Meeting of February 24, 2009

HUMAN SERVICES MEETING – TUESDAY – February 24, 2009 The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m., February 24, 2009 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.
The following members were present: Commissioners Dwelle, Hall, Norman, Riester, and Windhorst. Absent: None

WINDHORST – RIESTER

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with no changes:

Adopted Unanimously.

RIESTER – HALL

WHEREAS, the Minutes of the January 27, 2009 meetings have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

RIESTER – HALL

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 01/27/09 through 02/23/09 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 01/27/09 through 02/23/09 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 01/27/09 through 02/23/09 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 01/27/09 through 02/23/09 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

RIESTER – WINDHORST

Whereas, Wabasha County Human Services has a current staffing of 6 Financial Workers and one of those positions is now vacant; and

Whereas, the Social Services Administrators (Supervisor and Director) recommend filling the vacant position to meet the needs of Wabasha County residents who make application for public assistance programs; and

Whereas, Wabasha County receives approximately 50% reimbursement on salary and benefits for an employee in the Financial Worker classification;

Now therefore be it resolved, the Wabasha County Board of Human Services hereby authorizes the Department of Social Services to fill the Financial Worker vacancy. Voting For: Dwelle, Riester and Windhorst Voting Against: Hall and Norman

RIESTER – NORMAN

Whereas, Wabasha County and the Workforce Development, Inc. have maintained a contractual relationship for many years in the provision of employment and training services; and

Whereas, Wabasha County wishes to continue purchasing of employment and training services Workforce Development, Inc. for our clients receiving Minnesota Family Investment Program (MFIP) and Diversionary Work Program (DWP); and

Whereas, the proposed contract for calendar year 2009 is approximately $107,000 for the MFIP and DWP employment and training services;

Now, therefore be it resolved, the Wabasha County Human Services Board approves a contract between Wabasha County and Workforce Development, Inc. in the amount of $107,000 for MFIP and DWP employment and training services. This contract will expire on December 31, 2009.

WINDHORST – HALL

Whereas, Wabasha County Public Health Services recently made application with the Southern Minnesota Initiative Fund in the amount of $15,000 to increase home visiting services; and

Whereas, the home visiting program is currently in operation and supported by grant funds from the Wabasha County Family Services Collaborative; and

Whereas, the acceptance of the Southeastern Minnesota Initiative Fund will allow PHS to expand the home visiting program to about 10 additional families; and

Whereas, the Director of Public Health Services recommends acceptance of the $15,000 award;

Now, therefore be it resolved, the Wabasha County Human Services Board accepts receipt of a $15,000 award from the Southeastern Minnesota Initiative Fund for the purpose of expanding the home visiting program in Wabasha County. The Human Services Board thanks the donor for their generosity.

No Action Taken

Whereas, the Director of Social Services has presented a request for a fee reconsideration from a client in regard to an out-of-home placement; and

Whereas, the client has requested reconsideration of the $1,454.62 fee for the placement of his daughter during the last quarter of 2007; and

Whereas, the client has now relocated to Colorado and is not employed; and

Whereas, the Director of Social Services advises the fee was set in accordance with policy and should remain due; No action was taken by the Human Services Board to reconsider the assessed fee of $1,454.62. With no action taken, the fee remains as assessed. Collection efforts will continue.

DISCUSSION and INFORMATIONAL ITEMS

Environmental Health Services Report
Suzie West indicated the State will conduct a review of delegated counties and Wabasha County will be scheduled for 2011. Staff has made contact with pool operators to insure compliance with the Abigail Taylor Act, dealing with pool drains. Annual licensing is almost complete. Staff is also involved with 2 area providers who found peanut products on their shelves subject to the recent product recall.

May is Foster Parent Appreciation Month
Question has been raised whether the County should financially support the appreciation dinner for foster parents? The annual coast is about $500 and has been included in the 2009 budget. The board is supportive of the foster care program and indicated the planning should continue, as the program saves the County significant funds due to the hard work of the foster parents.

Child Support Annual Report
Lisa Schuth-Stuhr provided the annual update to the Board on services available from staff to county residents. Approximately $2 million in child support has been routed to custodial parents in 2008. Board members heard specific information on the number of cases, staffing, and an overview of the services provided.

PHS & SS Services Review
Judy Barton and Terry Smith led a review and discussion of services provided by the Departments. The matrix of services will be used in further discussion with the County Board as efforts are made to lessen the impact of Federal and State budget revenues to the County. County Commissioners are scheduled to meet with all Department Heads on February 27th with the intent of developing a planned process should major reductions in the county budget be necessary. Staff responded to questions from the Board members and will also provide more detailed information at the February 27th meeting.

PHS & SS Miscellaneous
Region Social Services Directors continue to meet to review opportunities for coordination of services. The 12-county region authorizes approximately $727 million in services to our residents. Smith informed the Board of a decision by Houston County to hire their own mental health case managers, ending this contractual relationship with Hiawatha Valley Mental Health Center. Houston County will continue to purchase diagnostic and community based services. Wabasha County will take another look at the financial implications of this decision. Hitz informed the Board SELF grant funds have been renewed for the coming year. Funds are used primarily on services for adolescents transitioning to independent living. Wabasha County will also undergo an audit process for child and family services. The review will be held during the week of March 6th. Barton indicated grant funding is available ($75,000) for preventative efforts in the areas of tobacco and obesity. PHS is working on the application process and will advise if any funds are awarded to the County.

Being no further business to come before the Board, motion was made and duly carried at 10:58 a.m. to recess this meeting until 9:00 a.m. on March 24, 2009.
