Wabasha County Human Services Board

Meeting of May 26, 2015

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 10:01 a.m., May 26,2015 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

The following members were present: Commissioners Hall, Goihl, Springer, Wobbe and Key.

 

Springer/Goihl

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda.

Key/Goihl

WHEREAS, the Minutes of the April 28, 2015 regular board meeting have been presented for review and that a correction was made to properly reflect the spelling of the names of all members

present;

BE IT RESOLVED, that the Human Services Board accepts the Minutes with the submitted corrections as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the

Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 04/28/15 through 05/26/15 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 04/28/15 through 05/26/15 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 04/28115 through 05126115 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 04/28/15 through 05/26/15 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Whereas, the Minnesota Department of Human Services has published a Request For Proposal to provide health care services to recipients of Medical Assistance and MinnesotaCare in 87 Minnesota counties including Wabasha County; and

Whereas, the Minnesota Department of Human Services has requested County evaluations and recommendations regmding the RFP proposals from each respective county; and

Whereas, Blue Plus, Medica, South Country Health Alliance and UCare have all submitted proposals to provide managed health care services in Wabasha County; and

Whereas, the Director of Social Services has reviewed and evaluated these proposals; and

Whereas, South Country Health Alliance has submitted a proposal suitable to meet the needs of the County and has a history of being a valuable, responsive partner in providing affordable and effective health care services in our communities;

Now therefore be it resolved by the Wabasha County Human Services Board, that it supports the recommendation of the Director of Social Services approving South County Health Alliance as a Managed Care Organization (MCO) to provide managed health care services in Wabasha County, and also recommends UCare as an additional plan to meet the needs of our residents

Be it resolved that Wabasha County Public Health enter into a award agreement with the Minnesota Department of Public Safety, for traffic safety projects during the period from October 1, 2015 through September 30, 2016.

The Public Health Director is hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of Wabasha County Public Health and to be the fiscal agent and administer the award.

DISCUSSION and INFORMATIONAL ITEMS

A. Social Services Quarterly Reports and Updates:

Social Services Director John Dahlstrom and Income Maintenance Supervisor Lisa McNally gave an update on the recent food assistance audit. While the County will need to make a corrective action plan, this was not unexpected and overall both John and Lisa were pleased with the findings. Income Maintenance staff are doing a good job balancing very high caseloads with meeting state performance mandates. For all items reviewed during this audit the County performed at or above the state average. In particular it was noted that client surveys consistently ranked the County as outstanding in customer service.

B. May is National Foster Care Month

John and the Board discussed the importance of foster parents in the child protection system. John reported that Social Services continued with the past practice of issuing foster parents Kwik Trip gift cards as a small thank you.

C. Update on EDMS Contract

John reported that he expects to bring all EDMS contract before the Board next month. John stated that the human service directors had met and wanted some regional language added to the current draft.

D. Update on Home. and Community Based Services

Home and Community Based Services Supervisor Tammy Fiedler gave a one year review of the HCBS unit and an overview of waiver caseloads.

E. PHS and SS Miscellaneous:

John reported that the County had received a retirement notice from Judy Siebenaler. Her last day will be on July 31st. John and Social Services Supervisor Luke Simonett will work with the Personnel Committee on filling the position after getting some feedback from Judy. John also reported that Fernbrook Family Center is having an open house at their Wabasha office on Wednesday, May 27th, from 2 - 4.

Being no further business to come before the Human Services Board, motion was made and duly carried at 10:33 AM to recess this meeting until 1:00 p.m. on June 23, 2015.
