The Wabasha County Highway Department is responsible for the construction and maintenance of all roadways within the County that are designated as County Roads or County State Aid Highways.

The Highway Department consists of 24 full time employees within three divisions - Construction, Maintenance and Administration. The Construction division consists of a Construction Supervisor and five Engineering Technicians. The Maintenance division consists of a Maintenance Supervisor, 13 Maintenance Workers and a Mechanic. The Administration division consists of an Administrative Secretary and Accountant. The three divisions are under the supervision of the County Highway Engineer: an appointed position with a term of four years.

The Highway Department receives funding from three sources: state tax revenues, federal grants and local property taxes. The state tax revenues consist of the gasoline tax and motor vehicle registration tax which is dedicated for use on the County State Aid Highway System. Federal grants consist of funds from the federal general tax fund dedicated to transportation enhancement projects (TEA-21). Local property tax revenues are the County government's share of property taxes dedicated to the construction and maintenance of County roads.
