Wabasha County Human Services Board

Meeting of August 25, 2015

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 10:12 AM , August 25, 2015 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.

The following members were present: Commissioners Hall, Goihl, Wobbe, Springer and Key.


Key/Springer
WHEREAS, the Agenda has been presented for review and there were no additions or corrections, therefore

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented .

Adopted Unanimously.


Springer/Key
WHEREAS, the Minutes of the July 28, 2015 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 7/2815 through 8/25/15 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 07/28/15 through 08/25/15 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 7/28/15 through 8/25/15 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 7/28/15 through 8/25/15 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

DISCUSSION and INFORMATIONAL ITEMS

A.  SCHA Procurement Update 


Commissioner Springer, John Dahlstrom and Judy Barton updated the Board on the status of  the mediation process  regarding SCHA not being awarded a PMAP and MN CARE contract for 2016-2017.  Commissioner Springer and Judy attended the Senate Health and Human Services Subcommittee hearing on August 19 where by DHS responded to Senators questions about the process and heard concerns presented by the Senators on the panel about the process and the outcomes.  SCHA Chair Dan Rechtzigel was also invited to present on behalf of SCHA.  

B.  Senator Schmit


Senator Schmit was in attendance to address the SCHA situation and to hear about concerns regarding this decision by DHS.  St. Elizabeth Medical Center CEO addressed Senator Schmit about concerns he had as a representative of his facility and the impact on it.  Also Dr. Schoen’s dental office had a representative address Senator Schmit with concerns about this decision and the impact on dental access it will have.  The third provider to speak was from St. Isadores Health Care Center who also expressed concerns about the impact this decision would have for their clientele as well as for their business. In addition, staff and Board members addressed concerns with Senator Schmit.

C.  PHS and SS Miscellaneous:


Judy informed the Board that there would be a multi-organizational event held Oct. 17,   2015 from 9AM-1 PM, 2015  at the St. Felix auditorium.  The event, called Community Connect, will host several organizations that offer services to residents of Wabasha County. The intent is to provide information and education to residents about the various services available to them. Both Social Services and Public Health will have booths at the event. 

John discussed with the Board the requirement to file an amendment to the county's Vulnerable Children and Adult Plan to reflect how the state's child protection allocation would be spent.  After discussion, the consensus of the Board was to anticipate 1.0 positions for 2015 and 1.25 position for 2016 with the understanding that this may need further adjustment if not all positions are approved.  Any remaining funds would be allocated for services.

Being no further business to come before the Human Services Board, motion was made and duly carried at 11:20 AM. to recess this meeting until 1:00 p.m. on September 22, 2015.
