Wabasha County Human Services Board

Meeting of August 27, 2013

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the Courthouse Annex, in the City of Wabasha, Minnesota at 11:43 AM, August 27, 2013 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

 

The following members were present: Commissioners Hall, Harms, Wobbe and Springer.

Absent: Roschen

 

WOBBE – HALL

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda with no changes.

Adopted Unanimously.

SPRINGER – HALL

WHEREAS, the Minutes of the July 23, 2013 meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

SPRINGER – HALL

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 7/23/13 through 8/26/13 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 7/23/13 through 8/26/13 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 7/23/13 through 8/26/13 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 7/23/13 through 8/26/13 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

SPRINGER – HALL

Whereas, the County of Wabasha established a Human Services Board in accordance with Minnesota Statute, Chapter 402, effective January 1, 1999; and

Whereas, Minnesota Statute 402.065 requires, in part, the human services board to submit to the county board of commissioners an estimate of the amount needed to perform its duties, including expenses of administration; and

Whereas, staff of Social Services and Public Health Services has provided input to the 2014 budget committee regarding expenses and revenues for the departments of Social Services and Public Health Services; and

Whereas, the Directors of Public Health and Social Services recommend acceptance of the recommended preliminary budgets for 2014;

Now, therefore be it resolved the Wabasha County Human Services Board approves the 2014 budget for the Department of Social Services with anticipated expenditures and revenues of $4,320,682. The total levy request to support this budget is $1,443,182. The Public Health Services anticipates expenditures and revenues in the amount of $1,172,568. A total tax levy to support this budget is $311,314. Approval of these preliminary budgets will be forwarded to the County Board for consideration in final 2014 County budget.

DISCUSSION and INFORMATIONAL ITEMS

Environmental Services Report & Delegation Agreement Update

Judy Barton provided an update on the meeting, held July 30, 2013 with Minnesota Department of Health (MDH) staff to clarify discrepancies following an audit that occurred earlier this summer. MDH staff met with Wabasha with County staff, State Representative Drazkowski, a staff member for Senator Steve Schmidt, and County Commissioner Springer. Commissioner Springer felt it went well and is feeling MDH may back off on some of their statements. They have 60 days to reply and possibly rescore our evaluation based on the response we gave them. In addition the statewide Public Health Association invited the Commissioner of Health, Deputy Commissioner of Health and Assistant Commissioner of Health to their August meeting to discuss issues with the evaluation of delegated programs. There was a large attendance from counties with delegated programs. The general message back to the state was that counties felt the evaluation process was unfair, not a true representation of the programs quality, and the process needed considerable improvement.

Darrin Thompson reported on a couple of straight pipe discharge septic issue he has been working on as well as doing his routine summer work around septic and well installations

Nicole Frankfourth reported she has been working on responding to the MDH evaluation reports as well as working with school staff on the plans they need completed to be in compliance with code requirements. All inspections on facilities are up to date. Darrin and Nicole will be starting the well head/ sanitary system inspections for Transient Public Water Supply (TWS) at our licensed facilities. This is a new requirement by MDH that will add time and expense to monitoring those facilities that use a water source from a private well.

Potential Merger of PHS/SS

Barton and Smith brought forward this topic as a follow-up to the August 20th meeting of the County Board. Suggestion made that any further conversation on this topic be delayed until the new County Administrator, Larry Timmerman, is working in the office. His background will be helpful in completing a thoughtful process to determine if a merger of the two departments is in the best interest of the County.

Hiring Process for Social Services Director

Smith shared a document that outlined a number of steps the Board will need to accomplish in the process of filling the Director of Social Services position. A committee will review the applications and bring forward applicants for a full Board interview process. The goal is to have interviews taking place on September 17th. Identified members of the committee are: Commissioner Hall, Commissioner Springer, Judy Barton, Terry Smith and Laura Kreofsky.

Staffing Needs in Public Health

Judy shared a hand out identifying the cost/benefits of hiring an additional staff nurse in Public Health. She states that there have been 2 staff nurses retire over the last 2 years and neither has been replaced. She states that current staffing levels do not allow them to do the level of Case Management/Care Coordination that they have been able to do in the past and that our residents are receiving a lower level of service than what they could be receiving under their health plan, mainly South Country Health Alliance. The time spent providing these services is reimbursed at a rate higher than the cost of the staff person, thus the Public Health budget actually needs more tax levy than previously, even though there are 2 less positions. Board by consensus approved Barton to bring this request to the County Board for approval.

PHS/SS Miscellaneous

Smith and Marcia Hitz (Social Services Supervisor) shared news on the decision of Marci Hitz to resign her position, effective September 27th. Ms. Hitz has accepted a position with the Family & Children's Center in Winona, as their Director of Minnesota programs.

Commissioner Wobbe requested discussion on setting a specific start time to the Human Services Board meeting. After comments from the Board members and staff, the decision was made to set 1:00 PM on the 4th Tuesday of the month as the start to the Human Services Board meetings.

Being no further business to come before the Human Services Board, motion was made and duly carried at 12:53 p.m. to recess this meeting until September 24, 2013, at 1:00 PM.
