Wabasha County Human Services Board

February 21, 2017

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 8:00 AM February 21, 2017 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.  The scheduled January 17, 2017 meeting had been cancelled due to inclement weather conditions.

The following members were present: Commissioners Hall, Goihl, Key, and Springer.  The following members were absent: Commissioner Wobbe.

Springer/Key

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented with the following changes:  Special Presentation Item 5.A., Introduction of New Staff, was removed.

WHEREAS, the Minutes of the  December 27, 2016 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

Springer/Hall

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 12/27/2016 through 2/21/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 12/27/2016 through 2/21/2017  are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 12/27/2016 through 2/21/2017 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 12/27/2016 through 2/21/2017 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be affirmed as valid claims against the County approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

SPECIAL PRESENTATIONS

Wanda Jensen, Operations Director for Workforce Development, Inc. gave an update to the Board on the programs offered in the Wabasha office and Employment & Training services.

ACTION ITEMS

Key/Springer

WHEREAS, Wabasha County Human Services Board receives a number of documents requiring signature during the calendar year in the Public Health Services and Social Services Department; and

WHEREAS, the Minnesota Department of Health and the Minnesota Department of Human Services provide continuing funding for services through grants and allocation of funds authorized by Legislation, which also need signature by a representative of Public Health Services or Social Services staff; and

WHEREAS, these documents can be signed by administrative personnel as a matter of routine administrative procedure; and

WHEREAS, there has been a long history of administrative personnel signing certain documents on behalf of the Human Services Board; and

WHEREAS, the authorized staff involved in these actions understands they will also comply with the Wabasha County Purchasing Policy, adopted Feb 5, 2002;

BE IT RESOLVED, that the Wabasha County Board of Human Services hereby authorizes the Directors of Public Health and Social Services, or their designees, to approve purchases, sign contracts, placement agreements, and other legally binding documents on behalf of the County during 2017.  There is a limitation of $2,500 per individual item and $12,000 per contract (excluding contracts for medical assistance waivers and ongoing renewal of grants and agreements that do not require county level match).  The primary individuals/positions with this authorization are listed below:

Springer/Key

WHEREAS, the Services Building Security team has held an active shooter drill, and

WHEREAS, following the drill an evaluation was done which evaluated weaknesses within the building that could be changed to improve employee safety, and

WHEREAS, one recommendation was to have doors installed on 2nd floor and fobbed so it can be closed to increase employee safety in the event of an active shooter or other event, and

WHEREAS, one quote was received for the fob, and

WHEREAS, one quote was provided by Custom Alarm services who will  provide material, equipment and labor as described within the proposal.

BE IT RESOLVED, by the Wabasha County Board of Human Services that they

accept the quote from Custom Alarm Services for $3,982.00 with funds to come from the South Country Health Alliance fund.

WHEREAS, Wabasha County Public Health and Social Services departments have performed delegated functions for South Country Health Alliance since South Country Health Alliance began operations, and

WHEREAS, the current delegation agreement has expired, and

WHEREAS, South Country Health Alliance has put forward a new delegation agreement, and

WHEREAS, Wabasha County wishes to continue to provide these delegated functions for South Country Health Alliance;

BE IT RESOLVED, by the Wabasha County Board of Human Services that they  sign the 2017 County Delegation Agreement with South Country Health Alliance.

WHEREAS, the Wabasha County Human Services Board has a responsibility to ensure that applicants/recipients of Medial Assistance (MA) and MinnesotaCare pregnant women and children under 21 years of age are provided with or reimbursed for the appropriate level of needed transportation and other travel related expenses to enable them to access necessary medical treatment; and

WHEREAS, Three Rivers Community Action, Inc. and the County had an agreement to provide transportation services which expired on December 31, 2016; and

WHEREAS, both parties wish to continue this partnership to provide transportation services to eligible residents of Wabasha County; and

WHEREAS, the Director of Social Services recommends approval of this service agreement to help meet the transportation needs of Wabasha County residents; 

BE IT RESOLVED, that the Wabasha County Human Services Board authorizes the Director of Social Services to execute the service agreement with Three Rivers Community Action, Inc., to provide transportation services to eligible residents of Wabasha County.  Said agreement will be effective January 1, 2017, to December 31, 2017.

DISCUSSION and INFORMATIONAL ITEMS

A.  Social Services Reports: 4th Quarter 2016 Budget

Cindy Berg, Fiscal Supervisor, presented the 4th Quarter 2016 Social Services Budget Report. Cindy reported that the overall county levy for 2016 was higher than 2015 due to EDMS expenses paid in 2016 were for 3 years total and also that the County paid $149,000 for the state/federal share of a MA estate recovery that was received in 2015.  The combination of these two factors resulted in approximately $200,000 in additional levy for 2016.

Cindy also reported that the number of children in out of home placement as well as placement expenses have gradually increased in 2016.  In addition case management revenues were significantly higher in 2016 because Aug thru Nov 2015 services were claimed in 2016.

B.  Human Services Performance Management: Child Support and Adult Protection

Lisa Schuth-Stuhr, Collection Services Supervisor, presented the 2016 Minnesota Child Support Performance Report.  Wabasha County is doing well in all five of the measures reported on annually: 

Establishment of Paternity:  106.2% which is 23th in the state

Establish of Support Order: 90.76% which is 56th in the state

Current Support Collected 81.31% which is 8th in the state

Arrears Collection:  77.12% which is 36th in the state

Cost Effectiveness:  $7.09 which is 7th in the state. 

Lisa reported that the County has improved in each category over the 2015 Report and there are no Performance Improvement Plans needed for Child Support. 

Tim Hunter, Social Services Supervisor, reported that for Adult Protection there were no incidents of repeated maltreatment reported and no Performance Improvement Plans were needed.

C.  MN County Human Service Cost Report 2015

Social Service Director, John Dahlstrom, discussed the MN County Human Service Cost Report and how the report is put together with the Board.  For Wabasha, the County purchased approximately $39.6M in aid in 2015.  The county share was approximately $1.7M or 4.3% of the total.  Based on the information in the report, the County portion cost per capita would be 11th lowest in the State.

D.  Workforce Innovation & Opportunity Act Discussion

John also gave a brief update on the meetings that were taking place with clients, guardians and advocates at the Wabasha County DAC regarding the Workforce Innovation & Opportunity Act.  John characterized the information presented by all parties as very balanced and accurate and commended the job done by SEMCIL.  John stated he was waiting to hear back from Steve Kohls regarding the number of clients wishing to pursue competitive employment.
