Wabasha County Human Services Board

May 23, 2017

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 8:00 AM, May 23rd, 2017 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.  

The following members were present: Commissioners Hall, Goihl, Key, Springer and Wobbe.  No members were absent.

Springer/Hall

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented.

Wobbe/Springer

WHEREAS, the Minutes of the April 18th, 2017 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 4/18/2017 through 5/23/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 4/18/2017 through 5/23/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 4/18/2017 through 5/23/2017 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 4/18/2017 through 5/23/2017 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be affirmed as valid claims against the County approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

ACTION ITEMS

Key/Springer

Whereas, Wabasha County has participated in a regional Fraud Prevention Investigation (FPI) program with the State of Minnesota and Goodhue, Winona, Fillmore and Houston counties since 1999; and

Whereas, effective July 1, 2015, Wabasha County will be designated as the Regional Administrative Agency for this program with the State of Minnesota’s Department of Human Services, Financial Fraud and Abuse Investigations Division; and

Whereas, as the Regional Administrative Agency, Wabasha County will enter into cooperative agreements with Goodhue, Winona, Houston, and Fillmore counties to provide Fraud Prevention Investigation services within the agreed upon geographical area; and

Whereas, Goodhue, Winona, Houston, and Fillmore counties have indicated a willingness to continue participation in this program and are in the process of establishing cooperative agreements with Wabasha County; and

Whereas, each participating county has agreed to payment of an administrative fee of $1500 per fiscal year to help offset additional costs of the program incurred by Wabasha County that are in excess of the State grant amount;

Now therefore be it resolved by the Wabasha County Human Services Board, that the Director of Social Services is hereby authorized to execute the Fraud Prevention Investigation Multi-County Grant Contract with the State of Minnesota and the required cooperative agreements from Goodhue, Winona, Houston, and Fillmore counties.  The term for all contractual agreements will be from July 1, 2017 through June 30, 2019.

Be it resolved that Wabasha County Public Health enter into a award agreement with the State of Minnesota Department of Agriculture, for Farmers Market Bucks during the period from June1, 2017 through December 31, 2017.

The Public Health Director is hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of Wabasha County Public Health and to be the fiscal agent and administer the award.

I certify that the above resolution was adopted by the Wabasha County Human Services Board of Wabasha County on May 23rd, 2017.

Be it resolved that Wabasha County Public Health enter into a award agreement with the Minnesota Department of Health, for Family Home Visiting Grant (TANF)   during the period from July 1, 2017 through June 30, 2019

The Public Health Director is hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of Wabasha County Public Health and to be the fiscal agent and administer the award.

I certify that the above resolution was adopted by the Wabasha County Human Services Board of Wabasha County on May 23rd, 2017.

Springer/Key

Whereas, the Wabasha County Family Services Collaborative has been in operation for many years to provide prevention services through our schools, Public Health, and other community partners; and

Whereas, the Local Collaborative Time Study (LCTS) Participation Agreement is the cooperation mechanism that sets forward the local requirements for the Collaborative to receive continued funding; and

Whereas, the Director of Social Services recommends the County continue as fiscal agent and signature on the participation agreement;

Now, therefore be it resolved, the Human Services Board authorizes the Director of Social Services to execute the Local Collaborative Time Study Participation Agreement to support the continued delivery of prevention services in Wabasha County.

DISCUSSION and INFORMATIONAL ITEMS

 

A.  HSPM: Cash Assistance and SNAP Timelines

John Dahlstrom reported that the County will be required to submit a performance improvement plan related to application timeliness.  This was not unexpected.  John reported that corrective action steps had already been put in place prior to the finding and that the additional staff person hired in 2017 should resolve any ongoing issues.

B.  Licensing Audit

Tim Hunter reported that the State recently completed an audit of the County's adult foster care, child foster care and daycare licensing operations.  No major compliance issues were found.  There was a minor finding cited in regards to internal documentation that has been corrected.

C.  Habitat for Humanity

John Dahlstrom reported that Social Services staff recently met with Kevin Worden, Executive Director for the Rochester Area Habitat for Humanity.  Wabasha is currently an under-served area and Habitat of Humanity and is planning on building a house in Plainview within the next year.  They are currently in the planning and outreach phase of the project.

D. May is National Foster Care Month and Mental Health Awareness Month

Tim Hunter reported that May is National Foster Care Month.  Social Services has traditionally recognized foster parents with a gift card in appreciation and will continue the practice this year.  Mental Health Awareness Month was also recognized along with the efforts of the Mental Health Task Force.   

E.  Donations for Foster Children

Tim Hunter was recently contacted about potentially receiving charitable donations for children in foster care.  It was agreed that this would be a benefit to the families we serve.  Tim will update the Board on any future progress.

F. HVMHC Board of Directors

John Dahlstrom reported that there currently are no representatives from Wabasha County on the Hiawatha Valley Mental Health Center's Board of Directors.  After discussing potential interest and responsibilities, it was decided that Tim Hunter will get some additional information and report back to the Board.  

PHS and SS MISCELLANEOUS:

 

  1. New Hire Public Health

Tammy Fiedler updated the board on the hiring of a new nurse who will start on July 1, 2017. 

  1. Cindy Berg Resignation

John Dahlstrom reported that Cindy Berg, Fiscal Supervisor, has resigned.  Her last day would be on June 14, 2017.  The Board thanked Cindy for her service.

Being no further business to come before the Human Services Board, motion was made and duly carried at 8:40 AM to recess this meeting until 8:00 AM on June 20, 2017.
