Wabasha County Human Services Board

June 20, 2017

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 8:00 AM, June 20th, 2017 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.  

The following members were present: Commissioners Hall, Goihl, Key, Springer and Wobbe.  No members were absent.

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented.

WHEREAS, the Minutes of the May 23, 2017 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 5/23/2017 through 6/20/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 5/23/2017 through 6/20/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 5/23/17 through 6/20/2017 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 5/23/2017 through 6/20/2017 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be affirmed as valid claims against the County approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Approve Governance Agreement for the Wabasha County Family Services Collaborative

Whereas, the Wabasha County Human Services Board  has previously authorized the Director of Social Services to execute the Local Collaborative Time Study Participation Agreement to support the continued delivery of prevention services in Wabasha County with the State of Minnesota; and

Whereas, the Governance Agreement for the Wabasha County Family Services Collaborative has been updated and agreed to by the participating members from the Wabasha Kellogg, Lake City and Plainview Elgin Millville Schools, Fernbrook Family Center, Hiawatha Valley Mental Health Center, Three Rivers Community Action and the Directors of Community Corrections, Public Health and Social Services; and

Whereas, the Directors of Public Health and Social Services recommend that the County approve the execution of this agreement for the betterment of the families we serve in our community;

Now, therefore be it resolved, that the Wabasha County Human Services Board hereby approves the Governance Agreement for the Wabasha County Family Services Collaborative.

Authorize Purchase of Services Agreement for Supervised Visitation

Whereas, Wabasha County has an ongoing need and responsibility to provide supervised visitation services as directed by the Court for the  families in our child protection system; and

Whereas, the County has contracted for these services in the past, when feasible, as a cost effective means to provide these services; and

Whereas, Social Services would like to establish an agreement with Shannon Myers to provide these services at an anticipated cost of $6000 for the remainder of 2017; and

Whereas, both the Director and the Social Services Supervisor recommend entering into an agreement with Shannon Myers to provide these services;

Now, therefore be it resolved, that the Wabasha County Human Services Board authorizes the Director of Social Services to execute a purchase of services agreement for supervised visitation services with Shannon Meyers.  This agreement will end December 31, 2017.

DISCUSSION and INFORMATIONAL ITEMS

A. Darrin Thompson Ryan's Bay Sewer Project update

Darrin Thompson informed the board of a potential community sewer project in the “Ryan’s Bay” area of Wabasha County. Preliminary information has been collected regarding the systems in the project area and an application for funding through the MPCA has been submitted.  If funded, an engineering firm will do an evaluation to come up with options, costs, etc. The results will be presented to the residents of the project area and at that time decisions will have to be made on what options to move forward with or to possibly not move forward with the project at all.  Two meetings have been conducted so far with area residences; the people in attendance seem receptive to exploring this project.  

B. FPI Update

John Dahlstrom reported that all regional agreements were received and that the State contract has been submitted to DHS for execution.  John indicated that the new investigators salary would be higher than the previous incumbent, but that dollars originally earmarked for equipment upgrades would be reassigned to salary expenses.  John stated that the Sheriff's Office and DHS were both aware and ok with this.  A vehicle for the investigator position was submitted as a 2018 capital request.   

C. Staffing Update

John Dahlstrom reported that Cindy Lundstrom, social worker, announced her retirement effective the end of July.  This position is in the process of being posted.  He also reported that interviews for the fiscal supervisor position were being scheduled for the following week.  John then discussed the potential need for additional staffing of child protection related positions and/or the purchasing of services.  

PHS and SS MISCELLANEOUS:

A. UCare Audit

Jodi Johnson and Tammy Fiedler reported that the recent UCare Audit went very well.  They had two minor issues that will be easy to correct.  Commended Public Health staff on a job well done.   

B.  Make It OK

Tammy Fiedler reported that the Wabasha County Mental Health Task Force will be doing presentations of the Make It OK campaign for County staff on July 13th and July 14th.

C.  Saint Elizabeth Purchase of Wabasha Clinic

Tammy Fiedler reported that she was recently informed by St. Elizabeth that a joint announcement will be released this week by Mayo and St. Elizabeth regarding Mayo ending services at its Wabasha site.    St. Elizabeth plans to purchase the clinic site from Mayo. St. Elizabeth has three providers signed to provide services there.  Fiedler told members of the board clients can call to be put on a list for appointments which will start being filled in the near future. 

E. HVMHC Board of Directors

John Dahlstrom reported that details on a possible appointment to the HVMHC Board are still pending.
