The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, June 04, 2019 at 9:00 a.m.

The meeting was called to order by Board Chairperson Springer.

Resolution No.:  2019-104

Whereas, 079-596-011 has been advertised and bids received; and

Whereas, bids received for 079-596-011 are considered high for the proposed work; and

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby rejects all bids received 5/17/19 for 079-596-011.

Be It Further Resolved by the Wabasha County Board of Commissioners that the Wabasha County Engineer re-advertise for bids for construction in 2020.

Resolution No.: 2019-105

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, a wage of $16 per hour for Mr. Bruce Vagt for the 2019 Part-Time Temporary Seasonal Employment Position is hereby authorized.

Resolution No.: 2019-106

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Highway Department be authorized to purchase two Woods BW15.60RW Batwing Mowers from Minnesota AG Group – Plainview. 

Be it Further Resolved by the Wabasha County Board of Commissioners that, upon the purchase of the above mowers, units #131 and #132 batwing mowers are considered excess and the County Engineer is authorized to dispose of by selling through a public on-line auction.

Resolution No.: 2019-107

Whereas, the Department of Public Health has requested the approval to purchase two U shaped desks with hutches to replace the desks in the reception area and a standing table/desk for an employee; and

Whereas, the current furniture cannot be used for the reception space because of its deteriorating condition.  Public Health has an employee who has ergonomic needs for a standing desk; and

Whereas, the Director of Public Health and Social Services Director, and Human services board have reviewed the bid and is recommending the purchase of  office furniture for $7,399.99 using funds from the South Country Health Alliance account;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, they approve the purchase of office furniture from One Source as recommended by the Director.  The Director is authorized to complete the purchase, and acquire the equipment.

Resolution No: 2019-108

Resolution Authorizing
2019 Spring Creek Motocross Contract

Whereas, the Spring Creek Motocross event will take place from July 19th through July 21, 2019 at 63633 298th Avenue, Millville, MN in which the County will need to provide security and traffic control services. 

Whereas, the Sheriff’s Office has received the 2019 contract agreement made by and between Wabasha County and John and Greta Martin d/b/a Spring Creek Motocross which needs to be approved and signed by the County Board Chairperson, County Administrator, and County Attorney; and,

Whereas, the Sheriff requests the approval and signing of the 2019 Spring Creek Motocross contract by the County Board Chairperson, County Administrator, and County Attorney.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2019 Spring Creek Motocross contract is hereby approved and authorizes it’s signing by the County Board Chairperson, County Administrator, and County Attorney.

Resolution No.: 2019-109

Cancel June 18, 2019 Human Services Board Meeting

Now therefore be it resolved by the Wabasha County Board of Commissioners that the regular meeting of the Human Services Board scheduled for June 18, 2019 at 3:00 pm is cancelled.  The next regular meeting of the Human Services Board shall be on July 16, 2019 at 8:00 am.

Resolution No.: 2019-110

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Social Services Department is authorized to dispose of the following listed equipment by scraping or waste disposal:

Item 2492 Amana Refrigerator.

Resolution No.: 2019-111

Whereas, The County Board of Commissioners of the County of Wabasha, State of Minnesota, desire to offer for sale certain parcel (listed below) of land that have been forfeited to the State of Minnesota for non-payment of taxes; and

  • Parcel Number 18.00006.00, Sec 05 Twn 110 Ran 014, City of Bellechester, 0.13 acs, S 30’ of N 137’ of Aud Lot 1
  • Parcel Number 22.02399.00, Sec 07 Twn 111 Ran 012, Oakhurst at the Jewel, Lot 4 Blk 4

Whereas, said parcel of land have been viewed by the Wabasha County Environmental Services and have been classified as non-conservation lands as provided for in Minnesota Statutes 282.01.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners hereby certify that all parcel of land listed above have been viewed and comply with the Provisions of Minnesota Statutes 85.012, 92.461, 282.01, Subd 8, and 282.018 and other statutes that require the withholding of tax-forfeited lands from sale.

BE IT FURTHER RESOLVED That the Wabasha County Board of Commissioners hereby request approval from the Minnesota Department of Natural Resources for the sale of said lands.

Resolution No.: 2019-112

Whereas,  the county administrator has been asked to upgrade public access to County Board agendas, maps, presentations
Whereas, working with the county IT Director we are recommending:

  • Purchasing 2 -75 inches HD televisions 
  • The repurposing of an existing laptop to display agenda, etc.

Whereas, the County Board directs the county administrator and the IT Director to complete the upgrades in a timely matter at a cost not to exceed $4,000.00,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the purchasing of the equipment listed above and it installation be approved.
