Wabasha County Human Services Board

February 23, 2016


The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 10:07 AM, February 23, 2016 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.

The following members were present: Commissioners Hall, Goihl, Springer and Key.

Goihl/Springer
BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda with the addition of Resolution 2016- HS07

Springer/Goihl
WHEREAS, the Minutes of the January 26, 2016 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

Springer/Goihl
WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 01/26/2016 through 2/23/2016 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 01/26/2016 through 2/23/16 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 01/26/2016 through 02/23/16 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for  01/26/2016 through 2/23/16 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

DISCUSSION and INFORMATIONAL ITEMS

A. Social Services Reports
Lisa Schuth-Stuhr gave the annual child support report and discussed the basics of the program.  For 2015, $2,248,440.77 was collected on a total of 737 cases.

B. Liens for individual 55 and over on Medical Assistance
Lisa Koehler and Lisa McNally led a wide ranging discussion on the lien policy for the Medical Assistance program for individuals 55 and over.  There are liens established for these cases and some of the issues that have arisen in the news have been a result of some confusion for customers during the online application process.

C.  CREST Update
John Dahlstrom gave an update regarding issues between the State and the region on the auditing of CREST funds.  If an agreement cannot be reached, there is the potential for an interruption in funding.  While this is unlikely, the counties in the region, including Wabasha, have given written assurances to Olmsted County that they would use county funds to cover the costs of current projects should this occur.  

D.  Mental Health Task Force update:
Judy Barton and John Dahlstrom reported that the Mental Health task force met on the evening of Feb. 22.  It was well represented by professionals who work with the mentally ill as well as advocates and family members of those with mental illness in the community.  The task force decided the focus for 2016-2017 will be to develop a public education program to remove the stigma that surrounds mental illness and to complete an assessment of training needs for those responders who are first on the scene of a mental health crisis.   Grants or other resources to assist with these training needs will be pursued once they have been identified.

E.  PHS and SS Miscellaneous:
Judy updated the Board that she had 2 applicants for the nursing position that was advertised.  Interviews will be next week.  John reported that the two social worker positions will have interviews conducted as well.  The fiscal supervisor position will have the Merit exam to administered at the County on Feb. 26; interviews will be scheduled after the exam scores are received and the applicants ranked.
