Wabasha County Human Services Board

Meeting of December 26, 2012

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 8:00 a.m., December 26, 2012 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

 

The following members were present: Commissioners Hall, Harms, Norman, Roschen, and Wobbe.

Absent: None

 

HARMS – HALL

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with no changes.

WHEREAS, the Minutes of the November 27, 2012 meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 11/27/12 through 12/25/12 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 11/27/12 through 12/25/12 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 11/27/12 through 12/25/12 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 11/27/12 through 12/25/12 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

ROSCHEN – HALL

Whereas, Wabasha County Dept. of Social Services has an existing Cooperative Agreement with the County Attorney's Office and the Sheriff's Department for child support services; and

Whereas, the existing agreement is set to expire on December 31st and the parties wish to continue the partnership in providing services to child support clientele; and

Whereas, the reimbursements received through this cooperative agreement are reimbursed at the designated fiscal rate for all child support expenditures, and therefore result in a reduced amount of county property taxes necessary to operate the County functions; and

Whereas, the maximum amounts that may be earned by each Department will remain the same as in the 2012 agreement; and

Whereas, the Director Social Services recommend approval of the Cooperative Agreement for child support services for 2013-2014;

Now, therefore be it resolved, the Wabasha County Human Services Board approves the 2013-2014 Cooperative Agreement between the Department of Social Services and the offices of the Wabasha County Attorney and Sheriff. Maximum reimbursements are limited to $12,000 per year for each department, reflecting no change in the current agreement. The Director of Social Services is authorized to sign this agreement on behalf of the Human Services

ROSCHEN – HARMS

Whereas, the Wabasha County Human Services Board has a responsibility to ensure that applicants/recipients of Medial Assistance (MA) and MinnesotaCare pregnant women and children under 21 years of age are provided with or reimbursed for the appropriate level of needed transportation and other travel related expenses to enable them to access necessary medical treatment; and

Whereas, access transportation services are available for trips to participating providers for services covered under the State MA Plan; and

Whereas, Three Rivers Community Action, Inc. and the County are mutually agreeable to enter into a service agreement for transportation services; and

Whereas, the proposed service agreement has been reviewed and approved by the Minnesota Department of Human Services and the Wabasha County Attorney's Office and determined to be acceptable as to format and execution; and

Whereas, the State of Minnesota has requested transportation agreements coincide with our Health Care Access Plan effective dates;

Whereas, the Director of Social Services recommends approval of this service agreement to help meet the transportation needs of Wabasha County residents;

Now therefore be it resolved by the Wabasha County Human Services Board authorizes the Director of Social Services to complete and execute the service agreement with Three Rivers Community Action, Inc., to provide transportation services to eligible residents of Wabasha County. Said agreement will be effective from July 1, 2012 through December 31, 2014.

ROSCHEN – HARMS

Whereas, Wabasha County Human Services Board has approved a plan for the access to medical care for Medical Assistance clientele, and

Whereas, Red Wing Mobility, a provider of transportation services in Red Wing, has requested consideration of a contract to provide transportation services to residents of Wabasha County; and

Whereas, funds for transportation are provided through the health care access fund at the State of Minnesota, in accordance with DHS Bulletin #10-21-02 and any subsequent amendments or alterations to allowable access transportation services; and

Whereas, the provision of transportation services through this contract is mutually beneficial to the provider and Wabasha County; and

Whereas, the Director of Social Services recommends the approval of this contract;

Now therefore be it resolved, the Wabasha County Board of Human Services hereby approves the transportation contract between Red Wing Mobility and Wabasha County. This contract will expire on December 31, 2014.

Whereas, the Wabasha County Social Services and Public Health Services staff has provided input to the 2013 budget committee regarding expenses and revenues for the Department of Social Services; and

Whereas, the Directors of Public Health and Social Services recommend acceptance of the recommended budget for 2013;

Now, therefore be it resolved the Wabasha County Human Services Board approves the 2013 budget for the Department of Social Services with anticipated expenditures and revenues of $4,072,464. The total levy request to support this budget is $1,300,172. The Public Health Services anticipates expenditures and revenues in the amount of $1,189,028. A total tax levy to support this budget is $259,687. Approval of these budgets will subsequently be forwarded to the County Board for consideration in County budget.

