabasha County is scheduled to be allocated the equivalent of 1.1 full-time positions. $63,200 is to be issued in July with an additional $15,800 potentially issued in February if state performance thresholds are met. John will submit to the Personnel Committee a request to hire an additional child protection worker.

E. Administration of the FPI program:

John reported that Wabasha County will take over regional administration of the fraud prevention program as planned on July 1st. DHS is giving the County a yearly grant of $90,000 for this activity. John stated that Social Services will budget some additional funds for 2016 to manage expenses not covered by the grant.

F. PHS and SS Miscellaneous:

Judy reported that two nurses will be starting on Monday June 29, Ashley Lang, PHN and Susan Bronner, RN. Judy reported that during the legislative session changes were made to some of the funding that impacts Public Health in a positive manner. Wabasha County will receive an additional $11,000 for Public Health Preparedness, additional $8,700 in Local Public Health Grant, and SHIP was funded at a slightly lower level, but still adequate to make a difference $135,000.

John reported that he had not yet received the revised contract from Winona County for EDMS services as previously anticipated. The contract will be brought forward for Board approval once received and reviewed.
