WABASHA COUNTY PLANNING COMMISSION MEETING

MARCH 28, 2016



Minutes

1. Vice-Chair Jeanne Pietig called the meeting to order at 7:00 p.m. Other members present were Gayle Gillespie, Ken Jacob, John Mortenson, Rich Hall, and John Lubinski. Vice-Chair Pietig welcomed new member John Lubinski and thanked Kent Zarling for his years of service on the Planning Commission.

2. Motion by Gillespie/Mortenson to approve the agenda as amended with items nine and ten being removed. Motion carried.

3. Motion by Gillespie/Jacob to approve the minutes of the February 22, 2016 meeting. Motion carried.

4. Public Hearing:

• Application submitted by Kenneth Graner to transfer the dwelling density from parcel 06.00161.00 to parcel 06.00156.00 to allow for the construction of two additional dwellings on parcel 06.00156.00. The parcels are located in Sec. 16 & 17, T. 109 N., R. 11 W., Town of Highland.

5. Motion by Mortenson/Lubinski to close the public hearing. Motion carried.

6. Motion by Mortenson/Gillespie to move to the findings. Motion carried.

7. Motion by Gillespie/Jacob to forward the CUP request from Kenneth Graner to the County Board for consideration with a recommendation that the request be approved with one condition. Motion carried. The one condition is as follows:

• Only one additional dwelling shall be allowed to be constructed on parcel 06.00156.00 and a deed restriction shall be recorded for parcel 06.00156.00 and the balance of 160 acres on parcel 06.00161.00 to prohibit any additional dwellings.

8. Public Hearing:

• Application submitted by Arlene and Mike Johnson to allow for the use of an existing driveway through a bluff impact zone for access to a newly constructed home to be located on parcel 15.00201.09 located in Sec. 24, T. 109 N., R. 10 W., Town of Watopa (14133 County Road 14, Kellogg).

9. Motion by Jacob/Lubinski to close the public hearing. Motion carried.

10. Motion by Mortenson/Jacob to move to the findings. Motion carried.

11. Motion by Mortenson/Gillespie to forward the CUP request from Arlene and Mike Johnson to the County Board for consideration with a recommendation that the request be approved with one condition. Motion carried. The one condition is as follows:

• The driveway shall be constructed to allow for emergency vehicle access.

12. Public meeting as per chapter 116.07Subd. 7(l) Minn. Stats. for the request by Circle K Family Farms to construct a new feedlot with 470 animal units on property described as parcel 07.00007.00 located in Sec. 2, T. 109 N., R. 13 W., Town of Hyde Park. Discussion, but no action taken.

13. No additional business discussed.

14. Motion by Motion by Gillespie/Mortenson to adjourn the meeting at 9:13 p.m.
