Wabasha County Human Services Board

March 21, 2017

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 8:00 AM, March 21, 2017 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.  

The following members were present: Commissioners Hall, Goihl, Key, Springer and Wobbe.  No members were absent.

Wobbe/Key

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented.

Springer/Key

WHEREAS, the Minutes of the February 21, 2017 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 2/21/2017 through 3/21/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 2/21/2017 through 3/21/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 2/21/2017 through 3/21/2017 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 2/21/2017 through 3/21/2017 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be affirmed as valid claims against the County approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

ACTION ITEMS

Wobbe/Key

WHEREAS, the Wabasha County Human Services Board and Public Health have a responsibility for records retention; and

WHEREAS, this schedule has not been updated since 1988; and

WHEREAS, the Minnesota Department of Health along with the MN Historical Society, Attorney General and Legislative Auditor recently approved an updated Local Public Health Records Retention Schedule for Counties; and

WHEREAS, the Director of Public Health recommends approval of this Records Retention Schedule to keep Wabasha County in Compliance; 

BE IT RESOLVED, that the Wabasha County Human Services Board authorizes the Director of Public Health to replace the record retention schedule from 1988 with the updated schedule, and to continue to adhere to future of this schedule from the above listed authorities.

Key/Springer

WHEREAS, the Social Services Department is planning to offer periodic informational sessions to residents interested in becoming a licensed in-home family child care provider in the County; and

WHEREAS, as an incentive to attend one of these informational sessions and become a provider in the County, the Social Services Department would like to offer prospective licensees a $50 credit off of their initial licensing fee of $150, if the licensing fee is paid within 6 months of attending one of these sessions; and

WHEREAS, both the County Administrator and the Social Services Director are in support of offering a reduced fee to prospective providers who attend an information session;

BE IT RESOLVED, by the Wabasha County Human Services Board that it approves $50 credit off of the initial licensing fee paid by prospective licensees who pay their initial licensing fee within 6 months of attending a County information session for becoming an in-home family child care provider.  The assessed fee with this credit applied shall be $100.

DISCUSSION and INFORMATIONAL ITEMS

 

A.  MDH activities in Wabasha County 2016 Food Beverage and Lodging

Tammy Fiedler provided an update of the MDH Food, Pools, and Lodging Services in Wabasha County for 2015 and 2016 as provided by MDH staff.

B.  Update on Combined Drive Fund

Tammy Fiedler informed the Board that she recently received a letter from Dr. Bob Mann who represents the Wabasha Kellogg Area Community Foundation (WKACF).  He informed Tammy that the Combined Drive as we know it, no longer exists.  Tammy asked for the Board's consent to be involved with the group to help support our fund for health and safety needs not being met in Wabasha County by other payer sources.  The Board provided consent.

C.  PH Contracts/Grants 

Tammy Fiedler asked the board for clarification on grants, and contracts coming to the board.  In reviewing past practice this was inconsistent.  The Administrator directed Tammy to bring all Grants and contracts in front of the board. Tammy states she will have a number of them on the next agenda and thanked the board for clarification

D.  FPI Contract Renewal Discussion

John Dahlstrom and Sheriff Bartsh discussed the upcoming FPI Grant renewal process with the Board and concerns about vehicle related expenses that could potentially exceed the grant allocation.  A regional meeting to discuss the program is scheduled for April 12.

PHS and SS MISCELLANEOUS:

 

Tammy Fiedler updated the board on a Grant application from St. Elizabeth’s hospital for a rural health care clinic.  Tammy states part of the process is to provide the documents to the CHB for comments. Comments are due April 17, 2017, and it was decided that Tammy will email the documents to board members for review. The board will get comments to Brian Goihl who is chair of HSB for submission to MDH.  

The Board recognized that March was social worker appreciation month and commended the work they do providing services for the County.  Lisa McNally introduced new eligibility worker, Nick Anderson, to the Board.  Cindy Berg provided updated information on the costs of out of home placements per type.  John Dahlstrom reported that Tim Hunter is arranging a meeting between St Elizabeth's ER staff, the mobile crisis team, law enforcement and the County Attorney's Office to discuss after hours crisis situations, roles and responsibilities.

Being no further business to come before the Human Services Board, motion was made and duly carried at 8:52 AM to recess this meeting until 8:00 AM on April 18, 2017.
