Wabasha County Human Services Board

Meeting of September 24, 2013

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Courthouse Building, in the City of Wabasha, Minnesota at 1:00p.m., September 24, 2013 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

 

The following members were present: Commissioners Hall, Harms, Springer and Wobbe.

Absent: Commissioner Roschen

 

Hall- Springer

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with no changes.

Harms- Hall

WHEREAS, the Minutes of the August 27, 2013 meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

Springer-Hall

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 8/27/2013through 9/23/2013 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 8/27/2013through 9/23/13 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 8/27/2013through 9/23/13for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 8/27/2013through 9/23/13have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Introduction of New Staff in Social Services:

The following new staff were introduced to the Health and Human Services Board

Katie Streveler- Account Technician

Christopher Binner- IMU eligibility worker

Megan Gosse- Child Support Worker

Wobbe-Hall

Whereas, the Wabasha County Human Director has accepted the resignation of Marcia Hitz, on behalf of the Wabasha County Human Services Board, effective September 27, 2013; and

Whereas, Ms. Hitz has been employed by Wabasha County Social Services for 14 years; and

Whereas, the Director recommends maintaining the current level of staffing to provide necessary services in Wabasha County; and

Whereas, the Director of Social Services recommends this vacancy be filled;

Now therefore be it resolved by the Wabasha County Human Services Board, that the resignation of Marcia Hitz is accepted, with reluctance and best wishes in her new position, and the Director of Social Services hereby be authorized to fill the Social Services Supervisor vacancy to maintain normal operations of the Social Services Department.

Whereas, the Wabasha County Human Services Board adopted a policy on the out of home placement fee and redirect in 2010, and:

Whereas the policy has been developed in accordance to Minnesota Statutes 260C.331 and 260B.331; and

Whereas, Ms. Moline has recommended an update to this policy to address an issue that is arising when a legal guardian is responsible for a minor child; and

Whereas, the Director and Fiscal Supervisor recommend an update to policy #5.103;

Now therefore be it resolved by the Wabasha County Human Services Board, that the out of home placement fee & redirect policy (#5.103) is amended effective October 1, 2013

Wobbe-Harms

Whereas, Minnesota Statutes, section 256J.626, subdivision 4, requires counties to have a Biennial Service Agreement approved by the Minnesota Department of Human Services to receive consolidated funds for the Minnesota Family Investment Program (MFIP); and

Whereas the current MFIP Plan expires on December 31, 2013; and

Whereas, the purpose of the agreement is to provide the Minnesota Department of Human Services with information about services and strategies to meet state established outcomes with the goal of increasing the economic stability of low income families served with consolidated funds; and

Whereas, the agreement will give the Minnesota Department of Human Services a comprehensive assessment of current efforts; insight into what types of assistance are needed; and information on new strategies to better serve program participants; and

Whereas, the law requires the county to allow a period of no less than 30 days for public comments on the contents of the agreement; and

Whereas, the Director and Income Maintenance Supervisor recommend approval of the 2014-2015 County MFIP Biennial Plan;

Now, therefore be it resolved by the Wabasha County Human Services Board, the 2014-2015 County MFIP Biennial Plan is hereby approved, effective January 1, 2014 through December 31, 2015.

Whereas, Wabasha County has an agreement with Three Rivers Community Action for the provision of transportation services for clientele of Social Services; and

Whereas counties must provide appropriate access transportation services and/or reimbursement to eligible MinnesotaCare clients whose case file is maintained by local agency staff; and

Whereas, access transportation services are coordinated and reimbursed through staff in our local office; and

Whereas, the State of Minnesota has made changes to the provision of access transportation services, requiring the amending of our current agreement; and

Whereas, the Director and Income Maintenance Supervisor recommend approval of the amended Access Transportation Services Agreement with Three River Community Action;

Now, therefore be it resolved by the Wabasha County Human Services Board, the Access Transportation Services Agreement with Three Rivers Community Action is hereby approved. The agreement is effective January 1, 2013 through December 31, 2014.

