Wabasha County Human Services Board

July 18, 2017

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 8:00 AM, July 18th, 2017 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.  

The following members were present: Commissioners Hall, Goihl, Key, Springer and Wobbe.  No members were absent.

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda as presented.

WHEREAS, the Minutes of the June 20, 2017 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 6/20/2017 through 7/18/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 6/20/2017 through 7/18/2017 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 6/20/2017 through 7/18/2017 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 6/20/2017 through 7/18/2017 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be affirmed as valid claims against the County approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

ACTION ITEMS

Key/Hall

Whereas, Wabasha County has previously entered into a contract with Olmsted County to provide specialized case management services for clients at the Anoka Metro Regional Treatment Center and the Minnesota Security Hospital in St. Peter; and

Whereas, the participating counties in the CREST Initiative were re-awarded a Minnesota Department of Human Services “Whatever it Takes” grant in the amount of $340,809.00 effective July 1, 2017 through June 30, 2018 and $200,000.00 effective July 1, 2018 through June 14, 2019; and

Whereas, Olmsted County will continue to act as the fiscal host for this grant; and

Whereas, Olmsted County will continue to provide liaison case manager services for clients at the Anoka Metro Regional Treatment Center at a cost to the county of residency of $54.28 per hour ($13.57/15 min.) effective July 1, 2017 through June 30, 2018 and $56.60 per hour ($14.15/15 min.) effective July 1, 2018 through June 14, 2019; and

Whereas, competency restoration program, psychiatric rehabilitation worker and program coordinator services will be covered by the “Whatever It Takes” grant and thus no hourly rate will be charged to any participating county for the services; and

Whereas, the Social Services Director has determined that this is a cost effective way to provide the intensive level of case management services needed to assure a timely and adequate discharge from both facilities and recommends entering into an agreement for the provision of these services;

Now Therefore be it Resolved, by the Wabasha County Human Services Board that; the Social Services Director is authorized to execute the purchase of service agreement with Olmsted County to continue to provide specialized case management services for clients at the Anoka Metro Regional Treatment Center and the Minnesota Security Hospital in St. Peter.

Whereas, Wabasha County will receive a SNAP Performance bonus of $7406 from the State of Minnesota, and

Whereas, these funds can only be used to maintain or improve administration of the Supplemental Nutrition Assistance Program, and

Whereas, the Social Services Department has submitted, as required by the State of Minnesota, a proposal to spend these funds in the following manner:

•    $4,000.00  to send Eligibility Workers to the MFWCAA Fall Conference.

•    $1,406.00  for digital signage software/hardware in the front lobby to display SNAP outreach information and messages, videos, etc. 

•    $2,000.00  for software upgrades to EDMS that will allow supervisory reports to  monitor individual users productivity in the SNAP program;

Now therefore be it resolved by the Wabasha County Board of Human Services that the submitted proposal on how the Social Service Department will spend these SNAP Performance Bonus funds is approved.

DISCUSSION and INFORMATIONAL ITEMS

A. GRH Contract Authorization

John reported that as per last year, he approved the new GRH contracts via delegated authority.  The rates are set by DHS.

B. SCHA Update

John and Commissioner Springer gave a brief update on the conversations they had with Congressman Lewis.  Leota Lind from SCHA and Commissioner Anderson from Goodhue County were also in attendance at the meeting.  The discussions were centered around county based-purchasing and protections for this option in future Medicaid reform efforts.

C. Mental Health Peer Support Initiatives in 2018 Budget: 

Tim Hunter reported that social services would like to try some peer support initiatives in 2018 in conjunction with some community partners.  There will be a line item in the budget for this, but the department will also pursue grant opportunities to cover the costs.

D. Crisis Line Update: 

Tim Hunter gave an update on the recent news regarding the Crisis Connection call center closing that was in the news.  The funding had been recently been restored be a grant from the health department.   This line was separate from the regional mobile crisis line.

E. Toward Zero Death Grant Update: 

Jodi Johnson reported that the County's grant was denied.  Public Health was disappointed by the decision and would be seeking clarification from the State.

PHS and SS MISCELLANEOUS:

John gave a brief staffing update: It appears that an agreement with an applicant to fill the fiscal supervisor position has been reached.  A formal announcement will be made once HR has had an opportunity to contact the other applicants.  That leaves two social workers vacancies still open and that are working through the posting/interview process.  There is also an anticipated part time case aide position that will be posted once approved by the full Board.
