Wabasha County Human Services Board

June 28, 2016


The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 10:50 AM, June 28, 2016 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.

The following members were present: Commissioners Hall, Key, Springer and Wobbe.

Springer/Hall

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented with the addition of 5.B., appoint MDH agent of the board.

Springer/Hall

WHEREAS, the Minutes of the April 26, 2016 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 04/26/2016 through 6/28/2016 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 04/26/2016 through 6/28/16 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 04/26/2016 through 6/28/16 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for  04/26/2016 through 0 6/28/16 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Springer/Wobbe

WHEREAS, Wabasha County Public Health has just this year implemented a fee for testing of and doing sanitary surveys for public water supplies provided by private wells, and

 

WHEREAS, a fee schedule was approved by the County Board which included a late fee if payments were not received by the due date, and

WHEREAS, an invoice was sent to Bluff Valley Campground that stated a due date of May 31, 2016  the fee and a statement about the late fee, and

WHEREAS, Public Health received a check from Bluff Valley Campground dated May 31, postmarked June 1 received in our office June 3, 2016, and

WHEREAS, this is the first year of charging the fee Public Health Director recommends the late fee be waived, however, a warning letter will be sent notifying owner that any future late payments will be assessed the appropriate late fee.

BE IT RESOLVED, that the late fee for 2016 public water supply testing and sanitary survey be waived with the above notification sent to the owner of Bluff Valley Campground.

Appointment of agent of the board

  1. To serve as the Community Health Services Administrator and the Board’s agent according to Minnesota Statute 145A.04, Subd. 2, in communicating with the Commissioner of Health between Board meetings, including receiving information from the Commissioner and disseminating that information to the Board, as well as providing information to the Commissioner on the Board’s behalf.

  1. To sign and submit to the Commissioner the required written components of the Local Public Health Act including identification of local priorities, progress reports and budgets according to Minnesota Statute 145A.04, Subd.1a:

DISCUSSION and INFORMATIONAL ITEMS

 

A.  DHS Home & Community Based Services Lead Agency Review - Final Report and County Response

John Dahlstrom and Tammy Fiedler shared with the Board the Final Report and County Response for the DHS Home & Community Based Services Lead Agency Review.  Overall the review was positive.  DHS submitted 4 recommendations that the County has agreed with and 3 corrective actions related to service areas which the County has already resolved.

 

B.  Home and Community Based Services Audit by U-Care

Tammy shared with the Board the results of the recent U-Care Audit.  It also went well and the auditor was complimentary of the County's documentation and care plans.  There were two minor corrective actions related to documentation timelines.

 

C.  Human Services Performance Management System - Economic Assistance Performance Report

John shared with the Board the latest Human Services Performance Management Report regarding Economic Assistance.  For both Cash Assistance and SNAP performance measures, expedited case processing and application timeliness, the County is exceeding the minimum thresholds and is also above the statewide average.

 

D.  Operators permit fee for advanced septic systems

Judy Barton discussed with the Board the need for an operators permit fee for advanced septic systems.

Following the discussion, a Board motion was made by Springer, seconded by Key to recommend to the county board to set the fee for a septic system operators permit at $85 annually.  Adopted Unanimously.

 

 

PHS and SS MISCELLANEOUS:

 

 Judy reported a couple of historical things that she would like the board to keep in mind.  The first was that Wabasha County received a lump sum payment of $523,000 from South Country Health Alliance as their share of buy in from additional counties.  This is in addition to the many benefits our residents receive that are above and beyond the other health plans as well as the additional revenue the county earns from SCHA.

Judy also reported that when Goodhue Wabasha Counties split their Public Health Department, she had projected that Wabasha County would have a $91,000 savings the first year.  Every year since 1998 Wabasha County has levied $91,000 to $100,000 less per year than what was needed when the department was Goodhue-Wabasha Public Health, a significant cost savings over the last 18 years.

Judy also pointed out to the Board that Tammy would functioning in both Director and HCBS supervisor role until such time as there is a new supervisor, which led to a wider conversation about the filling budgeting positions.  John stated that under the current process he would bring both the HCBS Supervisor and the recent Eligibility Worker vacancies to the Personnel Committee on July 12th.  If approved, he would then submit these for consideration for the County Board's approval on July 19th.  After further discussion the following Board motions were made:

A Board motion was made by Wobbe, seconded by Springer to authorize the filling of the HCBS Supervisor vacancy.  Adopted Unanimously.

A Board motion was made by Springer, seconded by Wobbe to authorize the filling of the Eligibility Worker vacancy.  Adopted Unanimously.
