Wabasha County Human Services Board

Meeting of August 23, 2011

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the Courthouse Annex, in the City of Wabasha, Minnesota at 9:00 a.m., August 23, 2011 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

 

The following Board members were present: Hall, Harms, Norman, Roschen, and Wobbe.

Absent: None

 

ROSCHEN – HARMS

BE IT RESOLVED, that the Wabasha County Human Services Board hereby approves the agenda, with the following changes:

5.D. Self assessment Project

5.E. Environmental Health Project

5.F. Public Health Preparedness

5.G. Towards Zero Death

5.H. Statewide Health Improvement Project (SCHP)

6.D. Client concern was removed from the agenda

HARMS – WOBBE

WHEREAS, the Minutes of the July 26, 2011 meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

HARMS – WOBBE

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 7/26/11 through 8/22/11 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 7/26/11 through 8/22/11 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 7/26/11 through 8/22/11 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 7/26/11 through 8/22/11 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

NOW, THEREFORE BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

ROSCHEN – HARMS

Whereas, the Wabasha County Public Health Home Care Program is showing a deficit with no sight in end to this situation, and

Whereas, the Wabasha County Human Services Board has had information presented to them about various aspects of the Home Care program in the past, both financial and options available;

Now, Therefore Be it Resolved, that Wabasha County discontinue providing a Home Care Program through the Public Health Services, and that this be done by a phasing out process, where no new recipients would be admitted, but current recipients would be continued until such time as they left their home for hospitalization, nursing home, or other setting,

ROSCHEN – NORMAN

Whereas, the Department of Social Services has completed a proposed 2012 budget for all services provided by the Department; and

Whereas, the Human Services Board is required to approve a preliminary budget for consideration by the Wabasha County Commissioners in preparation to set the County levy for 2011; and

Whereas, the preliminary budget is the starting point for further budget discussions, knowing the preliminary budget will not increase after the levy is set;

Now therefore be it resolved, the Wabasha County Human Services Board approves forwarding a proposed Social Services budget of $4,289,260 to the Wabasha County Board of Commissioners for further consideration. A levy request of $1,596,178 is required to achieve a balanced budget for 2012.

ROSCHEN – NORMAN

Whereas, the Department of Public Health Services has completed a proposed 2011 budget for all services provided by the Department; and

Whereas, the Human Services Board is required to approve a preliminary budget for consideration by the Wabasha County Commissioners in preparation to set the County levy for 2012; and

Whereas, the preliminary budget is the starting point for further budget discussions, knowing the preliminary budget will not increase after the levy is set;

Now therefore be it resolved, the Wabasha County Human Services Board approves forwarding a proposed Public Health Services budget of $1,596,178 to the Wabasha County Board of Commissioners for further consideration. A levy request of $308,921 is required to achieve a balanced budget for 2012.

HARMS – ROSCHEN

Whereas, the county relies on wireless networking in several departments and buildings, and;

Whereas, the county is currently using a HP MSM760 Wireless controller that can be upgraded to provide additional wireless network capabilities, and

Whereas, the Social Services Director recommends approval of said equipment purchase;

Now therefore be it Resolved by the Wabasha County Human Services Board that the IT director be authorized to purchase a MSM760 license upgrade for $3778.46.

HARMS – WOBBE

Whereas, on June 28, 2011 the Board by consensus allowed Wabasha County Public Health to apply for a Towards Zero Death grant from the Department of Public Safety, and

Whereas, Wabasha County Public Health has been notified that they have been awarded the grant in the amount of $22,986 to perform the duties as indicated in the grant.

Now therefore be it Resolved by the Wabasha County Board of Human Services that the TZD grant be accepted by Wabasha County Public Health.

WOBBE – ROSCHEN

Whereas, Wabasha County Public Health has been involved in a region-wide State Health Improvement Grant from MDH, and

Whereas, the original grant expired on June 30,2011 and an extension to the region-wide grant has been offered to go until Dec.31, 2011 at which time a new grant cycle will begin, and

Whereas, the new grant cycle will require reapplication in a much more competitive environment,

Now therefore be it Resolved by the Wabasha County Board of Human Services that Public Health accept the grant extension offered to the regional project, and that Public Health participate in the regional effort in writing for a new State Health Improvement Project Grant for the years of 2010 and 2013.

BY CONSENSUS

The Board discussed the funding of 3 grants/projects of which have funding attached. They are the self assessment project ($2,500), environmental health self assessment project ($2,500), and public health preparedness ($17,000). Participation in these projects has funding attached, and services will be coordinated through Public Health Services. The Human Services Board, by consensus, agreed to participate in the identified projects.

 

DISCUSSION and INFORMATIONAL ITEMS

 

Environmental Health Services Report

Judy Barton presented a brief overview of the environmental services department and the various delegation duties that are performed for MDH. She also reviewed the current fee schedule for licenses and permits Wabasha County has in place vs. the state MDH fees. Finally she presented her thoughts on the benefits to county and businesses of offering this program at the County level vs. the State Level.

Being no further business to come before the Board, motion was made and duly carried at 10:59 a.m. to recess this meeting until 9:00 a.m. on September 27, 2011