HARMS – NORMAN

Whereas, the Wabasha County Human Services Board has previously entered into a Chemical Health Care Home Pilot Services Grant Contract with the Minnesota Department of Human Services, providing chemical health services to individuals on a voluntary basis; and

Whereas, the Chemical Health Care Home Pilot Services Grant is providing chemical health services to individuals in the 10 counties of Southeast Minnesota and Washington County; and

Whereas, the participating counties and the Department of Human Services have agreed to extend the Pilot project for the State Fiscal Year, ending June 30, 2013; and

Whereas, the Director of Social Services has recommended approval of the contract amendment;

Now, therefore be it resolved by the Wabasha County Board of Commissioners to accept the recommendation of the Social Services Director, extending the Chemical Health Care Home Pilot Services Grant through the State Fiscal Year, ending June 30, 2013. The Board further authorizes the Director of Social Services and County Administrator to execute the contract amendment on behalf of the Wabasha County Board of Commissioners.

Whereas, Wabasha County Public Health non-union staff has had a different Holiday schedule than other non-union staff in Wabasha County due to operating a Home Care Program, and;

Whereas, Wabasha County Public Health discontinued operating a Home Care program as of July 1, 2012 and there is no longer a need to have a different Holiday Schedule for their non-union staff,

Now Therefore be it Resolved, by the Wabasha County Human Services Board that; they recommend to the Wabasha County Board of Commissioners that previous references to a different Holiday schedule for all non-union Public Health staff be terminated and that all non-union Public Health staff follow the Holiday schedule as per the Wabasha County Policy Manual.

ROSCHEN – HARMS

Whereas, the Wabasha County Human Services Board has a vacant sanitarian position open, and;

Whereas, the Public Health Director has received permission from the Wabasha County Board to fill this position, and;

Whereas, the Public Health Director, County Coordinator/Human Resources Coordinator and staff Sanitarian reviewed applications, interviewed applicants, and have selected Nicole Frankfourth as the applicant to offer the position to;

Now therefore be it resolved by the Wabasha County Board of Human Services that the Board recommend to the Wabasha County Board the hiring of Nicole Frankfourth, at step 8, hire step, to begin employment as soon as possible.

DISCUSSION and INFORMATIONAL ITEMS



Environmental Health Services Report

There was an establishment that had a well contaminated with ecoli. Apparently they served food items, but the name of the establishment was not give. This news came right before Christmas and the area that was contaminated was closed down until further notice. Darrin continues with annual inspections that are due. Staff is still behind on inspections to licensed facilities due to staff shortage.

Vehicle Purchase for 2013 – Social Services

Smith shared a number of options available to the County regarding vehicle purchases that could be made using the State contract. Discussion centered on the type of vehicle to purchase and then the potential to buy a car on the open market, especially when auto dealers are looking to move inventory quickly. Smith will prepare a Resolution that allows for the purchase of a replacement vehicle that has a limit to the expense and also seek legal advice from the County Attorney's Office on a process to make the purchase.

State Community Health Services Advisory Committee

This is a committee that meets quarterly. Judy Barton reported that the health reports came out for this year. Minnesota is ranked 5th in overall health. We do well in premature death due to cardiac reason, diabetes rate and graduation rates. We do not do so well in infectious diseases and binge drinking. A question was raised about a link between our infectious disease rates and our immigrant rates. The response from Judy was that this correlation was unlikely. There is a better chance our state has a better reporting system than most states. Also states the pertussis outbreak in the MN and WI areas raised us to this level in 2012.

Electronic Data Management Systems (EDMS)

Smith provided a brief update including the RFP approved in November has yet to be let by the consulting firm. The RFP should be released soon. If Wabasha County wishes to seek bids from counties for the purchase/development of EDMS, some counties have already indicated a hesitancy to submit a bid with the RFP process, citing the amount of time and detail. Smith shared a waiver provision of our purchasing policy that might be used to allow another county to submit a proposal for EDMS, using less stringent criteria. Smith will check with the County Attorney's Office on this matter.

Barton and Smith offered their thanks to Board member Merl Norman for his current 4 years of service on this Human Services Board and wished him well.

Being no further business to come before the Human Services Board, motion was made and duly carried at 9:20 a.m. to recess this meeting until 9:30 a.m. on January 22, 2013.
