Wabasha County Human Services Board

July 26, 2016


The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 12:09 PM, July 26, 2016 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.

The following members were present: Commissioners Hall, Key, Springer and Wobbe.

Springer/Wobbe

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented with the addition of 5.B., appoint MDH agent of the board.

WHEREAS, the Minutes of the June 28, 2016 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 6/28/2016 through 7/26/2016 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 6/28/2016 through 7/26/2016 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 6/28/2016 through 7/26/2016 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for  6/28/2016 through 7/26/2016 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

WHEREAS, Wabasha County on the behalf of Social Services desires to enter into a Joint Powers Agreement with the State of Minnesota, Department of Public Safety, Bureau of Criminal Apprehension to use systems and tools available over the State's criminal justice data communications network for which the County is eligible. 

BE IT RESOLVED, that:

1.  The State of Minnesota Joint Powers Agreement by and between the State of Minnesota acting through its Department of Public Safety, Bureau of Criminal Apprehension and Wabasha County on behalf of its Social Services Department are hereby authorized. 

2.  The Social Services Director, John Dahlstrom, or his successor, is designated the Authorized Representative for Social Services.  The Authorized Representative is also authorized to sign and subsequent amendment or agreement that may be required by the State of Minnesota to maintain the County's connection to the tools offered by the State.

3.  The County Attorney, Karrie Kelly, is authorized to sign the State of Minnesota Joint Powers Agreement to attest to its form and execution.

Wobbe/Hall

WHEREAS, the Wabasha County Human Services Board has previously agreed to participate in an Electronic Document Management System (EDMS), hosted by Winona County, with Fillmore, Freeborn, Goodhue and Houston counties all participating in the same system; and

WHEREAS, the Wabasha County Department of Social Services has successfully implemented this system for their Child Support and Income Maintenance Units; and 

WHEREAS, the regional supervisors who use the EDMS system are recommending that the counties involved in this project purchase a one-time software enhancement to OnBase to improve the workflow of MNSure cases on the system; and

WHEREAS, the cost of this enhancement for each participating county is $3555 and it is eligible for financial participation reimbursement, which would reduce its financial impact to the County by approximately half;

BE IT RESOLVED, that the Social Services Director is authorized to purchase the requested software enhancement to OnBase to improve MNSure workflow at the cost and anticipated reimbursement stated in this resolution.

WHEREAS, the Wabasha County Human Services Board has a responsibility to ensure that applicants/recipients of Medial Assistance (MA) and MinnesotaCare pregnant women and children under 21 years of age are provided with or reimbursed for the appropriate level of needed transportation and other travel related expenses to enable them to access necessary medical treatment; and

WHEREAS, Three Rivers Community Action, Inc. and the County have had long standing agreements to provide these transportation services; and

WHEREAS, at that last approved agreement between the County and Three Rivers Community Action, Inc., it was anticipated that there would be a rate change effective on July 1st, 2016 requiring an addendum to the agreement; and

WHEREAS, the anticipated rate changes have been released by the Department of Human Services and that Three Rivers Community Action, Inc. and the County are in agreement to amend the rates to those proposed in the addendum; 

BE IT RESOLVED, that the Social Services Director is authorized to execute the proposed addendum with Three Rivers Community Action, Inc., which amends the transportation reimbursement rates for services to eligible residents of Wabasha County effective July 1st, 2016.

WHEREAS, Wabasha County has contracted with Greg Glomski to act as coordinator for the Youth Link Mentorship Program, and;

WHEREAS, the current contract with Mr. Glomski expires on August 31, 2016; and

WHEREAS, Wabasha County recognizes the importance of continuing this program as a critical resource for the betterment of at-risk youth in our communities, and;

WHEREAS, the Social Services Director has recommended extending this contract for two additional years with the general provisions of $29,085 a year for salary for the first 12 month period, $30,539.25 a year for salary for the second 12 month period, and with any other expenses to be reimbursed only if preauthorized by the County Administrator or the Social Services Director, and;

WHEREAS, the County Administrator has reviewed and agrees with the Social Services Director's recommendation; 

BE IT RESOLVED, that the County Administrator is hereby authorized to enter into a contract with Greg Glomski to continue providing coordination of the Wabasha County Youth Link Mentorship Program under the general provisions stated in this resolution.  This authorization is conditional upon review and final approval of the contract by the County Attorney.

DISCUSSION and INFORMATIONAL ITEMS

 

A.  Social Services Quarterly Budget Report

Cindy Berg gave an update on the Social Services Quarterly Report and also discussed the preliminary budget for 2017.  The projected levy amount for 2017 is $2,298, 789 which is down from 2016 when it was $2,375,483.  While projected expenses have increased, so have revenues.  Out of Home Placements continue to have a major impact on the overall budget.

B.  Regional MOU for Vulnerable Adult Maltreatment Investigations

John updated the Board that the regional directors were in agreement to draft an MOU on how to assign vulnerable adult maltreatment investigations.  Under MARC, cases are now assigned by where the victim resides.  The counties prefer to have cases assigned based on where the maltreatment occurred.

 

C.  County Costs related MH Hospitalizations

John discussed some potential state reorganization plans that may result in a Competency Restoration Facility being utilized in St Peter.  This would give counties a lower priced option for clients who were transitioning out of a facility and had trouble finding appropriate Intensive Residential Treatment Services.  The projected cost of utilizing a Competency Restoration Facility would be $800/day as opposed to the much higher Does Not Meet Criteria rates for the Community Behavioral Health Hospital ($1800/day) or the Anoka Metro Regional Treatment Center ($1300/day).    

 

D.  Septic Update

Tammy reported that the issue with the Pioneer Septic was with gophers and that they have a permit to repair.

 

E.  Information for Township Officers Association Meeting

John and Tammy discussed with the Board different types of information to share at the upcoming township meeting.  It was decided to give a general update and then discuss some basic budget and performance data.

 

 

PHS and SS MISCELLANEOUS:

Tammy reported that the Mental Health Taskforce was moving forward with the 'Make it ok' campaign.  They were working in a subgroup to with plans to launch in September, which is suicide awareness month.

John reported that the Merit System had advised him a 12 month temporary could not be extended.  It would need to be made permanent or end.