Whereas, Wabasha County has a human services board, organized under Minnesota Statutes, Chapter 402; and

Whereas, the Wabasha County Board of Commissioner chose to place the departments of Public Health Services and Social Services under the organization of the Human Services Board, purposely electing to not include corrections services; and

Whereas, the Human Services Board has chosen to employee separate positions of Director of Public Health Services and Social Services (Minnesota Statute 402.05, Subdivision 1a), acting as co-Directors to the Human Services Board; and

Whereas, the Social Services Director (Smith) has submitted his letter of retirement, effective October 4, 2013; and

Whereas, the Human Services Board recognizes the importance of the Social Services Director responsibilities to maintain normal operations of this Department and the need to assign/delegate temporary authority to another employee;

Now, therefore be it resolved by the Wabasha County Human Services Board, appoints Judy Barton as the Interim Social Services Director, effective October 7, 2013, to carry out the duties and responsibilities of the Social Services Director position, until a replacement has begun employment with Wabasha County, or upon further decision by the Human Services Board.

Whereas, Wabasha County Public Health is in need of Certified Public Health Nurses, and;

Whereas, Public Health has not been able to hire a certified Public Health Nurse over the past 8 years, even though there have been openings, and;

Whereas, Jodi Johnson is going back to school so she can become a certified PHN, and;

Whereas, in the past Jodi has worked 40 hrs/wk and now needs to reduce to 37.5-40 hrs/wk to complete her schooling, and;

Whereas, the policy manual states that full time employment is 37.5 hrs/wk,

Now Therefore be it Resolved, by the Wabasha County Human Services Board that; Jodi Johnson, RN be allowed to work 37.5-40 hrs/wk and maintain full time status while she is completing her education to become a Certified Public Health Nurse.

Hall-Springer

Whereas, MDH has offered Wabasha County a State Health Improvement Planning Grant (SHIP), and;

Whereas, this grant will cover the cost of a Full Time SHIP coordinator to plan for and write a SHIP implementation grant, and;

Whereas, no County tax levy dollars will be required to support this grant, and

Whereas, Public Health does not have current staff to implement this grant and the grant requires a full time SHIP Coordinator, and

Whereas, there is currently no job description in place in Wabasha County for a SHIP coordinator

Now Therefore be it Resolved, by the Wabasha County Human Services Board that; WabashaCounty Public Health accepts the SHIP planning grant and proceed with developing an implementation grant, accept the SHIP Coordinator job description as presented and authorizes the Public Health Director to hire a full time SHIP coordinator

DISCUSSION and INFORMATIONAL ITEMS

Environmental Health Services Report

Nicole reported that she has been developing and distributing new resources for vendors in addition to her inspections. Reports she will be be attending a Home Land Security training for environmental disasters in Anniston Alabama in November. Total cost of training, air, lodging, meals is covered by Home Land security. The only cost to the county is staff time. Also reports that she is working on getting a couple of recreational camp sites licensed and that we are now required by MDH to license assisted living and board and lodging facilities, so is working with these providers to get a lodging and food license.

Reports that we were to have heard back by Sept. 22 on our response to our environmental audit from MDH but have not heard back yet, so waiting for their final report to see if our score was changed as a result of the information we presented in our response

Commissioner Springer also reported that he was at the AMC Health and Human Services Committee meeting with MDH Commissioner Ehrlinger being present. The topic of these evaluations was discussed, with input from local counties being there needed to be a better approach.

Update on Hiring Social Services Director

Judy reported on the progress of replacing SS Director Terry Smith, a committee of Terry, Judy, Laura Kreofsky, and via phone Larry Timmerman reviewed the applications and have selected 4 candidates to offer interviews. Names were not presented today but will be presented at the Oct.1 , 2013 county board meeting. Board discussed how they want to proceed. Board would like the committee to bring forward top candidates, 2 or more if appropriate, for the Board to interview. They set Oct.15, 2013 following the County Board meeting as a date to meet individually with candidates the committee recommends and then do a interview with the full County Board on Oct. 22, 2013 following the Human Services Board meeting.

Uninhabited home that are in disarray

Nicole and Judy brought forward the growing issue of uninhabited homes that are in disarray throughout the county and questioned how the Board would recommend they be handled. There was a great deal of discussion with no final recommendations being brought forward at this time.

Social Services Quarterly Reports

This was on the agenda as 2013 quarterly report, however, Terry sent out an e-mail stating it should be 2014 and wanted the Board to remember that the 2014 Budget request will include approximately $100,000 for continued advancement of EDMS

PHS/SS Miscellaneous

Marci Hitz presented her thoughts and budget workup on looking at having 2 Social Worker supervisors, one to supervise the Children's programs and the other to supervise the Adult programs. Board will recommend to new Director that they look at this as one possible option for supervision.

Being no further business to come before the Human Services Board, motion was made and duly carried at 2:10 p.m. to recess this meeting until 1:00P.M. on October 22, 2013.
