Meeting of December 22, 2009

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m., December 22, 2009 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place. The following members were present: Commissioners Dwelle, Hall, Norman, and Riester Absent: Windhorst

RIESTER – NORMAN

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with no changes.

Adopted Unanimously.

HALL – RIESTER

WHEREAS, the Minutes of the November 24, 2009 meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

HALL – RIESTER

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 11/24/09 through 12/21/09 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 11/24/09 through 12/21/09 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 11/24/09 through 12/21/09 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 11/24/09 through 12/21/09 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

RIESTER – HALL

Whereas, the Wabasha County Human Services Board has maintained an agreement for the provision of mental health and chemical dependency services with Hiawatha Valley Mental Health Center (HVMHC) for many years and wishes to continue this contractual relationship; and

Whereas, the Director of Social Services recommends approval of this agreement;

Now, therefore be it resolved the Wabasha County Human Services Board approves the mental health and chemical dependency services agreement with Hiawatha Valley Mental Health Center at a maximum cost of $125,500. This agreement will end December 31, 2010.

RIESTER – HALL

Whereas, Wabasha County and the Workforce Development, Inc. have maintained a contractual relationship for many years in the provision of employment and training services; and

Whereas, Wabasha County wishes to continue purchasing of employment and training services Workforce Development, Inc. for our clients receiving Minnesota Family Investment Program (MFIP) and Diversionary Work Program (DWP); and

Whereas, the proposed contract for calendar year 2010 is approximately $115,376 for the MFIP and DWP employment and training services;

Now, therefore be it resolved, the Wabasha County Human Services Board approves a contract between Wabasha County and Workforce Development, Inc. in the amount of $115,376 for MFIP and DWP employment and training services. This contract will expire on December 31, 2010.

Whereas, the Wabasha County Social Services and Public Health Services staff has provided input to the 2010 budget committee regarding expenses and revenues for the Department of Social Services; and

Whereas, the Directors of Public Health and Social Services recommend acceptance of the recommended budget for 2010;

Now, therefore be it resolved the Wabasha County Human Services Board approves the 2009 budget for the Department of Social Services with anticipated expenditures and revenues of $4,343,269. The total levy request to support this budget is $2,133,579. The Public Health Services anticipates expenditures and revenues in the amount of $1,499,925. A total tax levy to support this budget is $293,494. Approval of these budgets will subsequently be forwarded to the County Board for consideration in County budget.

NORMAN – HALL

Whereas, Ms. Sandra Sanderson has been employed by Wabasha County since June 1986, originally hired as a Clerk Typist II and is currently a Case Aide; and

Whereas, the Social Services Director has received a notice of retirement letter from Ms. Sanderson, effective February 5, 2010; and

Whereas, Ms. Sanderson has been a valued employee who is leaving the County in good standing;

Now therefore be it resolved, the Wabasha County Board of Human Services hereby accepts the letter of retirement from Ms. Sanderson, with regrets and acknowledgement for almost 24 years of service to the County. Retirement will be effective at the end of the workday, February 5, 2010.

HALL – RIESTER

Whereas, Wabasha County Public Health Services has a Special Needs Fund that assists families in our county when other funding is not available; and

Whereas the Wabasha Combined Drive and the Kellogg Combined Drive have each donated funds to the Special Needs Fund in past years; and

Whereas, Wabasha County Public Health Services has received a donation from each combined funds again this holiday season; and

Whereas, the Director of Public Health Services recommends the Human Services Board accept the donations;

Now therefore be it resolved, the Wabasha County Board of Human Services hereby accepts the donation of $80.50 from the Kellogg Combined Drive and $1,104.70 from the Wabasha Combined Drive. These donations will be used for the Special Needs Fund maintained by PHS.

Whereas, Wabasha County Public Health Services is required to maintain an Environmental Health Mutual Aid Agreement for those emergency situations in which Wabasha County needs assistance; and

Whereas the Director of Public Health Services has met with the Winona County Public Health Services Director for the purpose of reducing cost and supporting both counties through a mutual aid agreement regarding environmental health; and

Whereas, the Public Health Services Director recommends the approval of this mutual aid agreement with Winona County;

Now therefore be it resolved, the Wabasha County Board of Human Services hereby approves entering a mutual aid service agreement with Winona County for the purpose of supporting the County in the area of environmental health. This service agreement will end December 31, 2010.

DISCUSSION and INFORMATIONAL ITEMS

Environmental Health Services Report

Susie West indicated the food/beverage/lodging license renewals will be in the mail this week to existing providers. A strong effort was made to bring schools up-to-date in their licensing requirements in 2009. For 2010, a strong focus will be on pool licensing, in anticipation of an audit in 2011. Staff will also be updating the data base. Darrin Thompson is completing year-end septic reports. The water level at Lake Zumbro is now low enough for staff of Wabasha and Olmsted counties to begin the pipe inventory project. Darrin is also working with officials in the city of Plainview on well-head protection.

Income Maintenance Quarterly Report

Lisa McNally provided an update on the number of families/individuals making application for services. She presented charts outlining the increase in persons from 2006-2009. There are significant increases in the number of persons receiving health care and food support. The overall trend for 2009 for those persons receiving cash assistance is a slight move toward fewer persons receiving assistance. The Board then discussed issues surrounding the pending elimination of funding for the General Assistance Medical Care program.

Vehicle Replacement for 2010

Smith shared a handout from the State of Minnesota that listed the vehicles on the 2010 contract, therefore potentials as a replacement vehicle for the Department. The Department of Social Services has an approved budget of up to $19,000 to purchase a replacement vehicle. After discussion, the Board recommended the Department explore the purchase of either a 2010 Chevrolet Malibu or a 2010 Ford Fusion. The County Board will ultimately give the final approval to purchase a vehicle.

2010 Board Meeting Dates

The Board meeting dates for 2010 were provided to the Board members. No changes to the suggested dates, the 4th Tuesday of each month.

PHS/SS Miscellaneous

Smith reported the 2010-2011 CCSA Plan has been approved by the Department of Human Services. There will be a leadership summit held on January 25th in St. Charles, with area legislators. Smith reminded Board members to complete the annual performance review and return those forms soon. Finally, informed the Board there will be follow-up information on the recently created collections position brought to the January Board meeting.

Barton gave an update on the recent H1N1 flu clinics. 18 clinics have been offered throughout the county, with the most recent on December 21st. Staff has flexed their hours to provide coverage for the clinics, so no overtime was accumulated. The clinics also have had assistance from the Medical Reserve Corp, with thanks by the Department and Board. Barton is working on completion of the 4-year Community Health Services Plan that is due by the end of December. Finally, shared news of employees being on television ads recently. Kathleen Evers is featured on a Blue Cross Blue Shield ad, and Darrin Thompson on another public service spot.

Being no further business to come before the Board, motion was made and duly carried at 10:35 a.m. to recess this meeting until 9:00 a.m. on January 26, 2010.
