MINUTES OF THE JANUARY 28, 2019
WABASHA COUNTY PLANNING COMMISSION MEETING


1. Jeanne Pietig called the meeting to order at 7:00 p.m.  Other members present were Ken Jacob, Gayle Gillespie, Robert Walkes, and Rich Hall. 

2. Jeanne Pietig called for nominations of chairperson.  Gayle Gillespie nominated Jon Beckman.  The question was called for nominations three times and there were no additional nominations.  Motion by Walkes/Jacob to close the nominations and to cast a unanimous ballot for Jon Beckman as chairperson.  Motion carried.

3. Jeanne Pietig called for nominations of chairperson.  Ken Jacob nominated Jeanne Pietig.  The question was called for nominations three times and there were no additional nominations.  Motion by Jacob/Walkes to close the nominations and to cast a unanimous ballot for Jeanne Pietig as vice chairperson.  Motion carried.

4. Jeanne Pietig called for nominations of secretary.  Ken Jacob nominated Gayle Gillespie.  The question was called for nominations three times and there were no additional nominations.  Motion by Pietig/Jacob to close the nominations and to cast a unanimous ballot for Gayle Gillespie as secretary.  Motion carried.

5. Motion by Jacob/Pietig to approve the agenda as presented.  Motion carried.

6. Motion by Gillespie/Walkes to approve the minutes for the December 17, 2018 meeting.  Motion carried.

7. Motion by Gillespie/Jacob to open the public hearing for the Conditional/Interim Use Permit application submitted by Brian Hager to allow for a small trucking business on parcel 10.00086.00 located in Section 29, Township 109 North, Range 9 West, Town of Minneiska (57309 130th Ave., Weaver, MN).  Motion carried.

8. Motion by Walkes/Jacob to close the public hearing.  Motion carried.

9. Motion by Gillespie/Walkes to forward the request to the County Board of Commissioners with a recommendation that the Brian Hager request be denied based upon six findings.  Motion carried.  The six findings are as follows:

• The proposed use will be injurious to the use or enjoyment of other properties in the immediate vicinity and will substantially diminish or impair property values in the vicinity. 

• The proposed use will impede the normal, orderly development or improvement of surrounding vacant property.

• Utilities, access roads, drainage, soil erosion control measures, and other necessary facilities have not been adequately addressed by the applicant.

• Sufficient off-street parking and loading space for the proposed use has not been adequately addressed by the applicant.

• Adequate measures have not been taken or proposed in the application to prevent or control offensive odor, fumes, dust, noise, vibration, or light which will create a nuisance to the local community.

• Other factors bearing on public health, safety, or welfare have not been adequately addressed by the applicant.  

Motion by Pietig/Jacob to adjourn the meeting at 8:46 p.m.  Motion carried.
