Wabasha County Human Services Board

Meeting of February 11, 2014


The Human Services Board of Wabasha County, Minnesota, convened in Special Session at the 02/11/14 County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m., February 11, 2014 in accordance with MS 402.01 to 402.10.


The following members were present: Commissioners Hall, Harms, Springer and Wobbe.

Absent: Commissioner Roschen



BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda for this special meeting

Adopted Unanimously.


Whereas, the Public Health Director and Social Services Director have identified workforce planning needs for their departments; and

Whereas, creating a joint supervisory position that provides oversight of community & home based services from both departments would better coordinate county services and benefit the public; and

Whereas, filling such a position externally would prove to be both challenging and cost prohibitive; and

Whereas, the Board wishes to hear any comments from staff that would add information to their decision; now

Now Therefore be it Resolved by the Wabasha County Human Services Board to move this item forward to the County Board to authorize the internal recruitment of a Community & Home Based Supervisor to oversee staff from both the Public Health and Social Services departments. The position will be a temporary appointment not to exceed 2 years.

Also; be it resolved that during the February 18,2014 County Board meeting at 1:00 p.m all Public Health staff and Social Services staff will be allowed to attend to voice comments about this new management structure proposal. In addition comments are to be forwarded to Heidi Young at Social Services by Friday, February 14,2014 so that the Board and Directors may prepare for this meeting.

Judy presented a letter from MDH regarding the May, 2013 evaluation of the Delegated programs. The letter states that after considering the responses sent by PHS some scores were changed, however, there was not enough of a change to pass the evaluation. Thus they stated they were terminating our current delegation agreement and offering a new Conditional Delegation Agreement.

Judy presented the Board with the proposed new Delegation agreement, with her comments (in red) and perspective on some of the proposals. It is her recommendation that some of the proposed conditions are warranted and would improve the program, but that others are not warranted and would require a great deal of staff time and cost to implement, without a lot of improvement in the program. She is also very concerned about the many subjective conditions listed in the agreement. Such as adequate staff, MDH opinion and Boards opinion of adequate staff could be very different.

These concerns have been passed onto MDH. By consensus the Board directed Judy to invite MDH staff, including their new division director, and area legislators to a meeting to discuss further. They would like to have this meeting in conjlmction with the Feb. 25, 2014 Human Services Board meeting if possible.



Being no further business to come before the Human Services Board, motion was made and duly carried at 10:25 a.m. to recess this meeting until 1:00 p.m. on February 25, 2014.
