Meeting of April 16,  2019


The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 16, 2019 at 9:00 a.m.

The meeting was called to order by Board Chairperson Springer.

The following Commissioners were present:  Goihl, Key, Springer, Wobbe; ABSENT: Hall

Resolution No.:  2019-067

Southern Minnesota Regional Medical Examiner’s Office Contract Update – Cremation Fees

WHEREAS, the Wabasha County Board of Commissioners has appointed the Southern Minnesota Regional Medical Examiner's Office to fulfill the duties of  County Medical Examiner and maintains a contract for these services; and

WHEREAS, the Southern Minnesota Regional Medical Examiner’s Office has requested an amendment to the contract to increase the fee for cremation approval from $35 to $50 effective May 1, 2019; and

WHEREAS, per Minnesota Statue 390.15 fees charged for cremation approval, duplication of reports, and other administrative functions to recover reasonable expenses are subject to county board approval.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that the requested amendment is approved.

Resolution No.: 2019-068

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Social Services Department is authorized to dispose of the following listed furniture by scraping or waste disposal:
                Item 2413 Two seat with center table
                Item 2414 Three seat sofa
                Item 2441 Two seat with center table

 

Resolution No.:  2019-069

Whereas, Rochester Sand and Gravel – Division of Mathy Construction Company is the lowest responsible bidder for CP 079-017-001.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of and hereby awards a contract to Rochester Sand and Gravel – Division of Mathy Construction Company for CP 079-017-001 in the amount of $822,214.60 and that the Chair of the County Board and the County Administrator are hereby authorized to execute a Contract with Rochester Sand and Gravel – Division of Mathy Construction Company for this work.

Resolution No.:  2019-070

Whereas, SAP 079-598-027 has been advertised and bids received; and

Whereas, bids received for SAP 079-598-027 are considered excessive for the proposed work. 

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby rejects all bids received 3/27/19 for SAP 079-598-027.

Be It Further Resolved by the Wabasha County Board of Commissioners that the Wabasha County Engineer seek additional funding through potential grants for the proposed project.

Resolution No.: 2019-071

Whereas, Feils Oil Company Inc. is the lowest responsible bidder for Furnish and Deliver Diesel Fuel.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Feils Oil Company Inc. at the Bid Constant Unit Prices proposed and that the County Engineer is hereby authorized to execute a Contract with Feils Oil Company Inc. for this work.

Resolution No.:  2019-072

Whereas, Minnesota Counties maintain 30,742 miles of County State Aid Highways (CSAH) and 14,141 miles of County Roads, totaling over 30% of the State’s roadways; and

Whereas, the annual funding gap for counties has resulted in deferring basic maintenance, delaying projects with resulting safety concerns, mounting congestion, and missed economic growth for businesses and commuters; and

Whereas, a comprehensive and sustainable transportation solution should include robust funding for roads, bridges, and transit, and address the varying needs in different parts of the State; and

Whereas, increased funding for Minnesota’s Highway User Tax Distribution Fund would provide additional, stable funds for all 87 counties, all cities with a population of 5,000 or more, townships across the State, and MnDOT;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners encourages the Minnesota Legislature to pass and the Governor to sign a bill that brings adequate funding to Minnesota’s statewide transportation system.

Resolution No.: 2019-073

Supporting a Statewide Uniform Process for the Appointment of Row Officers

Whereas, the Wabasha County Board of Commissioners understand the responsibilities that the County Recorder and County Auditor/Treasurer have increased over the years and have great impact on the day to day operations of Wabasha County and;

Whereas, Wabasha County is in support of a statewide or local option for the appointment of the Recorder and Auditor/Treasurer and;

Whereas, the Wabasha County Board of Commissioners is responsible to ensure, find and retain qualified and skilled public servants;

Now, Therefore be it Resolved, that the Wabasha County Board of Commissioners does hereby resolve full support for House File 969 and Senate File 1731 – Authorizing the Appointment of the County Recorder and County Auditor/Treasurer.

Resolution No.: 2019-074

Resolution Declaring a Local Emergency

Whereas, Wabasha County, MN, has been impacted by a Spring Flood Event which began on March 12, 2019; and

Whereas, the spring flood event has caused a significant amount of public property and infrastructure damage.

Now Therefore, Be It Resolved, that the Wabasha County Board Chair declares a state of emergency for Wabasha County in response to the conditions resulting from the spring flood event with all powers and responsibilities attending thereto as provided by Chapter 12, Minnesota Statutes and Wabasha County.
