Wabasha County Human Services Board

October 25, 2016

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 09:30 AM, October 25, 2016 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.

The following members were present: Commissioners Goihl, Hall, Key, Springer and Wobbe.


BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented with the addition of 5.B., appoint MDH agent of the board.

Adopted Unanimously.


WHEREAS, the Minutes of the September 27, 2016 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 9/27/2016 through 10/25/2016 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 9/27/2016 through 10/25/2016 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 9/27/2016 through 10/25/2016 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 9/27/2016 through 10/25/2016 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Introductions of the Winona State BSN nursing students were made to the Board.




WHEREAS, pursuant to the Minnesota Comprehensive Adult Mental Health Act, the State and Counties are empowered to enter into grant contracts to create and ensure a unified, accountable, comprehensive adult mental health system, and

WHEREAS, the County has submitted  a request of $157,876 for 2017-2018 in Community Support Program grants which the Department of Human Services has approved and has forwarded a grant contract for formal acceptance and execution; and

WHEREAS, the Social Services Director recommends acceptance of this grant award and execution of the proposed contract in order to support adults with mental health needs in the community; 

BE IT RESOLVED, by the Wabasha County Human Services Board, that it wishes to accept the  CY17-18 Community Support Program Grant award and that the Social Services Director, John Dahlstrom, or his successor, is designated the Authorized Representative for Social Services to sign any necessary contracts.

A.  Regional Contract Manager MOU Amendment for 2017

John reported that this MOU was approved.  The agreement is for the support Wabasha County receives from Olmstead County's contracting unit.

B.  Social Services 3rd Quarter Budget Report

Cindy Berg reported on the Social Services budget. The current reserve balance was $2.4 million. The YTD Out of Home Placement expenses were $667,000 after crediting revenues.

C.  Regional FPI Program Discussion - Update

John reported that the funding concerns with DHS were mostly resolved. The regional directors are still working with the State and the Sheriff's Department on a resolution for a vehicle.

D.  Flu Shots for County Employees

Tammy updated the Board that flu shots will be offered to employees on November 2 from 7:30-9:30 in the Public Health office. She also discussed the community flu clinics Public Health is holding. The numbers are down again this year as flu shots are more accessible to the public.

E.  CHS Conference Highlights

Tammy reported on the CHS conference. The theme this year was Health Equity.  It was well attended and she felt the sessions were relevant to the work done in Wabasha County.  Tammy  encouraged Commissioners who were interested to consider attending next year.

F.  St. Elizabeth’s Hospital Carolyn Boone Lewis Living the Vision Award

Tammy updated the board on the ceremony honoring St. Elizabeth’s and their community partners. Tammy spoke at the ceremony on behalf of Wabasha County Public Health.  The ceremony was well attended by community members as well as Dr. Ed Ehlinger, the State Health Commissioner.  Only 16 hospitals have received this award from the Hospital Association.     




John and Tammy discussed staff openings in their departments.  Tammy and Jodi Johnson would be interviewing two PHN/RN candidates that afternoon.  This is the only opening in Public Health at this time.

John reported that Tim Hunter, the new Social Services Supervisor, will start on November 14th.  John also reported that he would be meeting with Fernbrook Family Center and South County Health Alliance that afternoon for a promotional video on the Community Reinvestment Grants.



Being no further business to come before the Human Services Board, motion was made and duly carried at 10:30 am to recess this meeting until 1:00 p.m. on November 22, 2016.
