Wabasha County Human Services Board
Meeting of March 25, 2008
The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m., March 25, 2008 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.
The following members were present: Commissioners Dwelle, McNallan, Riester, Springer, and Windhorst. Absent: None
BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with two changes:
Item 6F Legislative Update was removed
Item 6H regarding Board claim forms was added
Adopted Unanimously.
WHEREAS, the Minutes of the February 26, 2008 meetings have been presented for review and that no changes have been made to the Minutes;
BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;
BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 2/26/08 through 3/24/08 are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;
BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 2/26/08 through 3/24/08 are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;
BE IT RESOLVED, that all personnel actions for 2/26/08 through 3/24/08 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 2/26/08 through 3/24/08 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;
BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.
WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;
BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Whereas, the Wabasha County Social Services Director has received a request for leave of absence from Ms. Nicole Moline; and
Whereas, the request is for up to 8 weeks of leave, in accordance with the Family Medical Leave Act and existing Wabasha County policy; and
Whereas, Ms Moline is an employee in good standing with the County;
Now, therefore be it resolved the Wabasha County Human Services Board approves an 8-week leave of absence for Ms. Nicole Moline in accordance with County policy and the Family Medical Leave Act. The leave of absence is anticipated to begin near April 15th. Should it be necessary for additional leave, another request will be brought to the Board for consideration.

Out-of Home Placement Budget
Social Services staff prepared a year-to-date report on expenditures for placement of children. The total budgeted amount for placements in 2008 is $514,000. The first 2 ½ months of the year show approximately $81,200 in expenditures. This puts us under budget as we enter the second quarter of the year. The report identified expenses in the area of child/family foster care, group residential care, and corrections facilities.
Environmental Health Services Report
Mr. Darrin Thompson update the Board on visits with Hill’s Supper Club in Plainview, the Zumbro Falls Golf Course in Zumbro Falls, and the Whippoorwill Kampgrounds in rural Plainview. Environmental Services staff is looking to insure consistency in their duties when reviewing septic systems.
IMU Quarterly Report
McNally provided a handout reviewing an increase in Wabasha County poverty rate, increasing from 6& in 2004 to 7% in 2005. The number of income maintenance cases has also increased from March 2004 to present. It appears the caseload numbers are leveling this year at 1080 cases. The majority of cases continue to be for medical care. And our number of Minnesota Care cases continues to increase. The 6 Financial Workers carry a caseload of about 175, and the Supervisor also has about 50 cases. How the current economy will affect caseloads will be seen over the next few months.
McNally informed the Board that the Governor’s budget did NOT include taking over the fraud prevention program. It also proposes to repeal adding more children for eligibility to Minnesota Care. HealthMatch is no longer on track for implementation in 2009. Significant improvement has been made statewide on determination of Food Support program eligibility. Last year, Minnesota was very close to losing an incentive payment from the Federal government due to a higher error rate.
PHS & SS Miscellaneous
Ms. Judy Barton informed the Board her agency has received a couple complaints regarding the Freedom to Breathe Act. Those complaints are being addressed at both the local level and from the State. Barton is participating with a local committee in the application for $75,000 from Blue Cross Blue Shield. Commissioner Riester may be contacted as part of the local effort. There is “health improvement plan” legislation introduced that would provide grant funds plus a per capita amount to each county in an effort to work on obesity and nutrition. Funds would be raised for this effort from health care systems.
Terry Smith informed the Board a letter was received from DHS indicating all key quarterly fiscal reports for programs were received at the State timely during 2007. This continues the number of consecutive years in which the County has performed very well. Smith indicated this is an effort by many line staff, culminating with Ms. Moline to make sure the reports are not only completed on time, but accurately. Smith also shared notice the county was designated the owner of 1 share of stock in PHH Corporation. Smith is pursuing the investment bank to liquidate the share.
Safety Committee
The Safety Committee is attempting to become more active in 2008. Our first meeting of the year was earlier this month. Topics included: first aid kits, defibrillators, defensive driving course, exit lighting in the Courthouse, and inclusion of the Safety Committee guidelines in our upcoming employee policy manual.
Many Rivers Juvenile Detention Center
The Rochester facility has provided notice of its intention to reduce bed capacity from 16 beds to 12 beds, beginning on March 31st. The reduction in beds is driven by revenue shortfalls and associated costs to run the facility.
Priority for the beds will be Olmsted County placements. Should a Wabasha County resident be placed at Many Rivers, and a need arises for an Olmsted County placement, Wabasha County could be asked to remove our resident within 24 hours.
Board Member Claim Forms
Board members requested clarification on the claim forms for mileage and per diem. Finance Director Moga joined the meeting to help clarify the forms being used. Primary questions were in the areas of how often small checks are printed, need for declaring a valid driver’s license and insurance, and the account codes used to reimburse claims.
Being no further business to come before the Board, motion was made and duly carried at 10:30 a.m. to recess this meeting until 9:00 a.m. on April 22, 2008.
